Bekas Hakim Didakwa Terima Rasuah  | Bekas Hakim Mahkamah Sesyen Kuala Kubu Bharu, Azmil Muntapha Abas, 45 hari ini mengaku tidak bersalah di Mahkamah Khas Rasuah Shah Alam, hari ini atas pertuduhan menerima suapan RM17,500 sebagai upah dia hanya mengenakan denda terhadap tujuh warga asing yang melakukan kesalahan Imigresen, pada Julai lalu.

Selain bekas hakim tersebut turut didakwa adalah Khairul Azhwa Yusrie, 32, yang juga bertugas sebagai timbalan pendakwa raya di mahkamah sama serta peguam Noor Amirul Nazreen, 31.

Azmil kini bertugas sebagai pegawai undang-undang di Istana Kehakiman di Putrajaya

Ketiga-tiga mereka didakwa melakukan kesalahan mengikut Seksyen 16(a) (B) Akta Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) 2009, antara jam 9.30 pagi hingga 2.45 petang pada 17 Julai lalu di mahkamah sama.

Dipercayai, ini kali kedua dalam sejarah Malaysia seorang hakim yang sedang berkhidmat diheret di mahkamah susulan pertuduhan jenayah.

Keputusan Rasmi PRK Tanjung Piai | Tindakan Barisan Nasional (BN) meletakkan calon daripada MCA dijangka memberi sedikit kelebihan kepada calon Pakatan Harapan (PH) atas dasar sentimen perkauman masih menjadi asas pengundi memilih pada Pilihan Raya Kecil (PRK) Parlimen Tanjung Piai, 16 November ini.

Perkara itu menjadi antara analisis keputusan tinjauan Institut Darul Ehsan (IDE) menerusi kaji selidik di 27 Pusat Daerah Mengundi (PDM) di Parlimen Tanjung Piai pada 18 hingga 20 Oktober lalu, membabitkan 1,518 responden.

Timbalan Pengerusi IDE, Prof Datuk Dr Redzuan Othman, berkata kaji selidik mendapati pengundi di Tanjung Piai memilih berdasarkan calon diketengahkan, selain faktor parti.

Katanya, 63 peratus responden Melayu memilih parti mewakili kaum mereka manakala 33 peratus melihat kepada calon.

“Pengundi Melayu mengakui akan memilih calon Melayu walaupun kebanyakannya menyebelahi parti diwakili calon.

“Kita lihat satu pertiga daripada pengundi tanpa mengira lelaki atau wanita, mengakui masih berpegang kepada kaum calon untuk mengundi pada PRK Tanjung Piai,” katanya pada sidang media Analisis Pengundi bagi PRK Tanjung Piai di ibu pejabat IDE di sini, hari ini.

Redzuan berkata, Parti Pribumi Bersatu Malaysia (BERSATU) mewakili PH diramal berdepan saingan sengit sekiranya BN menurunkan calon daripada UMNO.

Katanya, calon PH daripada BERSATU mempunyai kelebihan tersendiri berdasarkan kedudukannya sebagai seorang imam dan memiliki dua pusat tahfiz yang boleh menarik undi orang Melayu daripada parti lawan, terutama selepas BN meletakkan calon mewakili MCA.

Berdasarkan jumlah pengundi, katanya, 58 peratus adalah pengundi Melayu manakala pengundi Cina 41 peratus dan India satu peratus.

“Dalam konteks ini, undi orang Melayu lebih besar undi pemilih Cina, justeru tidak dapat dielak PH memiliki kelebihan.

“Ada yang menyatakan penyatuan UMNO dan PAS memberi satu kelebihan kepada BN, tetapi ia masih menimbulkan sedikit masalah kerana calon diketengahkan BN adalah orang Cina daripada MCA,” katanya.

Redzuan berkata, PH tidak menghadapi masalah calon walaupun wakilnya agak berusia kerana isu itu sudah diselesaikan sebelum calon dinamakan.

Ia berbeza dengan BN apabila timbul pertikaian meletakkan calon sama ada UMNO atau MCA dengan wakil yang pernah kalah bertanding di kerusi itu dicalonkan semula.

“Ia bergantung bagaimana parti mahu menguruskan ruang dan peluang yang ada untuk menarik minat pengundi,” katanya.

Dilihat persediaan kedua-dua parti berdasarkan beberapa PRK lalu, BN diakui mempunyai kelebihan jentera apabila berjaya di PRK Parlimen Cameron Highlands, PRK Dewan Undangan Negeri (DUN) Semenyih dan PRK Parlimen Rantau.

Bagaimanapun, keupayaan PH tidak boleh diperkecilkan kerana tinjauan di Tanjung Piai mendapati bilik gerakan PH dilihat sudah bersedia berbanding ketika bertanding di Semenyih.

Ia juga atas faktor kawasan Tanjung Piai berada di Johor ditadbir BERSATU, malah Presiden parti, Tan Sri Muhyiddin Yassin, juga berasal dari negeri itu.

Turut dianalisis ialah pendirian pengundi terhadap parti dipilih, yang mana 63 peratus pengundi Melayu mengakui akan memilih parti sama seperti PRU-14, diikuti pengundi Cina 41 peratus dan satu peratus membabitkan pengundi India.

Kaji selidik itu menyatakan, 63 peratus pengundi Melayu sudah membuat keputusan sebelum PRK bermula, dengan 36 peratus pengundi Cina berpendirian sama.

Sejumlah 13 peratus pengundi hanya akan membuat pilihan pada 16 November, 12 peratus selepas hari penamaan calon dan lima peratus seminggu sebelum hari mengundi.

Ustaz Nik Omar Kalah Di AMANAH Pengkalan Chepa | Yang Dipertua Yayasan Dakwah Islamiah Malaysia (Yadim) Nik Omar Nik Abdul Aziz gagal mendapat tempat dalam kepemimpinan Amanah Pengkalan Chepa.

Asalnya Nik Omar bertanding dalam pemilihan Amanah kawasan tersebut pada 24 Julai - dan tidak mendapat undi mencukupi - namun beliau sepatutnya mendapat peluang sekali lagi dalam pemilihan kedua.

Sumber memberitahu dalam mesyuarat agung tahunan kali kedua Amanah Pengkalan Chepa yang diadakan diadakan di sebuah warung di Sabak, Kota Bharu itu, majoriti perwakilan memilih untuk mengesahkan saja senarai ahli jawatankuasa yang menang pada pemilihan awal.

Dalam mesyuarat kali kedua pada 27 Okt lalu itu, kata sumber, pihak yang mencadangkan agar pemilihan diadakan sekali lagi gagal mendapat sokongan mencukupi.

Justeru, katanya, Nik Omar dan calon lain yang mahu bertanding sekali lagi gagal mendapat peluang kedua.

Mengikut peraturan, sesebuah kawasan memang dibenarkan untuk mengadakan semula pemilihan atau sekadar mengesahkan keputusan pemilihan yang dibatalkan sebelum ini.

"Jadi pemilihan semula dijalankan pada 27 Oktober lalu, nama Nik Omar antara pimpiman yang sekali lagi dicalonkan.

"Namun, pada pemilihan kedua itu undi belah-bahagi dilaksanakan dan majoriti perwakilan memutuskan untuk mengekalkan barisan kepimpinan yang dipilih pada pemilihan pertama.

"Tiada pengundian semula dilakukan," kata sumber yang enggan didedahkan namanya kepada Malaysiakini, hari ini.

