You are comfortable using command-line tools, you understand WordPress scaling and caching techniques, and you have worked on cloud-based, consumer-facing WordPress installations. You use Git and are always pushing code, you use merge requests even if it's just you working on it, and you like doing peer reviews (OK "like" is maybe too strong a word, but you do see the value in it). You understand the concept of continuous integration and prefer working that way. You prefer your deployments to be triggered by a Git commit. You are often tidying the code base, weeding the garden, polishing the bottles, swabbing the decks, etc. (choose your favorite metaphor). You prefer working in a collaborative, respectful, diverse, cross-functional team. You can craft the technical aspects of a statement of work, and collaborate effectively with contract designers and developers. You are aware of agile team practices and perhaps have even championed them in your previous work. You pitch in to meet a team goal, sometimes doing tasks that aren't strictly in the job description, and you have a sense of humor about it. You understand the spiky nature of campaign-based consumer website traffic, and that it takes communication, planning, coordination among teams, and foresight to ensure successful campaigns. You have used tools such as JIRA, Trello, Basecamp, Asana, and the like on work projects, and in your nerdier moments have maybe considered using them to manage your travel planning or closet maintenance. You're not sure if it's OK to admit that. You know how to integrate tracking pixels, website analytics, and similar technologies and can do so in a way that follows a corporate policy. You understand basic SEO tactics. You are aware that website security and consumer data privacy are very important, and can work with corporate IT teams to ensure that compliance requirements are met. You know the basics of securing a WordPress site from a developer standpoint, but you're not a security expert. You are aware of the OWASP Top 10 and how to mitigate the more common risks on a WordPress site. We realize some of you require a bulleted list, so here are some desired skills for this role:

The responsibilities of the Vascular

Technologist include but are not limited to:

1. Performs non-invasive peripheral

vascular testing to evaluate the hemodynamics of arterial, venous and/or

cerebrovascular circulation by utilizing duplex imaging, spectral waveform

analysis, and plethysmography according to the Vascular Lab procedural

policies.

2. Compiles reports to communicate

test results to referring physicians by EMR notation and/or oral report of

preliminary findings and transmittal of final evaluation.



  • Maintains lab equipment to ensure optimal functioning; inspecting for


    breakdown, trouble-shooting and communicating with appropriate repair persons.



    • Restocks work areas with necessary supplies. Keeps work areas clean and


      orderly to promote patient safety.



      • Correlates non-invasive test results with other modalities in order to


        maintain quality control and to establish current accuracy.



        • Utilizes appropriate communication and interpersonal skills with patients,


          families, physicians and staff.



          • Performs job to ensure quality care is provided within defined area of


            accountability.



            • Safely transports machine to patient room to perform vascular exam or


              transports patients to office as necessary.



              • Takes call after regular hours.
              • Assists with education and training of new staff as requested.
              • Pursues professional development to prepare for additional responsibilities


                and improve current job performance by participating in educational meetings,

                independent study and maintaining appropriate certification.



                • Initiates and documents patient teaching including family and/or


                  significant others. Uses appropriate patient education documentation modality.

    LONDON - Polis British mempercayai kesemua 39 mangsa pemerdagangan manusia yang maut dalam lori kontena di Essex pada minggu lalu adalah warga Vietnam.

    Penolong Ketua Polis Essex, Tim Smith dalam kenyataannya menerusi Twitter, “Buat masa ini, kami mempercayai mangsa adalah warga Vietnam dan telah menghubungi kerajaan Vietnam.     Jumaat lalu, pihak berkuasa Vietnam mengesahkan mereka menahan dua suspek yang didakwa mempunyai kaitan dengan kes pemerdagangan manusia dari Asia ke Eropah bagi membantu siasatan.

    Menurut satu kenyataan laman sesawang polis Vietnam, “Kebanyakan mangsa dipercayai berasal dari wilayah Ha Tinh tengah, tempat di mana dua suspek yang mempunyai kaitan dengan ‘kes 39 mayat ditemui dalam lori kontena di United Kingdom’ telah ditahan. Suspek telah didakwa menganjur dan menjadi broker bagi orang lain berhijrah dan tinggal di luar negara secara haram.”

