America's Empty Headed Philosopher Kings

If the nation were not riveted to President Trump, and if President Trump did not have to spend half his time dodging and deflecting incoming verbal attack missiles, we might have been paying attention to our philosopher kings, our intellectual and political elites, people who have been running the country... into the ground. By their lights Trump can do no right. By logical extension, they can do no wrong.

Victor Davis Hanson calls them our nomenklatura. (via Maggie’s Farm) They are a guardian class of philosopher kings who have taken control of the government and who will brook no dissent. You might think that they are running on fumes, but it would be more accurate, Hanson suggests, that they are running on credentials.

In that he is echoing a thought often expressed by David Foster of the Chicago Boyz blog, namely that America’s ruling class is defined by credentials, not by achievement or merit. Besides, in a world where diversity has overtaken merit, these credentials are no longer signs of real worth.

Hanson trots out the usual suspects and exposes a gang that cannot think straight. For all of the vitriol routinely tossed at Donald Trump, Americans intellectual leaders has failed to notice that their heroes have feet of clay.

You recall, Hanson reminds us, that serious psychiatrists have accused Trump of being mentally ill. And yet, how often does Joe Biden resemble a man who is suffering some level of dementia. One might even say the same about the hapless and helpless Robert Mueller, a man whose Congressional testimony showed that he was not in charge of much of anything.

As for Biden, Hanson remarks what we all know:

At times, former Vice President Joe Biden is unaware of which town, indeed which state, he is in. He slurs his words often. Biden strings together unconnected thoughts that result in utter incoherence—not alleviated by his near shouting emphatics or fits of pique at reporters.

Sometimes, Biden forgets names, and referents, and appears befuddled generally. His biography is mythical. He cannot address Ukraine and the role of his son, Hunter Biden, because, after all, what would a truthful person say? That the vice president of the United States allowed his wastrel son to become a multimillionaire by leveraging his father’s office with foreign corrupt governments? 

And yet, media enablers continue to claim that Biden merely makes gaffes. If Trump had done as much, they would have been crying out for involuntary commitment... even though they oppose involuntary commitment.

As for Hillary Clinton, she refuses to accept that she lost an election and has descended to trafficking conspiracy theories… the kind that would normally label you paranoid. Of course, she and her minions have been accusing Trump of having done what she and her minions were actually doing. When it comes to corruption, to emoluments, no one beats the Clintons:

And all this from Hillary Clinton, who inaugurated the 2009 disastrous Russian appeasement scheme known as “reset” by pushing a red plastic Jacuzzi button in Geneva, and who was instrumental in green-lighting North American uranium sales to Russian interests, which interests through third parties had donated to her foundation and indirectly paid Russians to interfere in the 2016 election to destroy her opponent?

And the sainted Mitt Romney, a man whose good moral character does not include loyalty, refused to take the gloves off when running against Barack Obama. Now he has made himself a Republican scold, a party of one.

But after the implosion of the once impressive 2016 Republican primary field, Romney assumed the mantle of senior establishment Trump foe. If he played by the Marquess of Queensberry Rules with Barack Obama, he certainly did not with Donald Trump, blasting him frequently as a fraud, con, dishonest, a bully, and greedy—clueless that instead Trump served as some sort of sharp planer that ripped off the thin, shiny mahogany veneer pasted over our particle-board establishment.

And, let’s not forget:

Romney seems to have entered Hillary/Biden fantasyland by admitting to being a “lurker” on social media—one who adopts an anonymous and secret Twitter account (in Romney’s case under the nom de guerre “Pierre Delecto”), to channel and encourage nice stories about himself, and to attack vicariously those who do not share his views or self-admiration.

And, we can examine the records of former Obama administration officials James Clapper and John Brennan. Somehow or other the great minds of the media have not figured out that these holier-than-thou warriors are really trying to stay out of jail.