Untuk rekod, Nik Omar ialah bekas calon PH bagi kawasan Dewan Undangan Negeri Chempaka pada PRU14 lalu. Bagaimanapun anak lelaki sulung Allahyarham Nik Abdul Aziz Nik Mat kalah dan kini dilantik mengetui Yadim.

Pemilihan kedua itu juga menyaksikan Ketua Pemuda Amanah Kelantan, Hazmi Hassan, tidak mendapat tempat untuk berada dalam saf kepimpinan Pengkalan Chepa.

Keputusan itu menyaksikan kepemimpinan Amanah Pengkalan Chepa kekal diterajui penyandangnya, Mohamad Ibrahim, manakala Wan Kamaruddin Zakaria dipilih sebagai timbalan dan Mohd Fadzil Ghani dilantik sebagai naib ketua.

Sementara itu difahamkan pemilihan semula itu dibantah oleh sesetengah perwakilan yang tidak bersetuju dengan kaedah pelaksanaan yang didakwa melanggar perlembagaan parti.

Menurut sumber, bantahan tersebut sudah dikemukakan kepada Amanah Nasional agar tindakan dan pemilihan yang lebih adil dijalankan semula.

Bagaimanapun sumber tersebut enggan mendedahkan alasan terperinci mengenainya.

Timbalan Pengerusi Jawatankuasa Pemilihan Amanah Kelantan, Mohd Alawi Abdul Rashid, ketika dihubungi Malaysiakini mengesahkan berlakunya bantahan bagi pemilihan Amanah kawasan Pengkalan Chepa itu.

"Memang ada bantahan dan keputusannya akan ditentukan oleh Amanah Nasional," katanya. -  mk

Papagomo Cengkam Leher Syed Saddiq | Setiausaha politik kepada Menteri Belia dan Sukan, Syed Saddiq Syed Abdul Rahman memberitahu Mahkamah Majistret Kajang, bahawa pengendali laman blog, Papagomo, telah mencengkam leher menteri itu untuk menghentikannya daripada terus berjalan pada hari penamaan calon Pilihan Raya Kecil (PRK) Dewan Undangan Negeri (DUN) Semenyih, Februari lalu.

Menceritakan semula insiden tersebut, semalam, Mohd Aizad Roslan, 38, berkata Papagomo atau nama sebenarnya Wan Muhammad Azri Wan Deris, 36, telah bertindak menerpa ke arah Syed Saddiq yang ketika itu sedang berjalan ke arah keretanya selepas sesi penamaan calon pada 11.05 pagi, 16 Feb lalu.

"Saya serta dua lagi pegawai YB iaitu Amin (polis pengiring) dan Redzuan (pegawai khas) mengiringi beliau ke arah kereta yang terletak di laluan jalan utama. Tiba-tiba sekumpulan penyokong parti Barisan Nasional (BN) yang sedang melepak di situ telah memaki dan mengherdik kami tetapi kami tidak menghiraukan provokasi itu.

"Mereka telah menyerbu ke arah kami dan saya tiba-tiba perasan ada lelaki yang berlari dari arah belakang untuk melintasi kami. Lelaki itu kemudian menerpa ke arah YB dan mencengkam lehernya dengan tangan kiri. Saya nampak dengan jelas," kata saksi itu.

Saksi pendakwaan kedua itu berkata demikian ketika pemeriksaan utama oleh Timbalan Pendakwa Raya Muhammad Hairuliqram Hairuddin pada hari pertama perbicaraan kes Papagomo yang menghadapi tuduhan mengaibkan dan mendatangkan kecederaan terhadap menteri itu.

Saksi itu berkata Syed Saddiq yang trauma berikutan insiden berkenaan telah membuat laporan polis di Balai Polis Sungai Way sebelum membuat pemeriksaan di Pusat Perubatan Universiti Malaya berikutan kecederaan pada bahu dan lehernya.

Ketika ditanya Muhammad Hairuliqram sekiranya beliau mengenali lelaki yang mencengkam leher Ahli Parlimen Muar itu, saksi telah membuat pengecaman di dalam mahkamah terhadap Papagomo selaku Orang Kena Saman (OKS).

Sementara itu, saksi pendakwaan pertama, Pemangku Sjn Mohd Amin Bacho, 41, yang bekerja sebagai pegawai pengiring Syed Saddiq berkata dalam kekecohan yang berlaku ketika itu, Papagomo juga menyebut "Kau ni bodoh la Saddiq. Masuk ke kawasan aku" terhadap menteri itu.

"Ketika kami diserang, anggota bantuan trafik dan pasukan unit Amal Parti Islam Semalaysia (PAS) telah mengiringi kami berjalan ke arah kereta. Dalam keadaan tegang itu, saya melihat dia meluru ke arah YB dan meletakkan tangannya ke atas bahu kiri YB seperti hendak menghentikannya daripada berjalan.

"Papagomo kemudian telah menyebut kata-kata itu dan saya serta-merta mengarahkannya untuk melepaskan tangan daripada bahu YB kerana melihat beliau semakin tidak selesa," katanya.

Tambahnya lagi, di sepanjang laluan awam dari kawasan luar dewan pencalonan hingga tiba ke kereta, mereka telah diherdik dan dimaki dengan pelbagai kata-kata kesat oleh penyokong BN antaranya "bangang", "anjing" dan "bodoh".

Pada 28 Feb, Papagamo yang juga Exco Pemuda Umno didakwa mengaibkan kehormatan Syed Saddiq dengan menyebut “ko bodoh” bagi maksud mengganggu kesantunannya di tepi jalan Persiaran Impian Perdana, Saujana Impian pada 11.05 pagi, 16 Feb, mengikut Seksyen 509 Kanun Keseksaan yang membawa hukuman penjara maksimum lima tahun atau denda atau kedua-duanya, jika sabit kesalahan.

Bagi pertuduhan kedua, OKS didakwa dengan sengaja menyebabkan kecederaan di leher dan bahu Ketua ARMADA itu pada tempat dan tarikh sama mengikut Seksyen 323 Kanun Keseksaan yang memperuntukkan hukuman penjara sehingga setahun atau denda sehingga RM2, 000 atau kedua-duanya, jika sabit kesalahan.

Syarat-Syarat SPR Sempena PRK Tanjung Piai | Suruhanjaya Pilihan Raya (SPR) hari ini sekali lagi mengingatkan calon dan parti bertanding pada Pilihan Raya Kecil (PRK) Parlimen Tanjung Piai supaya tidak menjalankan aktiviti menjamu makanan dan minuman serta memberi hadiah, sama ada barangan atau wang, yang boleh mempengaruhi pengundi.

Pengerusi SPR Datuk Azhar Azizan Harun dalam kenyataan berkata perkara-perkara itu merupakan kesalahan di bawah Akta Kesalahan Pilihan Raya 1954.

Beliau turut mengingatkan calon-calon atau parti-parti politik supaya tidak menyalahgunakan aset kerajaan atau kuasa kerajaan untuk meraih undi, dan mahu semua pihak terlibat supaya berkempen secara berhemah dan mengikut etika kempen yang menjamin keharmonian masyarakat.

“Semua pihak yang terlibat dalam aktiviti berkempen diingatkan agar sentiasa mematuhi semua undang-undang, peraturan dan etika pilihan raya sepanjang tempoh kempen pilihan raya yang bermula selepas perisytiharan calon oleh Pegawai Pengurus pada 2 Nov 2019 sehingga 11.59 malam, 15 Nov,” katanya.