    Polis British telah menahan 4 orang setakat ini dan kini sedang menjejaki dua beradik dari Ireland Utara, Ronan dan Christopher Hughes yang menjalankan perniagaan penghantaran dan pengangkutan darat disyaki mempunyai kaitan dengan penyeludupan manusia tersebut supaya tampil membantu siasatan.

    Pemandu lori Maurice Robinson, 25 tahun dari Ireland Utara telah didakwa di mahkamah dengan 39 pertuduhan membunuh. Tertuduh turut didakwa dengan tuduhan konspirasi pemerdagangan manusia, konspirasi membantu kesalahan imigresen dan pengubahan wang haram.

    #PornBan. It’s like a rash, this impulse to ban porn all over the world – despite protests that are going viral. The Twitter hashtag #pornban sprung up in July 2015 as the Indian government blocked 857 porn sites, 1 and then backtracked a bit, 2 asking internet service providers (ISPs) to unblock those that don’t contain child pornography. Which makes service providers the arbiters of our constitutionally guaranteed right to freedom of expression, deciding what we may or may not see. Seriously?

    The United Kingdom recently banned a number of sex acts online, 3 including female ejaculation, even while there were almost 250,000 hits on porn sites from IP addresses in the buildings housing parliament. 4 The UK government is now asking porn sites to collect proof 5 that their visitors are adults. Will this data be stored privately and not used for other purposes? A valid question in an age of mass surveillance, hacks on “cheating” sites 6 and hacker releases of private information, including sexual preferences. 7

    Iceland 8 has been threatening to ban “violent” online porn since 2013. Indonesia 9 and Turkey 10 have blocked lesbian, gay, bisexual, transgender, intersex and queer (LGBTIQ) content in the name of banning porn. The Philippines 11 has outlawed cybersex and cam girls, while a religious lobby in Australia 12 is pushing for anti-piracy laws to be extended to porn. Porn possession is illegal in Botswana, 13 Egypt 14 and Uganda. 15 And even as the Israel-Palestine conflict escalated in 2012, Hamas managed to ban “full” internet porn in the Gaza Strip. 16 Whatever that means.

    Porn. Panic. Ban. That’s pretty much the policy response in many parts of the world.

    But what is it about porn that terrifies so many governments, derails feminist sensibilities, offends the religious right, and attracts so many users? How can we change the way we “see” porn?

    Lesbian. Threesome. Squirt. Change the words and you change the lens. From the user’s perspective, porn leads to pleasure, not panic. That’s what porn has always been about, from ancient times, when it found its first mention in the word porneia. 17 This Greek word was varyingly defined as fornication, whoredom, promiscuity and adultery, all of which have two things in common: sex and pleasure. For most users, that’s what porn is really about: sexual pleasure. (Dirty, dirty.) Arousal. (Dirty, dirty.) Orgasm. (Dirty, dirty.) Problem is that in the parental gaze called policy, sex is kinda dirty. (Dirty, dirty.)

    Problem is that in this global policy gaze, the sexual pleasure-seeker aka Porn User is always a man. Even though globally a quarter of porn viewers are women. 18 Make that 35% in Brazil and the Philippines, 24% in France, 23% in India and Argentina, and come on, Japanese women, you 17% laggards. 19 A 2015 survey of Pornhub and Redtube, 20 which gets 40 million viewers each month, shows that women like watching women. (And Kim Kardashian, James Deen, pussy-licking and rough sex.) “What immediately jumps out is that ladies prefer to take their time, with their average visits to the site lasting a lavish 10 minutes and 10 seconds, compared to men who go for just 9:22,” notes the cocky analysis. “Treat yourselves, ladies!”

    So one gender gap is slowly closing as porn moves indoors from the publicness of peepshows and DVD parlours to the relative privacy of one’s own home. (We should be celebrating, not lamenting this “normalisation” of porn, no?) And don’t forget how notions of privacy shape behaviour here. No Peeping Toms. No looking over one’s shoulder. No idea of what we get off on so long as porn sites don’t start matching individual viewers to their viewing habits. Which means that even though “lesbian”, “threesome” and “squirt” are the top three terms that women searched for on Pornhub and RedTube in 2015, the data is anonymised and secure. (Hopefully.) No one’s going to land up at their doorsteps to blackmail them. (Hopefully.) They’re not going to be branded with the scarlet letter P, the digital equivalent of Nathaniel Hawthorne’s analog adulteress, 21 forced to wear the letter A in the 17th century.