As it happens, no one much cares about holding them to account:

Before Trump, both John Brennan and James Clapper, respectively CIA director and director of national intelligence, lied under oath to Congress—and paid nothing for doing so. Or rather their past prevarications became good CV items for the new fake news industry. From them, we respectively once learned that the Muslim Brotherhood in Egypt was largely secular and that jihad was a mostly a non-violent expression of personal growth and discovery. In their world, drones never hit bystanders, the intelligence agencies never spy on Americans, and the two of them never lied under oath. Both leveraged their past service and security clearances into lucrative cable TV analyst contracts—and often editorialized about ongoing investigations in which they were either knee-deep or of which they later became targets.

How did we go wrong? Hanson offers this explanation:

We have confused credentials with merit—as we learned when Hollywood stars and rich people tried to bribe and buy their mostly lackadaisical children into named schools, eager for the cattle brand BAs and without a care whether their offspring would be well educated. 

Graduating from today’s Yale or Harvard law school is not necessarily a sign of achievement, much less legal expertise. Mostly, entrance into heralded schools is a reminder of past good prep school grades and test scores winning admittance—or using some sort of old-boy, networking, athletic, or affirmative action pull.

Being a “senior” official at some alphabet government agency also means little any more outside of the nomenklatura. Academia, the media, and entertainment industries are likewise supposedly meritocratic without being based on demonstrable worth. Otherwise, why would college graduates know so little, the media so often report fantasies as truth, and Hollywood focus on poor remakes? Take all the signature brand names that the Baby Boomers inherited from prior generations—Harvard, Yale, the New York Times, NPR, CNN, the Oscars, the NFL, the NBA, the FBI, the CIA, the Rockefeller and Ford foundations, and a host of others. And then ask whether they enhanced or diminished such inheritances?

A country over $22 trillion in debt, with an open border, an existential conflict with China, and a West in cultural and demographic decline, for two years was told falsely that Donald Trump supposedly knew of a meeting in advance at Trump Tower, that James Comey would supposedly testify that he never told Trump he was not under investigation, and that Trump would soon be indicted, resign, or impeached. The amount of elite energy spent replaying the embarrassing progressive 2016 loss and trying to abort the Trump presidency before the 2020 election, remember, was the product of our best and brightest, the top echelon of our law enforcement and intelligence communities, and our most esteemed political and media elite.

They are defending their turf, their territories, their reputations and their livelihood. The one thing that they can never accept is that the curtain will be drawn back, revealing them to be impostors. They will never forgive Donald Trump for refusing to pay them proper obeisance.

          

Journalists as Storm Troopers

Once upon a time real Nazis roamed through Europe. When they first took power they were supported by a group called the SA, the Storm Troopers led by Ernst Rohm. Among the tactics practiced by the SA was public harassment of Jewish citizens. They added to that, beatings on the street, boycotts of Jewish businesses, efforts to ensure that Jews could not find employment. And that was just for a start.

Doesn’t that sound familiar? Today’s Democratic Party and their enablers in the mainstream media treat Trump supporters and other Republicans the way the SA treated Jews. Rep. Maxine Waters led the parade of Democrats calling for systematic harassment of Trump cabinet members. And the hapless and hopeless Jennifer Rubin, blogging for the Washington Post, called for all Republicans to be incinerated. Perhaps Rubin is not smart enough to know that the other word for such a bonfire is Holocaust, meaning burnt sacrifice, but she has still showered herself with ignominy.

Now, we read that two of the main honchos on CNN, in their effort to promote their brand by stoking the impeachment narrative, are encouraging their reporters to harass Republican senators… the better to see the impeached president convicted.


CNN’s political director urged the news team to get “in their faces” of all Republican senators on a daily basis, both at work and at home, about President Trump’s Ukraine phone call, according to undercover audio.

Project Veritas posted an audio snippet last week as part of its #ExposeCNN investigation on the network’s morning “rundown call” featuring CNN Worldwide CEO Jeffrey Zucker and political director David Chalian discussing how to “brand” Republicans.

“I think we have to be in their faces of all 53 Republican senators on as much of a daily basis as possible, whether they’re at home or on the hill, asking each one of them, is it okay for the President of the United States to apply pressure to a foreign country in hopes of getting a domestic political opponent investigated?” said Mr. Chalian on the audio.