Beliau berkata ia bagi memastikan kelancaran proses serta tidak menggugat ketenteraman dan keselamatan awam sehingga berakhirnya tempoh berkempen.

Syarat-Syarat SPR Sempena PRK Tanjung Piai


“Perlu juga diingatkan bahawa apa-apa tindakan ataupun pernyataan yang mengganggu mana-mana pengundi daripada menjalankan hak pemilihannya secara bebas juga merupakan satu kesalahan. Antaranya tindakan atau pernyataan yang bertujuan ataupun cenderung untuk mengembangkan perasaan jahat, tidak puas hati ataupun permusuhan antara kaum; mengancam hendak menggunakan kekerasan, keganasan ataupun halangan ke atas pengundi,” katanya.

Menurutnya lagi, segala arahan pihak berkuasa terutamanya SPR, Polis Diraja Malaysia (PDRM), Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) dan pihak berkuasa tempatan hendaklah sentiasa dipatuhi.

“Sebarang perbuatan yang melibatkan amalan rasuah haruslah dilaporkan kepada SPRM, manakala bagi setiap kesalahan lain di bawah Akta Kesalahan Pilihan Raya atau di bawah Kanun Keseksaan hendaklah dilaporkan kepada PDRM.

“Mana-mana pihak yang mempunyai maklumat ataupun apa-apa keterangan mengenai pelanggaran undang-undang oleh mereka yang terlibat dalam aktiviti kempen disarankan untuk melaporkan perkara tersebut kepada pihak berkuasa yang berkenaan,” tambahnya.

Azhar berkata semua pihak turut diingatkan bahawa sebarang bentuk kempen atau aktiviti merayu undi adalah dilarang pada hari mengundi termasuklah melalui saluran media sosial, malah kesemua parti dilarang untuk membuka, membina atau menyelenggarakan pejabat atau barung semasa hari mengundi.

Syarat-Syarat SPR Sempena PRK Tanjung Piai


PRK itu menyaksikan pertandingan enam penjuru membabitkan calon Pakatan Harapan Karmaine Sardini, Datuk Seri Dr Wee Jeck Seng (Barisan Nasional), Wendy Subramaniam (Gerakan), Datuk Dr Badhrulhisham Abdul Aziz (Parti Barisan Jemaah Islamiah) dan dua calon Bebas iaitu pengasas pusat tuisyen Dr Ang Chuan Lock dan Faridah Aryani Abdul Ghaffar.

Perkembangan Terkini PRK Tanjung Piai | Presiden MIC, SA Vigneswaran berpendapat Pilihan Raya Kecil (PRK) Tanjung Piai merupakan medan ujian kepada Umno-PAS dalam menarik sokongan pengundi Melayu.

Katanya, PRK itu bukan sahaja bakal menjadi ujian kepada MCA untuk menawan sokongan pengundi Cina, malah penting kepada Muafakat Nasional.

"Sama ada permuafakatan Umno-PAS berkesan atau tidak, PRK ini menjadi ukuran siapa yang menguasai pengundi Melayu, Umno-PAS atau PH," katanya kepada pemberita di Majlis Rumah Terbuka Deepavali anjuran MIC di Pusat Dagangan Dunia Putra (PWTC) Kuala Lumpur, hari ini.

Beliau berkata demikian ketika ditanya mengenai peluang kemenangan BN di PRK Tanjung Piai.

PRK Tanjung Piai diadakan selepas penyandangnya Dr Md Farid Md Rafik, 42 meninggal dunia akibat komplikasi jantung pada 21 Sept lalu.

Penamaan calon diadakan semalam menyaksikan pertembungan enam penjuru membabitkan calon PH, BN, Gerakan, Parti Barisan Jemaah Islamiah (Berjasa) dan dua calon Bebas.

Perkembangan Terkini PRK Tanjung Piai


Ketua bahagian Bersatu Tanjung Piai, Karmaine Sardini akan dicabar Ketua MCA bahagian itu yang juga bekas anggota parlimen kawasan itu selama dua penggal, Wee Jeck Seng.

Gerakan diwakili timbalan setiausaha agungnya Wendy Subramaniam dan Berjasa oleh presidennya Dr Badrulhisham Abdul Aziz. Dua calon bebas ialah Ang Chuan Lock dan Faridah Aryani Ab Ghaffar.

Yakin Berjasa tak jejaskan BN

Dalam pada itu Vigneswaran yang juga Speaker Dewan Negara yakin penglibatan Berjasa tidak akan menjejaskan peluang kemenangan BN di Tanjung Piai.

Semalam, Setiausaha Agung PAS, Takiyuddin Hasan berkata parti itu tidak merestui tindakan Berjasa, yang merupakan salah satu parti dalam Gagasan Sejahtera bertanding pada pilihan raya kecil berkenaan.

"Saya sangsi kalau Berjasa berjaya dapat 100 undi. Sedangkan PAS sendiri menolak Berjasa," tambah Vigneswaran.

Vigneswaran juga berkata MIC akan menggunakan strategi 'bercakap benar' pada PRK berkenaan bagi menawan kembali hati pengundi India.

"Rakyat sudah mendapat pengajaran yang penting di bawah pemerintahan PH selama satu setengah tahun," katanya mendakwa masyarakat India kini semakin dipinggirkan di bawah kerajaan PH.

Perkembangan Terkini PRK Tanjung Piai


Sementara itu, beliau turut mempersoalkan tindakan kerajaan PH tidak mengadakan sambutan Deepavali peringkat kebangsaan.

"Setahu saya kerajaan (persekutuan) tidak membuat sambutan (majlis rumah terbuka). Jadi, kami buat (sambutan Deepavali) walaupun kami masih pembangkang," katanya.

Tambahnya, beliau berasa teruja kerana dianggar lebih 7,000 hadir ke rumah terbuka tersebut hari ini walaupun sasaran hanya sekitar 5,000 orang sahaja.

"Sambutan hari ini memberangsangkan. Harap selepas PRU15, MIC kembali sebagai kerajaan dan akan meneruskan sambutan perayaan Deepavali," ujarnya. - mk

Senarai Calon PRK Tanjung Piai | PRK Tanjung Piai yang bermula hari ini menyaksikan pertembungan enam penjuru membabitkan calon Pakatan Harapan (PH), BN, Gerakan, Parti Barisan Jemaah Islamiah (Berjasa) dan dua calon Bebas.

Ketua Bersatu Tanjung Piai Karmaine Sardini yang dipertaruhkan PH akan dicabar Ketua MCA bahagian itu yang juga bekas anggota parlimen kawasan itu selama dua penggal, Wee Jeck Seng.

Gerakan diwakili timbalan setiausaha agungnya Wendy Subramaniam dan Berjasa oleh presidennya Dr Badrulhisham Abdul Aziz.

Dua calon bebas ialah Ang Chuan Lock dan Faridah Aryani Ab Ghaffar. Hanya mereka yang menghantar borang pencalonan hari ini.

Seorang individu hadir untuk mendaftarkan diri sebagai calon tetapi membatalkan rancangan itu kerana ketiadaan pencadang. Dia enggan menyatakan namanya kepada media.

Terdahulu, ada khabar angin bahawa Presiden Parti Bumiputera Perkasa Malaysia Ibrahim Ali akan bertanding. Pengasas Big Blue Taxi Facilities Sdn Bhd Shamsubahrin Ismail juga berkata mahu bertanding tetapi tidak kelihatan hari ini.