    Yes. Porn is becoming a bit of a Scarlet Letter – a private act portrayed as a public menace. Privacy is the right to be let alone, wrote Justices Warren and Brandeis of the United States (US) Supreme Court in their iconic 1890 essay. 22 That too was in a context when new media technologies – “instantaneous photographs”, “newspaper enterprises”, “mechanical devices” – were producing panic. Technological change has, of course, always given rise to panic: even the sewing machine was once thought to create deviant desires in women, as they rhythmically moved their legs up and down to its gentle whirr. And women, of course, have always been subjected to moral panics and moralistic privacy 23 when it comes to sexuality, notes law professor Anita L. Allen. One that is associated with “heightened modesty”, self-concealment, and chastity. (Don’t show yourself. Don’t watch other women. In short, no pornification.) Porn’s genteel cousin, erotica, has also faced similar panics. Remember the ban on D. H. Lawrence’s Lady Chatterley’s Lover 24 in the 1960s?

    Problem is, in the policy gaze, women are still stuck in the passenger seat when it comes to sex. It imagines the hubby coming home, all pumped up, and asking the missus to go beyond the missionary position. Just like he saw on his iPad mini. (Dirty, dirty.) You see? Man, driver. Woman, passenger. From the first utterance of porneia, men have been seen as the drivers of sex, women its passengers. Never mind that this is rooted in another P – Patriarchy – which insists that women must have no sexual desire, let alone know pleasure-enhancing postures. (Dirty, dirty). Never mind that many women still can’t refuse men sex, or get them to wear condoms. Never mind every inequality between men and women that pops up everywhere, including in the bedroom. If there was greater equality between the genders, fewer women would feign headaches when they don't want to have sex.

    That’s gender inequality. That’s what we need to fix. But it’s so much easier to blame porn for patriarchy, no?

    Multi-million. Dollar. Industry. This is how anti-porn crusaders often refer to porn. It’s a magic bullet, this phrase, guaranteed to derail logic. Guaranteed to make folks see red. As if we’re not doing all sorts of things like buying biscuits and Maggi noodles and data connections from multi-million dollar enterprises.

    Of course we’re all proponents of the small, the stand-alone, the artisanal. But. Can porn be damned just because it’s big business? Let’s stop eating Glucose biscuits first. And must we start loving all independent 25 or homemade porn, right from consenting cam girls to non-consensual hidden cam porn in cyber cafés? Nah. Like in other industries, porn production is “ethical”, when there are no unfair or exploitative contractual or labour practices. When performers are not being pushed to perform sex acts beyond the contract or without condoms. But that’s not enough. Porn is legit, first and foremost, if it’s based on consent. And consent cuts all the way down the line: from those who are paid to perform porn to those who freely turn their images into porn for private pleasure. That some of these images end up as non-consensual porn – often called revenge porn – is a problem that policy makers in some countries have finally begun to tackle, notably in the US where revenge porn is a crime in several states. 26

    But try asking anti-porn campaigners to use consent as a yardstick. No. In the anti-porn worldview, ALL porn causes harm to ALL women: those who consume it and those who don’t. All porn objectifies and dehumanises women, never mind women who have starred as “personified” subjects! In this camp, there’s only one kind of porn – in which men treat women as instruments to satisfy their sexual desires. In which porn is the villain with a capital P, mutating “healthy” sexual desires and relationships into “unhealthy” ones. 27 It’s never about mutual pleasure or that there are as many kinds of porn as there are sexual desires. Including queer crip porn. 28 It’s rarely about porn performers who don’t see themselves as victims. Or the issues porn performers themselves raise. “My stage name is less about withholding parts of myself or maintaining privacy than it is a symbol of the idea that I am more than just my job or any other isolated slice of my identity,” says US porn performer, Stoya. 29 “Yes, there’s a paradox here in that I willingly engage in work that reduces me to a few sexual facets of myself but expect to be seen as a multifaceted person outside of that work. I participate in an illusion of easy physical access…”