Во время Первой русской революции 1905 года редактировал оппозиционный журнал «Kāvi». После наступления реакции был вынужден эмигрировать, жил в Финляндии и Норвегии (1906—1909). Содержался под стражей (1911—1913). В годы Первой мировой войны был газетным сотрудником ряда изданий. В 1918 году был членом Временного национального совета (позднее Народного совета Латвии), депутатом Латвийского учредительного собрания (1920—1922), депутатом Сейма Латвии (1922—1925, 1931—1934). Был руководителем литературного отдела газеты «Jaunākās Ziņas» (1920—1940), редактором журналов «Piesaule» (1928—1935) и «Latvju Mēnešraksts» (1942—1944), председателем Латвийского союза журналистов и литераторов (1929—1931). Родился в селе Яновка Елизаветградского уезда Херсонской губернии в зажиточной еврейской семье; его отец был состоятельным землевладельцем-арендатором. С семи лет посещал еврейскую религиозную школу – хедер, которую не закончил. В 1888 послан учиться в Одессу в реальное училище, затем переехал в Николаев; увлекался рисованием, литературой, проявлял своевольный характер, вступал в конфликты с учителями. Проникся идеями народников. В 1896 в Николаеве принял участие в создании Южнорусского рабочего союза, поставившего своей задачей политическое просвещение рабочих и борьбу за их экономические интересы; писал листовки, выступал на митингах, издавал вместе с единомышленниками подпольную газету. В январе 1898 арестован; отправлен в Москву. Во время следствия в Бутырской тюрьме интенсивно изучал европейские языки, приобщился к марксизму; вступил в брак с революционеркой Александрой Соколовской. Приговорен к четырехлетней ссылке в Сибирь. С весны 1900 вместе с женой находился на поселении в Иркутской губернии; в ссылке у него родились две дочери. Служил приказчиком у местного купца, затем сотрудничал в иркутской газете «Восточное обозрение»; выступая со статьями литературно-критического и этно-бытового характера. На общепартийной конференции в Вене в августе 1912 создал вместе с лидерами меньшевиков антибольшевистский «Августовский блок». Во время Балканских войн 1912–1913 был корреспондентом «Киевской мысли» на театре военных действий. С началом Первой мировой войны поселился в Швейцарии, затем во Франции. Опубликовал брошюру Война и Интернационал, где выступил с резко антивоенной позиции и призвал к созданию революционным путем «Соединенных Штатов Европы». В 1916 выслан из Франции в Испанию, где был арестован и выслан в США. С января 1917 сотрудничал в русской газете «Новый мир», издававшейся в Нью-Йорке; познакомился с Н.И.Бухариным. Приветствовал Февральскую революцию 1917 как начало долгожданной перманентной революции. В марте 1917 пытался уехать на родину через Канаду, но был задержан канадскими властями и более месяца провел в лагере для интернированных. Вернулся в Петроград только 17 мая 1917. Арестован и подвергнут тюремному заключению в «Крестах». На VI съезде РСДРП(б) в конце июля – начале августа в составе «межрайонцев» был заочно принят в партию большевиков и избран в ее Центральный комитет. Освобожден 28 сентября после краха Корниловского мятежа. Своими крайними радикальными выступлениями завоевал популярность в рабочей и солдатской массе. 8 октября избран председателем Петроградского Совета рабочих и солдатских депутатов. Активно поддержал предложение Ленина о немедленной организации вооруженного восстания. 25 октября инициировал создание Советом Военно-революционного комитета для защиты Петрограда от контрреволюционных сил. Возглавил подготовку Октябрьского переворота; был его фактическим руководителем. После победы большевиков 7 ноября 1917 вошел в первое советское правительство в качестве народного комиссара по иностранным делам. Поддержал Ленина в борьбе против планов создания коалиционного правительства всех социалистических партий. В конце октября организовал оборону Петрограда от наступавших на него войск генерала П.Н.