PRK Tanjung Piai diadakan selepas penyandangnya Dr Md Farid Md Rafik, 42, meninggal dunia akibat komplikasi jantung pada 21 Sept lalu.

Pada PRU ke-14, Farid memenangi kerusi Parlimen itu apabila memperoleh 21,255 undi, menewaskan Wee (20,731 undi) dan calon PAS Nordin Othman (2,962 undi).

Kira-kira lebih 3,000 penyokong hadir memenuhi pusat penamaan calon di Dewan Jubli Intan Sultan Ibrahim sejak awal pagi tadi.

Wee berarak dari bangunan Umno Pontian bersama kira-kira 2,000 penyokong BN kira-kira pada pukul 8.30 pagi.

Antara pemimpin yang turut bersama ialah Presiden Umno Dr Ahmad Zahid Hamidi, Presiden MCA Wee Ka Siong, Setiausaha Agung PAS Takiyuddin Hassan dan bekas perdana menteri Najib Razak.

Penyokong melaungkan "hidup BN" dengan ada yang membawa sepanduk tertera “Luaskan kuasa BN” dan “Selamatkan Tanjung Piai”.

Sementara itu, Karmaine diiringi kira-kira seribu penyokong berarak dari Stadium Mini Pontian. Antara pemimpin lain bersamanya ialah Presiden Bersatu Muhyiddin Yassin, Penasihat DAP Lim Kit Siang dan Naib Presiden PKR Tian Chua.

Suruhanjaya Pilihan Raya (SPR) menetapkan tempoh kempen selama 14 hari bermula hari ini dengan tarikh mengundi pada 16 November. Pengundian awala akan dijalankan pada 12 November.

Parlimen Tanjung Piai mempunyai seramai 52, 986 orang pengundi berdaftar, dengan 56.88 peratus atau 30,141 adalah pengundi Melayu, Cina (41.52 peratus atau 22,000 pengundi), India (satu peratus atau 532 pengundi) dan Bumiputera Sabah (0.09 peratus atau 47 pengundi).

Untuk rekod, PRK Tanjung Piai merupakan PRK kesembilan selepas PRU ke-14.


Apa kata calon lain

Ketika ditemui selepas pencalonan, Badrulhisham yang berkempen atas platform Melayu-Islam berkata beliau akan turut berusaha mendapatkan sokongan pengundi bukan Islam.

"Kita akan pergi kepada semua orang, bukan Melayu sahaja tetapi juga orang bukan Islam untuk menyatakan agenda kita.

"(Iaitu) kita yakin kerajaan yang stabil itu bergantung kepada kesepakatan orang Melayu-Islam dengan tidak mengenepikan keabsahan kaum dan agama lain," katanya.

Pada PRU ke-14, Berjasa turut bertanding di kawasan parlimen itu dengan tiket PAS. Calonnya Nordin Ahmad mendapat 2,962 undi.

Sementara itu Faridah berkata beliau akan mengangkat isu golongan B40 dalam kempennya nanti.

"Kita nak perjuangkan hak golongan B40 yang dipinggirkan. Kita sudah ada dua kerajaan tetapi suara kita tidak diketengahkan...Jadi kita buat sendirilah," katanya yang merupakan seorang juruaudit sosial.

Bagi Ang pula, pemilik pusat tuisyen itu berkata mahu menjadi suara ketiga untuk rakyat.

"Saya neutral dan boleh bekerjasama dengan mana-mana parti," kata lelaki berusia 48 tahun itu, yang berkata adiknya pernah bekerja dengan Farid di Melaka. - mk

Fervent prayer needed, please!

My niece is supposed to go into surgery in just 4.5 hours, if her cough that suddenly showed up yesterday doesn't necessitate postponement. This tumor looks so daunting on the MRI. PLEASE PRAY for the surgeon's and assistants' hands and wisdom and guidance! Please also pray that Eloise will have minimal pain or discomfort and no emotional/mental trauma from the experience. It will be a fairly extensive surgery, moving organs aside and trying to avoid any nerves or vital structures, and will require a long recovery - 7-12 days in the hospital as well as ongoing physical therapy to teach her to compensate for the back muscle that will have to be cut out (because it's intertwined with the tumor). And of course, please also pray for peace for Katie and Calvin and the grandparents and all the other people who love this little winsome munchkin and would change places with her in a heartbeat. I'm blessed in that I get to sleep through the hours of waiting. (There are occasional bonuses to being on the opposite side of the world! Otherwise, it's just HARD at a time like this.) I'll try to remember to update ASAP tomorrow.

This photo, below, was taken my last day in Dallas. I flew out that afternoon (*sniff*). I'm holding Elo, and my other niece is on my sister-in-law's lap. It was so special to see the little girls together - they adore each other and are only a few weeks apart in age. And it was delightful to get to be with my sweet, fun sister-in-law, as well as my parents and Katie. (I know North Texas area ladies will recognize The Dove's Nest in Waxahachie!)

Kuigi mullu oktoobris oli defitsiit juba küllaltki väike, kahanes selle aasta defitsiit veel üle nelja korra.Oktoobris olid jätkuvalt kiireima aastakasvuga masinad ja seadmed (ligi 2 korda). Kasvu vedasid endiselt mobiilsideseadmed, samas võrdlusbaas eelneva aasta sama perioodiga praktiliselt puudub, sest 2010. aastal hakati Eestis kokku panema uusi kõrgema lisandväärtusega tooteid. Ka mitmete teiste elektroonika- ja elektriseadmete ekspordi-turud on taastumas, jõudsalt on kasvanud aastaga näiteks isoleeritud elektrijuhtmete, elektrijaotusseadmete ja staatiliste muundurite eksport. Mineraalseid kütuseid müüdi välisturgudele ligi 2/3 rohkem kui aasta tagasi ning enam kui kolmandiku suurenes puidu ja puittoodete väljavedu. Enamiku teiste kaubagruppide eksport kasvas samuti jõudsalt.Suurenev ekspordinõudlus viib kiirele kasvule ka impordi, sest Eesti väiksuse tõttu tuleb suur osa eksportkaupade valmistamiseks vajalikke materjale ja pooltooteid sisse tuua. Masinate ja seadmete import kasvas aastaga sarnaselt ekspordile ligi 2 korda. Võrdselt 1,8 korda suurenes metallide ja metalltoodete ning transpordivahendite sissevedu. Ka siseturu nõudlus on tasapisi taastumas. Novembris jätkub prognooside kohaselt ekspordi ja impordi kiire aastakasv, samas eelmise aasta võrdlusbaas on juba kõrgem kui oli eelneval kuul. Eesti Konjunktuuriinstituudi poolt novembris küsitletud tööstusettevõtetest viiendik ootas tavapärasest suuremaid eksporttellimusi (oktoobris 25%) ja 57% teatas tellimuste jäämisest tavalisele tasemele. Nende ettevõtete arv, kes prognoosis eksporttellimuste jäämist alla tavalise taseme, tõusis aga 23%-le (oktoobris 18%). Kui Eestis majandususaldusindeks novembris veidi langes, siis meie olulisemate kaubanduspartnerite, Soome, Rootsi, Läti ja Leedu majandususaldusindeks tõusis. Jaemüük püsib languses