    If objectification is the charge that some feminists typically hurl at porn, addiction is its moralist cousin. In the digital porn discourse, access is often vilified as “addiction” with untold consequences. Portrayed as a drug. A petitioner to India's parliament argues that online porn must be banned before we turn into the equivalent of “Motherless or Fatherless America”. 30 This trend is “related to those ‘orphaned’ children, whose father or mother, though alive, are addicted to cyberpornography and don’t take any care of their children or the family,” the petitioner argues. Another #pornban petitioner in India's Supreme Court raises this bombast to untold heights. 31 “Nothing can more efficiently destroy a person, fizzle their mind, evaporate their future, eliminate their potential or destroy society like pornography,” he argues. “It is so terrible that many do not even recognize it until it is too late, and most refuse to admit it. It is worse than Hitler, worse than AIDS, cancer or any other epidemic. It is more catastrophic than nuclear holocaust, and it must be stopped.”

    This #pornban petition goes on to hold online pornography accountable for increasing violence against women, an emotive charge (like “multi-million dollar industry”) that unites moralists and many feminists. Does porn cause rape? Or, as feminist Robin Morgan famously argued in the 1970s, is “porn the theory, rape the practice”? 32 No. Even those who campaign against porn warily agree there’s no evidence to back this charge. 33 In the 1990s, one research study looked at four countries where porn was freely available in the previous two decades, including “aggressive porn”. 34 In all four countries, the availability of pictorial porn – including violent porn – had gone from “extreme scarcity to relative abundance” in the study period. It noted that other studies have shown that “rapists' and nonrapists' immediate sexual reactions to presentations of pornography showed generally greater arousal to non-violent scenes.” It concluded that in none of the countries did “rape increase more than nonsexual violent crimes. This finding in itself would seem sufficient to discard the hypothesis that pornography causes rape.” 35

    Disregarding such evidence, anti-porn feminists continue to insist that porn is an act of sexual violence, that porn is not “words” and “images”, that porn is not speech to be protected. 36 Not media. This positioning is, of course, part of the problem, since it exceptionalises porn, locating it in a category by itself, unlike other speech or media. But seriously, what is porn – composed of words, sounds and images, albeit of naked bodies – if not media? Innumerable studies indicate that there is no causal relationship between media representations and realities, that spectators hold diverse and different positions to what they view. 37 Do we hold on-screen rape depictions in feature films responsible for causing actual rapes? No. Do we hold on-screen depictions of murder responsible for causing actual murders? No. Then why hold on-screen porn responsible for real-life rape and sexual assault? Why blame the representation for the reality in this one case alone? What’s so unique about porn – another media representation – that it must be singled out thus? Are naked bodies inherently harmful? Or what?

    In a 2009 TED talk that went viral, Cindy Gallop, a 50-something fan of hardcore porn, described how she sees online porn. 38 “I have sex with younger men…” in their 20s, she says, “and encounter directly the effect of a flood of hardcore porn.” One of these effects is the misbelief that women love men coming on their faces, a porn staple. “There’s an entire generation growing up that believes that what you see in hardcore pornography is the way that you have sex,” says Gallop. “Hardcore porn has become sex education.” But why has hardcore porn become sex education? One, because it’s easily available. Two, because there’s no other sex education. Three, because we’re so puritanical about sex, we won’t talk about it to our kids. Ergo, vacuum. Enter, online porn. As a “mature experienced self-confident older woman,” Gallop is adept at telling her 20-something lovers: “No, thank you very much. I’d rather you did not come on my face.”

    As a user, how would Gallop change porn? “Reorient, reeducate, rehabilitate” is her motto. In other words, resocialise minds, reshape headspaces, rewire neutrons away from the dungheap of patriarchy. Towards a more equitable gender-friendly porn. Sounds like sex-positive feminism to me. Her site 39 busts a bunch of porn myths including balloon boobs, while understanding that porn is play, a pleasure-enhancer, like sex toys. A form of sexual expression. In another TED talk that went viral, erotic filmmaker Erika Lust talks about how it’s time for porn to change. 40 Change. Not vanish. How it’s time to fight unethical porn with ethical porn, counter-porn, porn that makes women and transpersons 41 the subjects of their sexual journeys, pleasures and destinations.