Aprillis vähenes jaemüük püsivhindades Statistikaameti andmetel 9%, ulatudes 4,4 miljardi kroonini. Eelmise kuuga võrreldes kasvas müük 2%. Jaekaubandusettevõtete müügitulu langes aastaga 2,8% (0,15 miljardi krooni võrra).Jaemüügi näitajad püsisid stabiilses languses ka aprillikuus. Kuises võrdluses on küll müük tasapisi kasvama hakanud, kuid eelmise aasta aprillikuule, mis oli niigi tagasihoidlike mahtudega, jäädi ikkagi tugevalt alla. Samas on loomulik, et tööstustoodangu ja ekspordi kasv jõuab sisetarbimisse viitajaga. Mõningal määral lisab tuleviku suhtes optimismi asjaolu, et nii veebruaris kui märtsis keskmine palk kasvas võrreldes eelmise kuuga, samuti on hakanud vähenema registreeritud töötute arv. Samade trendide jätkudes on oodata ka olukorra paranemist sisetarbimises. Aprillis kasvas toidukaupade, jookide ja tubakatoodete jaemüük spetsialiseeritud kauplustes 41%. Samas oma väikse osakaalu tõttu ei mõjutanud kasv olulisel määral kogutulemust. Lisaks eelnevale jäi aprillis pluss poolele farmaatsia- ja meditsiinikaupade, kosmeetika ja tualetitarvete jaemüük, mis oli aastatagusest 6% võrra suurem. See segment on suutnud ka ainsa kauplusegrupina kasvu näidata kõigil selle aasta esimestel kuudel. Ülejäänud kaupluste gruppides jäi müük eelmise aasta sama ajaga võrreldes väiksemaks. Suurematest kauplusegruppidest kiirenes müügi langus toidukaupade osas, kus mahud vähenesid aastaga 7%. Ettevõtete müügitulu jäi aga eelmise kuuga pea samale tasemele. Endiselt on tarbijad tuleviku suhtes ebakindlad ja püüavad oma kulutused võimalikult väikesed hoida. Samas toimub selles kaupluste grupis taastumine eeldatavalt kiiremini, kuna siin on keskmised ostud väiksemad ning tegu on peamiselt esmatarbekaupadega. Pigem välditakse suuremaid kulutusi ning lükatakse edasi kestvuskaupade soetamist.  Müügilangus on hakanud kergelt pidurduma ka majatarvete, kodumasinate, rauakaupade ja ehitusmaterjalide osas, kus mahud kahanesid aastaga viiendiku võrra. Mõningal määral oli siin abiks aasta tagune madal võrdlusbaas, kuid ka märtsiga võrreldes jäädi plussi (kasv 8%). Tekstiiltoodete, rõivaste, jalatsite ja nahktoodete jaemüük kahanes aastaga 7%, mis jäi eelmisel kuul toimunuga samasse suurusjärku. Kui eelmisel kuul näitasid sõidukikaubandusettevõtete tulemused kasvu võrreldes aasta varasemaga, siis aprillis jäid müügimahud jälle väiksemaks. Ettevõtete müük kahanes aastaga 3% võrra. Oluliselt on vähenenud inimeste kulutused sõidukite hooldusele ja remondile, kus mahud kahanesid püsivhindades aastaga 29%. Jätkuvalt püsib languses mootorikütuse jaemüük. Ühest küljest on vähenenud sõiduaktiivsus ja teisalt on tõusnud kütuse hinnad. Hoolimata mahtude langusest 14% võrra püsivhindades mõõdetuna, kasvas ettevõtete müügitulu 16%. Seega võib öelda, et jooksevhindades on kulutused kütusele aastaga suurenenud.Eesti Konjunktuuriinstituudi poolt mais korraldatud küsitluse kohaselt kasvas kaubanduse kindlustunde indikaator veelgi, jõudes kõrgeimale tasemele alates 2008. aasta keskelt. Peamiselt põhjustas tõusu hinnang müügile eelneva 3 kuu jooksul. Samuti jätkas tõusu tarbijabaromeeter, mida vedasid peamiselt paranenud hinnangud tööpuuduse osas.

Surve tootjahindade kasvuks püsib

Märtsis jätkus tootjahindade tõus töötlevas tööstuses. Eesti Statistikaameti andmetel kasvasid hinnad veebruariga võrreldes keskmiselt 0,2%, aastataguse perioodi tasemest olid tootjahinnad 1,4% kõrgemad. Viimastel kuudel on tootjahinnad töötlevas tööstuses tõusnud peaaegu kõigis Euroopa Liidu riikides. Kallinenud on ka mitmed importsisendid.Suuremad hinnamuutused on toimunud elektriseadmete tootmises, kus aastaga kerkisid tootjahinnad 5%. Hindade muutuses võib oma rolli mängida muutunud toodete struktuur, keskendutakse kallimatele toodetele. Puidutööstuses on nõudlus taastumas, hinnad kerkisid aastaga 4%, kuid siin tuleb arvestada aastataguse madala võrdlusbaasiga. Ehitusmaterjalide tootjahindade aastane langus oli märtsis veel üle 4%, kuid ka selles harus on viimastel kuudel hindu korrigeeritud pigem ülespoole.Piima kokkuostuhind on 2009. aasta keskpaiga madalseisust kerkinud tänaseks kolmandiku võrra, mis on kaasa toonud ka piimatoodete tootjahindade tõusu. Tootjahinnad pole kerkinud siiski nii suures ulatuses, aastatagusega võrreldes olid märtsis tootjahinnad veel 1,3% madalamad. Jätkuvalt oli hinnatase ligi viiendiku võrra madalam kui aasta tagasi jahu- ja tangainete ning pagari- ja makaronitoodete tootmises. Toiduainetööstuses tervikuna jäid tootjahinnad 2009. aasta märtsi tasemele 2,5% alla. Teistes tööstusharudes püsisid tootjahindade aastased muutused kolme protsendi piirides.Eesti Konjunktuuriinstituudi küsitletud ettevõtjatest ligi 80% prognoosis müügihindade püsimist järgneva kolme kuu jooksul muutumatuna. Hindade langust ootavate ettevõtete osatähtsus on viimastel kuudel pidevalt vähenenud, tasapisi on aga küsitletute seas suurenenud hindade kasvu prognoosivate ettevõtete hulk.Märtsis jätkus ekspordihindade kasvu kiirenemine aastases võrdluses (2,6%ni), kuid kasvutempo pidurdus märgatavalt ja veebruariga võrreldes olid hinnad keskmiselt 0,4% madalamad. Majanduskliima paranemine välisturgudel on võimaldanud Eesti eksportööridel taas tõsta oma eksportkaupade hindu, kuid tugevas konkurentsis on seda raske teha. Kuigi siseturg taastub aeglasemalt kui välisnõudlus, on maailmaturu üldisest konjunktuurist tingituna impordihindade kasvutempo olnud kiirem ja aastases võrdluses tõusid hinnad keskmiselt 8,6%. Eelmise kuu tasemest olid impordihinnad 1% võrra kõrgemad. Aastases võrdluses tõusid märtsis kõige enam ekspordihinnad metallitootmises (15%), kümnendiku ulatuses olid kõrgemad põllumajandussaaduste hinnad ning 5% võrra kasvasid hinnad kummi- ja plastoodete tootmises. Suurimas languses (-5%) oli jätkuvalt palgi ekspordihind, samas langustempo on pidurdunud oluliselt. Teiste tegevusalade hinnamuutused jäid sarnaselt tootjahindadele kolme protsendi piiridesse.Impordihindade tõusu mõjutasid mätsis jätkuvalt enim naftassaadused, sest nende aastatagune võrdlusbaas oli veel madalal tasemel. Naftasaaduste sisseveo hinnad tõusid aastaga 60%. Ligi viiendiku võrra tõusid aastaga impordihinnad metsamajanduses, kuid nende osatähtsus keskmise hinna kujunemisel on väike. Puittoodete sisseveohinnad tõusid aastaga kümnendiku võrra. Sesoonsusest tingituna tõusid kuises võrdluses põllumajandussaaduste impordihinnad samuti ligi kümme protsenti.Järgneval kuul võib impordihindu kergitada taas nafta maailmaturuhinna muutus. Ka võib oodata ekspordihindade mõningast survet ülespoole tingituna toormehindade tõusust.

Neli suurt transpordiprojekti saavad ligi 800 miljonit krooni

Valitsus muutis neljapäeval transpordi infrastruktuuri investeeringute kava, mille kohaselt saavad neli suurt transpordiprojekti kokku ligi 800 miljonit krooni.Majandus- ja kommunikatsiooniminister Juhan Parts ütles, et uute  projektide puhul on oluline, et nad rakenduks võimalikult kiiresti. „See tähendab täiendavaid töökohti nii ehitussektoris kui ka laevaehitajatele,“ lisas ta.Väikesaarte uute laevade soetamiseks kulub eeldatavalt 340 miljonit krooni. Uute ja keskkonnasäästlike laevade soetamine võimaldab oluliselt parendada saarte püsielanike elukvaliteeti ning lahendada läbi püsiva ja regulaarse laevaühenduse saarte majandusprobleeme, mis julgustaks inimesi senisest enam saari oma elu- ja tegevuspaigaks valima. Samuti annab see impulsi turismi arenguks ja loob juurde töökohti.Tallinna-Paldiski ja Keila-Riisipere raudtee rekonstrueerimise eeldatav maksumus on 250 miljonit krooni. Hetkel on nimetatud lõikudel sõidukiirust piiratud kohati kuni 40 kilomeetrini tunnis. Pärast rekonstrueerimist tõuseb kiirus lõikudel kuni 120 kilomeetrini tunnis. Rekonstrueerimise tagajärjel suureneb oluliselt reisijamugavus ja –kiirus ning koos veeremi uuendamisega ka ühistranspordi atraktiivsus.Tallinn-Narva maantee Rõmeda-Haljala teelõigu ehituse kogumaksumus on eeldatavalt 100 miljonit krooni. Olemasoleva Haljala ristmiku piirkonda läbiv kolm kilomeetrit pikal teelõigul on praegu seatud kiirusepiirangud ning teelõik on liiklusohtlik. Ehitustööde eesmärgiks on tagada tulevikus sujuv ja ohutu liiklus nii kohalikele liiklejatele kui ka transiidile kohas, kus Tallinn-Narva maantee ristub Rakvere-Haljala teega ning selleks ehitatakse ristmikule viadukt koos peale- ja mahasõitudega.Riigile kuuluvate väikesadamate rekonstrueerimine läheb eeldatavalt maksma 83 miljonit krooni. Tööde eesmärgiks on  tingimuste kindlustamine püsielanikkonna säilimiseks saartel ning laevaliikluse navigatsiooniperioodi pikendamine.Järgmisel nädalal arutab valitsus Tartu läänepoolne ümbersõidu rahastamist, mille eeldatav kogumaksumus on 400 miljonit krooni. Samuti tähendab see esimest sammu, et alustada Tallinn-Tartu maantee arendamist ka Tartu poolt.Tööde käigus remonditakse 450 meetri pikkune Variku viadukt ning rajatakse raudteealune ühendus Tartu ringteega kuni Tartu linna piirini. Liiklusohutuse parandamiseks tuleb neljarajaline maanteelõik, ehitatakse ümber ristmikud, rajatakse üks maanteesild, likvideeritakse ohtlik Tõrvandi samas tasapinnas raudteeületuskoht, ehitatakse kergliiklusteed, paigaldatakse valgustust ja luuakse võimalus läänepoolse ringtee ühendamiseks Tartu idapoolse ringteega.Uute projektide lisamist investeeringute kavva võimaldas praegu töös olevate hangete mõningane odavnemine. Samuti on transpordi investeeringute kava muutmisel oluliseks ajendiks tagada Euroopa Liidu toetusraha maksimaalne kasutamine ning transpordi areng.Kõigi projektide täpne maksumus selgub pärast riigihangete läbiviimist.Transpordi infrastruktuuri arendamise investeeringute kava põhinimekirja maht 2015. aastani on 13,15 miljardit krooni (kokku 28 projekti), millest struktuuritoetused on 9,8 miljardit krooni. Kava lisanimekirja moodustab üks projekt kogusummas 670 miljonit krooni.

Oktoobris kiirendas ekspordi langustempot aastatagune ülikõrge võrdlusbaas

Statistikaameti andmetel kahanes oktoobrikuus eksport aastases võrdluses 33% ja import 38% võrra. Kiire kukkumise taga oli osaliselt 2008. aasta oktoobri ülikõrge võrdlusbaas, mil eksport saavutas rekordtaseme (13,2 mld krooni) ja ka impordi maht oli kuude tulemustest üks kõrgemaid. Septembriga võrreldes oli nii ekspordi kui ka impordi osas väike langus (vastavalt -5,2% ja -3,5%), mida mõjutas peamiselt kaubavahetus mineraalsete kütustega. Püsivhindades kahanes eksport aastaga 29% ja import 30%, tingituna ekspordi- ja impordihindade jätkuvast langusest.Kaubavahetuse bilansi puudujääk ulatus oktoobris 0,8 miljardi kroonini, mis oli septembrist küll viiendiku võrra kõrgem, kuid eelmise aasta samast perioodi näitajast ligi kolm korda madalam. Väliskaubanduse defitsiiti aitasid jätkuvalt kõige enam vähendada transpordivahendid, millega kaubavahetus oli eelmisel aastal suurimas puudujäägis, selle aasta teisest poolest alates aga muutus saldo juba kergelt positiivseks.Oktoobris oli mineraalsete kütuste väljavedu aastatagusest perioodist poole võrra väiksem ja kuises võrdluses oli langus 42%. Kütuste ekspordi arengut mõjutab osaliselt nafta maailmaturuhinna kõikumine. Võrdselt 38% piires kahanes aastaga metallide ja metalltoodete ning masinate ja seadmete eksport, samas kuises võrdluses oli metalltoodete müük välisturgudele teist kuud järjest väikese kasvuga ja seadmete eksport püsis septembrikuu tasemel.Oktoobris oli jätkuvalt suurima aastase langustempoga transpordivahendite sissevedu (-68%), samas eelmise kuuga võrreldes toimus väike kasv. Metalle ja metalltooteid imporditi poole võrra, kütuseid 43% ning masinaid seadmeid enam kui kolmandiku võrra vähem kui aasta tagasi.Novembris veel eksport ja import aastataguse perioodiga võrreldes kasvujoonele ei pöördu, kuid oluliselt madalamast võrdlusbaasist tingituna jääb langus märgatavalt väikesemaks kui eelnevatel kuudel. Eesti Konjunktuuriinstituudi andmetel jätkus novembris majandususalduse indeksi tõus nii Eestis kui ka Euroopa Liidus tervikuna. Ka meie peamiste kaubanduspartnerite majandusolukord kosub tasapisi. Samas EKI poolt novembris küsitletud tööstusettevõtete kindlustunde indikaator polnud võrreldes eelnevate kuudega paranenud. Kuigi tõusis nende ettevõtete osatähtsus (33%lt 46%ni), kes prognoosisid novembris eksporttellimuste jäämist tavapärasele tasemele ning langes tellimuste vähenemist ootavate ettevõtete osakaal (58%lt 48%ni), siis vähenes mõnevõrra ka eelneval kuul tellimuste kasvu lootnute arv.Lisainfo:Merike Riipinen6256401