    That’s right. Change porn, not ban it. Think about it. Seriously. Think how we try to change other media representations – through critique, debate, dialogue and alternative representations. Not through bans, right? If policy makers understood porn as sexual expression, why would they want to ban it?

    So what should we really think about when we think about porn? Consent. We need to respect the consent of those who enact porn – if it’s given, even to enacting “rape porn”, dare we cavil? And we need to start getting justice for those who never dreamed they’d end up as digital porn – without their consent. Any image that turns into porn without consent can cause actual harm, not the imaginary variety – harm that wrecks lives, jobs, careers, relationships, self-image and identities. Harm that causes real damage, both on and offline. Harm that is harmful enough to be called out and punished as a crime. When actual rapes turn into digital porn, spreading from phone to phone, as is the case in Pakistan and India, that’s harm. And that’s three counts of consent being violated: one, in forcing sex without consent; two, in filming forced sex without consent; three, in circulating this clip without consent. When physical rape turns into digital porn we know one thing for sure: it’s time to start talking consent. It’s time to start talking harm.

    If we really want to “do something” about porn, it’s time we stopped talking about its imagined harms. It’s time we started talking about actual harms. It’s time we started talking along the fault lines of consent.

    Preface

    People who make military policy and amateurs who follow it alike are in something of a vacuum when it comes to naval warfare.  While the Navy is a very large share of the United States Defense Department budget, there have been so few skirmishes in the past fifty years or so that it is hard to get a reality check on the multi-billion dollar expenditures involved. The few incidents which have occurred, meanwhile, have taken on disproportionate importance.  

    While some naval history is too distant to be of much use, from the ramming battles between glorified rowboats of the Greeks, to the days of sails and cannons, it is fair, at least, to look at the experience of World War II, the last full fledged blue sea naval campaign in world history.  This experience has informed much of the current conventional wisdom regarding naval warfare, and while the lessons learned in World War II need to be updated to reflect technological advances that have taken place since then, they are too recent to safely ignore.

    Among other things, World War II taught the lesson that the heavy armor of a battleship was no match for modern offensive weapons. 

    As the Wikipedia article linked above explains:
    Battleships were the largest and most complex, and hence the most expensive warships of their time; as a result, the value of investment in battleships has always been contested. 
    As the French politician Etienne Lamy wrote in 1879, "The construction of battleships is so costly, their effectiveness so uncertain and of such short duration, that the enterprise of creating an armored fleet seems to leave fruitless the perseverance of a people". The Jeune École school of thought of the 1870s and 1880s sought alternatives to the crippling expense and debatable utility of a conventional battlefleet. It proposed what would nowadays be termed a sea denial strategy, based on fast, long-ranged cruisers for commerce raiding and torpedo boat flotillas to attack enemy ships attempting to blockade French ports. 
    The ideas of the Jeune École were ahead of their time; it was not until the 20th century that efficient mines, torpedoes, submarines, and aircraft were available that allowed similar ideas to be effectively implemented. The determination of powers such as Germany to build battlefleets with which to confront much stronger rivals has been criticised by historians, who emphasise the futility of investment in a battlefleet that has no chance of matching its opponent in an actual battle.
    Large Warships In Existing Navies

    Today, there are only two ships of the battleship class in the world, both in the Russian Navy, only one of which is in active service, the 28,000 ton Admiral Nakhimov commissioned in 1988 is currently undergoing refit and is out of service, and the 28,000 ton Pyotr Velikiy, of the same class commissioned in 1998 is in active service.  