Ettekanne Eesti Ehitusettevõtjate Liidu jõuluseminaril 9. detsembril 2009Eesti majanduse hetkeseis ja väljavaated lähitulevikuks Maailmamajanduse olukord on viimase paari aastaga oluliselt muutunud, paljude Euroopa Liidu riikide SKP maht on kahanenud 2005. aasta tasemele.Tööstustoodangu ja ekspordi mahud on drastiliselt langenud. WTO statistika kohaselt vähenes ekspordimaht maailmamajanduses 2009. aasta II kvartalis aastases võrdluses 33 protsenti.Globaalse majanduskriisi ajal on Eesti valitsuse peamine eesmärk hoida meie majanduse usaldusväärsust, säilitada eelarves investeeringud ning panustada jätkuvalt haridusse, teadus- ja arendustegevusse ja innovatsiooni.Eesti valitsus on majanduskeskkonna muutustele reageerinud valitsussektori eelarvepositsiooni 9-protsendilise parandamisega SKP suhtes. Eelarvedefitsiidi hoidmine väiksemana kui 3 protsenti SKPst võimaldab meil kasutusele võtta euro. Olulisem on, et madal välisvõlg ja kontrolli all olev defitsiit on hädavajalik usalduse säilitamiseks Eesti majanduse suhtes ning avaliku sektori investeerimisvõimekuse suurendamiseks tulevikus. Valitsuse poolt tehtud eelarveotsused on tähendanud kulude kärpimist, kuid mitte ainult.Riik käivitas majandusministeeriumi eestvõttel toetuspaketi eksportivatele ettevõtetele, kiirendati töökohtade hoidmiseks ja loomiseks Euroopa Liidu struktuurivahendite kasutamise tempot.Riik uuendas tööturumeetmeid ja suurendas märkimisväärselt nende mahtu. Hästi on rakendunud uus töölepinguseadus. Otsuste tegemisel oleme pidanud esmatähtsaks Eesti konkurentsivõime suurendamist pikemas perspektiivis. Riigikogu saalis kolmandale lugemisele tulev 2010. aasta riigieelarve suurendab avaliku sektori investeeringuid 6,4 protsendini SKPst võrreldes 5,9 protsendiga käesoleval aastal ning 4,8 protsendiga eelmisel aastal.Haridusvaldkonna eelarve kasvab 1 miljardi krooni võrra, teaduses ja hariduses on tegevuskulusid kärbitud teiste valdkondadega võrreldes väiksemas mahus.Teadus ja innovatsioon on üheks peamiseks Eestit majanduslangusest välja vedavaks arengumootoriks. Ilma uuenduslikkuse, tootearenduse ja uute teaduslahenduste rakendamiseta ei saa me tulevikus rääkida suuremast ekspordivõimekusest ja kasvanud lisandväärtusest.Eeldused uueks kasvuks on loodud teadus- ja arendustegevuse investeeringute järjepideva suurenemisega nii avalikus- kui erasektoris.2008. aastal suurenesid investeeringud teadus- ja arendustegevusse 20 protsenti, kasvades 3,3 miljardi kroonini. Teadus- ja arendustegevuste suhe SKP-sse jõudis 1,29 protsendini. See on hea näitaja. Vaatamata algavale majanduse langustsüklile kasvas ka erasektori investeeringute maht 10 protsenti.  Kuigi riik on kiirendanud eurorahade suunamist majandusse, pole eraettevõtjad sellega piisavalt kaasa tulnud. Suureks probleemiks on riigihangete vaidlustused, mis ehitusprotsessi ja eurorahade kasutamise pidurdavad. Kriitika, et riigihanked pole piisavalt korrektselt läbi viidud, on osaliselt õige. Kuid pilli lõhki ajamine on lubamatu.Ühe näitena võib tuua Aruvalla-Kose teelõigu ehituse hanke. Hange kuulutati välja juba rohkem kui aasta tagasi, kuid ühe osapoole protestimiste tõttu vaidluskomisjonis ja kohtus pole siiani hanke võitjat välja valitud. Teise näitena võib tuua Loo-Maardu teelõigu ehituse. Kõik see pidurdab objektide valmimist, pärsib ehitusfirmade tööd ja kaotab võimalusi luua uusi töökohti.Võib üles lugeda ka positiivseid ehitusprojekte:  Kuivastu, Virtsu, Heltermaa, Rohuküla sadamate ja Rail Baltica trassi rekonstrueerimine, regionaalsete lennujaamade koondprojekt või regionaalne maanteede rekonstrueerimise koondprojekt. Esmaspäeval kiideti Euroopa energiaministrite poolt heaks uued hoonete energiatõhususe nõuded. Eestil peaks olema piinlik, et Põhjamaana ei pöörata meil energiatõhususele piisavalt tähelepanu. Eesti ehitusettevõtted ja arendajad peaks tooma mujalt Euroopast sisse vajaliku tehnoloogia ja oskusteabe.Rahulikuma ning stabiilsema kinnisvaraturu tingimustes saavad rohkem tähelepanu kinnisvara omamisega kaasnevad kulutused, millele kiire hinnatõusu tingimustes vähem tähelepanu pöörati. Seetõttu on aimatav, et energiasäästlikkus kujuneb üha olulisemaks müügiargumendiks. Kuigi olukord elamute energiatõhususe osas on tasapisi paranemas, raiskame me veel suuri summasid õhu kütmiseks.Energiasäästu valdkonnas on seega tegutsemisruumi ka täna. Seda ühest küljest olemasolevate elamute renoveerimise vallas, mida ka riik Kredexi kaudu toetab ning teisalt tasub kinnisvaraarendajatel uusi projekte kavandades mõelda sellele, et energiasäästlikkus on põhjamaistes oludes oluline müügiargument.Kredex’i korterelamute renoveerimise toetus täna juba olemas ning juhul kui riigil õnnestub saastekvootide müümine, on ülimalt tõenäoline, et hoonete energiasäästlikkuse tõstmisesse tuleb lisaraha. Solarise hoone on ilus, aga tulemus on valus. Lugesin Tehnilise Järelevalve Ameti raportit ja see tegi mind väga murelikuks. Kuidas on võimalik, et tänapäeval ehitatakse nii võimas hoone nii hooletult.Raportist selgus, et süüdi on kõik osapooled: hoone projekteerija, peatöövõtja, ehitaja ja omaniku järelevalve teostaja. Projekteerimisel eksiti ehitusseaduse vastu, ehitamisel ei peetud omakorda kinni projektist ning järelevalve ei tuvastanud neid rikkumisi. Kuidas on see võimalik.Reeglina ei põhjusta ehitises varingut vaid üksik viga. Varinguks on vaja mitmete vigade kokkulangevust. Antud juhul eksisid kõik osapooled. Ärge tehke nii.    