    The 14,564 ton Zumwalt class destroyer of the U.S. Navy, the largest warship in the U.S. Navy that is not an aircraft carrier or non-combatant logistics ship, and is is arguably misclassified as a destroyer deserves a battleship designation. Just three Zumwalt class destroyers have three have been built (and no more have been ordered). One was commissioned in 2016, one was commissioned in 2019, and one is awaiting a commission later this year. It cost $7.5 billion per ship of total cost to build and has been severely criticized:
    Mike Fredenburg analyzed the program for National Review after Zumwalt broke down in the Panama Canal in November 2016, and he concluded that the ship's problems "are emblematic of a defense procurement system that is rapidly losing its ability to meet our national security needs." Fredenburg went on to detail problems relating to the skyrocketing costs, lack of accountability, unrealistic goals, a flawed concept of operations, the perils of designing a warship around stealth, and the failure of the Advanced Gun System. He concludes:

    "The Zumwalt is an unmitigated disaster. Clearly it is not a good fit as a frontline warship. With its guns neutered, its role as a primary anti-submarine-warfare asset in question, its anti-air-warfare capabilities inferior to those of our current workhorse, the Arleigh Burke-class destroyers, and its stealth not nearly as advantageous as advertised, the Zumwalt seems to be a ship without a mission."
    Indeed, only twenty navies in the world have surface warships (including aircraft carriers, but not transport ships) larger than a frigate: U.S. (111), Japan (48), China (33), Russia (20), India (14), France (14), United Kingdom (7), Norway (5), Italy (4), Taiwan (4), Netherlands (4), Denmark (3), Germany (3), South Korea (3), Egypt (3), Saudi Arabia (3), Spain (2), Brazil (1), Thailand (1), and Morocco (1).

    Only seven of these countries (China, Russia, Egypt, Saudi Arabia, Brazil, Thailand and Morocco) would plausibly be U.S. naval warfare adversaries in the foreseeable future (while many of the remaining thirteen countries would likely be allies of the U.S. in an future naval warfare in their region). These seven plausible adversaries have 62 large surface warships ships combined. Of these only China and Russia are really serious concerns militarily and they have 53 large surface warships combined.

    The Russian fleet's large ships, moreover, are split between several global regions that are distant from each other in some case (Northern, Baltic, Black Sea and Pacific). The aircraft carrier, the battleship, one smaller cruiser, and six destroyers are in Russia's Northern fleet. One smaller cruiser and five destroyers are in Russia's Pacific fleet. One of its smaller cruisers and one of its destroyers are in Russia's Black Sea fleet. Three of its destroyers are in Russia's Baltic fleet.

    Several other plausible U.S. naval warfare adversaries such as Iran and North Korea have submarines but no large surface combatants.

    Currently, the U.S. has 20 aircraft carriers (11 "super carriers" of 100,000 tons or more, and 9 amphibious assault ships which can carry helicopters, Osprey aircraft, Harrier aircraft or F-35B aircraft of 40,000-45,000 tons), Italy has 2, Japan has 4, France has 4, Australia has 2, Egypt has 2, and Brazil, China, India, Russia, Spain, Thailand and the United Kingdom each have one. In all there are 42 aircraft carriers in active naval service in the world.

    Five aircraft carriers (one each from the U.K., China, Russia, India and France in order of size) are between the size of a U.S. super carrier and the smallest U.S. amphibious assault ship ranging from 42,000 to 65,000 tons (and only four of these from the China, Russia, India and France, and the ten U.S. super carriers, allow for something other than a vertical landing). The other eighteen aircraft carriers range from 11,486 tons to 27,100 tons (eleven of which are restricted to vertical takeoff and landing aircraft such as helicopters and the MV-22 Osprey). All twenty-seven carriers under 42,000 tons and two larger aircraft (one from the U.S. at 45,000 tons and one from the U.K. at 65,000 tons) are restricted either to short takeoff vertical landing aircraft such as an F-35B or a Harrier, or to vertical takeoff and landing aircraft.

    Eleven more carriers (including two that are only VTOL carriers) are undergoing sea trials or ordered: the U.S. 3, China 3, and South Korea, India, Italy and Turkey one each.

    Currently, the U.S. has 22 cruisers (10,000 tons each) and Russia has 4 (one battleship with 28,000 tons and three cruisers with 12,500 tons) in active service. In all there are 27 cruisers in active naval service in the world. The U.S. cruisers are virtually indistinguishable from its destroyers and slightly inferior to them as they are older designs.

    Currently, the U.S. has 69 destroyers (including 2 of the Zumwalt class), Japan has 44, China has 32, Russia has 15, India has 13, France has 10, the U.K. has 6, Norway has 5Taiwan has 4, the Netherlands has 4Germany has 3, Denmark has 3South Korea has 3Saudi Arabia has 3, Italy has 2, Egypt has 1, Morocco has 1, and Spain has 1. The largest destroyer in active service (other than the two Zumwalt class destroyers in active service) is 10,290 tons and many of which are considerably smaller. Some of the destroyer class ships are larger, more capable ships actually called frigates in an effort to make comparisons comparable. All ships classified as frigates for these purposes are under 5,000 tons, although a few particularly capable frigates between 4,000 and 5,000 tons are classified as destroyers. There are 219 destroyers in all of the world's navies combined.

    In all there are 42 aircraft carriers over 11,000 tons and 7 other surface combatants over 11,000 tons in naval service in the world. Of those, 20 aircraft carriers and 2 other surface combatants are in the U.S. Navy and 1 aircraft carrier and 4 other surface combatants (one battleship and three cruisers) are in the Russian Navy. The other navies of the world have 21 aircraft carriers, only 10 of which are more than VTOL helicopter carriers. There are 244 other surface combatants bigger than frigates in the world in active naval service (of which 67 are in the U.S. Navy and 15 are in the Russian Navy).

    The Japanese Naval Experience

    The case that really brought this home for the Japanese was the sinking of the battleship Yamato.  This 71,000 ton ship with massive 18 inch guns was tough.  It  had previously survived a hit from a torpedo delivered by a U.S. submarine on Christmas Day in 1943, and two bombs that hit it in October of 1944, in the Leyte Gulf.  Two more 36,000 ton Japanese battleships, the Fuso and the Yamashiro, were sunk by naval gunfire and torpedoes in that same October battle.  Bombs damaged the 39,000 ton Japanese battleship Nagato in the battle of the Leyte Gulf badly enough to remove it from action. Ultimately, air power prevailed over the big guns and heavy armor of the pinnacle of the battleship era.  On April 7, 1945, the Yamato was sunk by carrier based U.S. aircraft and it took 2,498 Japanese sailors with it.  The 32,000 ton Japanese battleship Ise (already removed from service nine months earlier by a mine), and Japanese battleships Hyunga and Haruna were sunk by carrier based U.S. aircraft in July of 1945.

    Japan had already lost its 32,000 ton battlecruiser Kirishima to 16” naval gunfire from the 47,000 ton American battleship Washington in 1942 in one of the last of the battles that went according traditional naval models of close range ship to ship combat, in this case, at a range of a mile and a half.  The 28,000 ton Japanese battleship Kongo was sunk by a submarine in November of 1944.  Its three sister ships were sunk by U.S. aircraft in World War II.

    The American Naval Experience in World War II

    Americans remember Pearl Harbor.  Yes, this carrier based air attack was a surprise.  But, a heavily armored hull did not prevent this attack from sinking the 32,000 ton U.S. battleship Arizona and three other battleships.  Four more battleships were seriously damaged, the 29,000 ton American battleship Nevada among them, although the Nevada was ultimately returned to service and survived further battle damage on multiple occasions.  Few naval strategists before Pearl Harbor had realized how vulnerable the fleet was to aerial attack.

    The 33,000 ton American battleship Idaho ran aground off Okinawa in June of 1945.  American battleship Pennsylvania,  a sister ship of the Arizona, was taken out of action by enemy aircraft in August of 1945.

    The 45,000 ton American battleship Indiana did exhibit the resilience in the face of damage which battleships are legendary for notwithstanding a mixed experience in real life.  It survived both a collision and a hit by a kamakazi pilot in 1944, and serious storm damage in 1945, yet survived until decommissioning in 1963.  The 45,000 ton South Dakota similarly sustained and survived repeated battle damage. The 56,000 ton American battleship Iowa likewise survived serious damage from shore fire sustained in March of 1944, and the 47,000 ton battleship Washington survived a 1942 torpedo hit from a Japanese submarine and a 1945 friendly fire incident.