Maailmast tulevad positiivsemad noodid annavad lootust, et ka Eesti eksportiv majandus saab lähemal ajal hoogu juurde, mis tõmbab kaasa ka muud sektorid.Eesti põhjanaabritel läheb üha paremini, näiteks tõstis Soome hiljuti oma tuleva aasta majanduskasvu prognoosi.Samas on olukord väga halb endiselt Lätis, kus keskpanga hinnangul võib majanduslangus olla kogu kriisi peale 37 protsenti.Leedu on oma eelarvekärbetega viivitanud ja Ignalina sulgemise tõttu kasvav elektri hind nõrgestab samuti riigi majandust.Saksamaa sisemajanduse koguprodukt suurenes riiklike abinõude toel kolmandas kvartalis 0,7 protsenti  ja olukord on stabiliseerumas. Ka USA makromajanduslikud näitajad paranevad – töötus väheneb, tarbimine suureneb;  samas on USA probleemiks endiselt äärmiselt kõrge välisvõlg.Eesti majanduses tuleb arvestada, et osa senisest paranemisest on tulnud massiivsete abipakettide arvelt ning selle mõju lõppemisel võib tegelik pilt olla tagasihoidlikum.Ka kasvule pöörduva majanduse korral võib eeldada, et Eesti majandusel võtab aastaid, enne kui jõutakse 2007/2008 aastate tasemele.Ehitus on olnud üldiselt kõikuvam kui majandus tervikuna ehk headel aegadel on kiirelt kasvatud, kehvematel aga tugevasti kukutud. Vene kriisi järgselt jõuti sisuliselt aasta-kahega kriisieelsele tasemele, kuid siin tuleb meeles pidada, et kriis puudutas pigem piiratud osa majandusest. Tänane olukord on tõsisem – languses on suur osa majandusest, ettevõtete ja eraisikute laenukoorem on suurem, kriisile eelnenud buumi jooksul ehitati palju nö ette ära. Seetõttu võib oodata sel korral pikemat tagasilööki ning buumiaegseid mahud võivad jääda kättesaamatuks.Teisalt on meid toetamas Euroopa Liit ning sellel on üsna suur mõju ka ehitusturule, sest suur osa rahast on seotud infrastruktuuriobjektide või ühiskondlike hoonete kaasajastamisega.Väga suur märgiline ootus on üleminek eurole. Selle otsene efekt ei pruugi olla väga suur, kuid aitab meil eristuda teistest Balti riikidest ja annab investoritele lisakindluse.MKMi valdkonnas on eelkõige teedeehitus ning energiasäästu lahendused teemad, mis puudutavad otsesemalt ehitust. Samas peab mainima, et ELi suurenenud panus on täna pigem kompenseerinud kukkunud riigi võimekust rahastamisel, mitte toonud kaasa täiendavat kasvu.Järgnevatel aastatel (tõenäoliselt küll veel mitte 2010) on aga oodata, et riigisektori kogutellimus ehitusega seotud valdkondades hakkab suurenema, sest paljude projektide ettevalmistuse etapist hakatakse jõudma nende täitmiseni. See on siiski üks (väiksem) osa ehitusturust ja selle najal kogu sektorit üleval ei hoia. Madal nõudlus on toonud kaasa teiste riikide ettevõtjate huvi Eesti turu vastu, samas peaks ka Eesti ettevõtted järjest rohkem väljapoole vaatama (on küll üksikud häid näiteid, kuid nad hoiavad pigem end pragmaatilistel põhjustel varju).Konkurents on tervitatav, kuigi täna võib eeldada, et kukkunud mahud puhastavad turgu rohkemgi kui see vajalik oleks. Seega võib mõne aasta pärast juhtuda taas, et hakatakse kvalifitseeritud tööjõudu taga otsima.Tellija seisukohalt tundub tänane olukord soodne – hinnad on madalad, materjalide kättesaadavusega pole probleemi, on töö tegijaid – samas ka see olukord sisaldab mitmeid riske (rohked hangete vaidlustused ja selle tõttu hangete nihkumine, odav hind võidakse saavutada ka kokkuhoiuga valdkondades, mis mõjutavad töö tulemust: ohutusnõuded, kõrvalekaldumine projekti nõuetest).Jätkuvalt on Eesti jaoks suurim probleem kõrge tööpuudus. Riik on astunud mitmeid samme ettevõtete toetamiseks ja töökohtade loomiseks, kuid ettevõtete enda huvi on tihtipeale jäänud leigeks. Tublimad Eesti ehitusettevõtjad vaatavad täna välisturgudele – ehitus ei ole valdkond, mis peab kindlasti ainult sisenõudlusele tuginema. Eesti turul on kindlasti paljudel ettevõtetel üles ehitatud korralikud kompetentsid, mille baasil võiks tulusaid projekte võita ka naaberriikidest. Eksportivate ettevõtete puhul oleks võimalik riigil toetuseks kasutada näiteks erinevaid Kredex’i finantsprogramme. Keerukas aasta on tõestanud ettevõtjatele vajadust rahvusvahelistuda. Hiljuti teatas Eesti Pank eurole üleminekuks vajaliku inflatsioonikriteeriumi täitmisest. Euro tuleb Eestile, selles ei ole kahtlust, kuid ka ettevõtjad peaksid olema valmis eurole üleminekuks. Läbi tuleb kindlasti mõelda oma senine finantsjuhtimisstrateegia, kuid miks mitte teha ka ekspordi- või turundusplaan, sest euro loob ettevõtjatele uusi kasvuvõimalusi. Juba täna on märgata ka pankade laenutingimuste mõningas paranemist, mistõttu võib eeldada, et järgmisel aastal avanevad ettevõtjatele uuesti need uksed, mis sellel aastal investeeringute tegemiseks suletud olid. Uuendusena pöörame kindlasti enam tähelepanu keskkonnakaitse ja jäätmetekke vähendamisele suunatud aspektidele, sest on selge, et ka Eesti peab käima ühte jalga teiste EL ja miks mitte ka maailma riikidega - säästva ressursikasutuse ja rohelise majanduskasvu kontseptsioon leiab järjest tõhusamat sisustamist, mis seab teatud ootused ka meie ettevõtjatele. Eesti majandus ei ole enam põrsakese ehitatud põhumaja, mille saab ühe hingetõmbega pikali puhuda. Kuigi tõesti, põhumaju ehitavad mõned siiani, on olukord hoolimata levinud pessimismist kindlam kui kuus-seitse aastat tagasi. Me oleme veerenud üsna pikalt mäest alla, kuid nüüd on aeg püsti tõusta, lükata põlved tolmust puhtaks ja edasi ronida.

Majandus- ja kommunikatsiooniminister Juhan Parts allkirjastas kolmapäeval Tallinn-Narva maantee Valgejõe-Rõmeda teelõigu ehitusprojekti toetuse taotluse rahuldamise otsuse, millega riik suunab ehitusse üle 500 miljoni krooni Euroopa Ühtekuuluvusfondi raha.Tööde käigus ehitatakse Viitna möödasõit esimese klassi maanteeks. Selleks rekonstrueeritakse olemasolev teelõik, kaks silda ja viadukti, luuakse uus 2+2 tee koos vajalike kergliiklus- ja kogujateedega, ehitatakse üks uus sild ja kaks eritasapinnalist liiklussõlme. Viitna ümbersõidu projekt käivitus tänavu veebruaris, mil hakati ette valmistama hankedokumente. Hanked on välja kuulutatud ning ehituseks läheb plaanide kohaselt selle aasta lõpus ja tööd peaks valmima 2011. aasta lõpuks.Euroopa Ühtekuuluvus- ja Regionaalarengufond toetab Eesti transpordisektorit perioodil 2007-2013 9,8 miljardi krooni ulatuses.