    The German Naval Experience in World War II

    Germany’s 51,000 ton battleship the Bismark found its fate at the bottom of the sea in May of 1941.  The British Royal Air Force damaged the 40,000 ton German battleship Gneisenau to the point that it never again was useable as a battleship in 1942.  Sister German battleship Scharnhorst, however, survived in the face of a seemingly never ending barrage of hits sustained.

    The Italian and Vichy French Naval Experiences in World War II

    Both Italy and Vichy France both saw battleships destroyed in port before they were ever launched.  

    The planned 48,000 ton battleship Clemenceau was destroyed in its French port during a bombing raid in August 1944.  The 36,000 ton battleship Dunkerque, in the hands of the Vichy French, was damaged sufficiently to be taken out of action, and lost one in seven of its crew members, in July of 1940, by a combination of British warship attacks and torpedoes in two separate incidents.

    The 30,000 ton Italian battleship Duilio wasn’t actually sunk, but a British bombing raid in November of 1940 took it out of service for about a year, and the ship served only a brief secondary role in World War II thereafter.  The 46,000 ton battleship Vittorio Veneto was taken out of action by British aircraft in 1941, then by a submarine, and then 1943 by another aircraft.  The 47,000 ton Italian battleship Littorio was taken out of commission by British aircraft by June of 1942.

    The Spanish Naval Experience in World War II

    The 16,000 ton battleship Espana was sunk by a “friendly” mine in July of 1937 during the Spanish civil war, killing a third of the sailors on board.

    The British Naval Experience in World Wars I and II.

    While it predates World War II, it is worth recalling that the 22,000 ton British battleship Dreadnought (the second of that name launched in 1906) which became synonymous with the very notion of a battleship, sank only one enemy vessel, a German submarine, in all of World War I.  It achieved this end not with its ten 12” guns, but with a methodology as old as Greek naval warfare.  It rammed it.

    German dive bombing planes took the 30,000 ton British battleship Iron Duke out of service on October 17, 1939.  It Italian airplane’s torpedo took the 38,000 ton British battleship Nelson out of service for a year on September 27, 1941.  The British lost the 42,000 ton battleship Prince of Wales in December of 1941 to an attack by Japanese aircraft, after having suffered serious damage from naval guns, which was repaired, earlier that same year.  The 33,000 ton British battleship Queen Elizabeth was removed from service when an Italian frogman bombed it while it was in harbor that same month.

    Lower Drug Costs Now Act of 2019 This bill establishes several programs and requirements relating to the prices of prescription drugs. In particular, the bill requires the Centers for Medicare & Medicaid Services (CMS) to negotiate prices for certain drugs (current law prohibits the CMS from doing so). Specifically, the CMS must negotiate maximum prices for (1) insulin products; and (2) at least 25 single source, brand name drugs that do not have generic competition and that are among the 125 drugs that account for the greatest national spending or the 125 drugs that account for the greatest spending under the Medicare prescription drug benefit and Medicare Advantage (MA). The negotiated prices must be offered under Medicare and MA, and may also be offered under private health insurance unless the insurer opts out. The negotiated maximum price may not exceed (1) 120% of the average price in Australia, Canada, France, Germany, Japan, and the United Kingdom; or (2) if such information is not available, 85% of the U.S. average manufacturer price. Drug manufacturers that fail to comply with the bill's negotiation requirements are subject to civil and tax penalties. The bill also makes a series of additional changes to Medicare prescription drug coverage and pricing. Among other things, the bill (1) requires drug manufacturers to issue rebates to the CMS for covered drugs that cost $100 or more and for which the average manufacturer price increases faster than inflation; and (2) reduces the annual out-of-pocket spending threshold, and eliminates beneficiary cost-sharing above this threshold, under the Medicare prescription drug benefit.

      • Social skills to positively engage with yourpatients, guests, physicians and other employees
      • Your degree from an accredited School ofProfessional Nursing (B.S. or A.S.)

      • Minimum of one year experience in theAcute-Care setting