Краснова. Будучи наркомом иностранных дел, Троцкий не смог добиться международного признания большевистского режима и поддержки мирных инициатив советского правительства. Руководил переговорами с державами Четверного союза в Брест-Литовске. Всячески затягивал их, надеясь на скорое начало мировой революции. Выдвинул формулу «войну прекращаем, армию демобилизуем, но мира не подписываем». 9 февраля 1918 отверг ультимативное требование Германии и ее союзников согласиться на выдвинутые ими условия мирного договора, объявил о выходе России из войны и отдал приказ о всеобщей демобилизации армии; хотя этот приказ и был отменен В.И.Лениным, он усилил дезорганизацию на фронтах и способствовал успеху начавшегося 18 февраля немецкого наступления. 22 февраля ушел в отставку с поста наркома по иностранным делам. 14 марта 1918 назначен наркомом по военным делам, 19 марта – председателем Высшего военного совета, а 6 сентября – председателем Реввоенсовета Республики. Возглавил работу по созданию Красной армии; прилагал энергичные усилия для ее профессионализации, активно привлекал в нее бывших офицеров («военспецы»); установил в армии жесткую дисциплину, решительно выступал против ее демократизации; применял суровые репрессии, являясь одним из теоретиков и практиков «красного террора» («кто отказывается от терроризма, тот должен отказаться от политического господства рабочего класса»). Красную армию укреплял карательными мерами. В одном из его приказов говорилось: «если какая-либо часть отступит самовольно, первым будет расстрелян комиссар части, вторым – командир». Был одним из инициаторов террора против «неблагонадежных» и практики заложничества. В то же время, по словам военного историка Д.А.Волкогонова, Троцкий «любил хорошо отдыхать. Даже в самые трудные годы Гражданской войны умудрялся ездить на курорты, охоту, рыбалку. За его здоровьем постоянно следили несколько врачей». В марте 1919 вошел в состав первого Политбюро ЦК РКП(б). Участвовал в создании Коминтерна; был автором его Манифеста. С 20 марта по 10 декабря 1920 временно исполнял обязанности наркома путей сообщения; жесткими мерами восстановил работу железнодорожного транспорта. Проявлял склонность к администрированию и использованию силы, выступая за необходимость создания трудовых армий и жесткого распределения. В Профсоюзной дискуссии ноября 1920 – марта 1921 требовал сохранения в управлении страной методов «военного коммунизма» и милитаризации профсоюзов. Настаивал на том, что индустриализацию в РСФСР надо строить на системе принудительного труда и поголовной коллективизации. В марте 1921 возглавил кровавое подавление Кронштадтского мятежа. В период болезни Ленина (с мая 1920) вступил борьбу за власть в партии с триумвиратом И.В.Сталина, Г.Е.Зиновьева и Л.Б.Каменева. В октябре 1923 в открытом письме обвинил их в отходе от принципов НЭПа и нарушении внутрипартийной демократии. После смерти Ленина 21 января 1924 оказался в изоляции в высшем партийном руководстве. На XIII съезде в мае 1924 подвергся резкой критике практически всех выступавших делегатов. В ответ осенью 1924 опубликовал статью Уроки Октября, где осудил поведение Зиновьева и Каменева во время Октябрьской революции и возложил на них ответственность за провал коммунистического восстания в Германии в 1923. Критиковал триумвират за бюрократизацию партии; призывал активно вовлекать в ее ряды молодые кадры. В 26 января 1925 смещен с поста председателя Реввоенсовета. В 1926 вступил в союз с Зиновьевым и Каменевым против группы Сталина. Требовал свободы внутрипартийных дискуссий, укрепления диктатуры пролетариата, борьбы с кулачеством; обвинял партийное руководство за измену идеалам Октября и отказ от идеи мировой революции; осудил сталинскую теорию о возможности построения социализма в одной отдельно взятой стране. За «антипартийную деятельность» и «мелкобуржуазный уклон» в октябре 1926 выведен из Политбюро, в октябре 1927 на XV съезде ВКП(б) – из ЦК, а после организации открытого вступления со своими сторонниками 7 ноября 1927, в десятую годовщину Октябрьской революции, был исключен из партии. Особенно много сторонников Троцкого было среди руководящего состава Красной Армии (М.Н.Тухачевский, Я.Б.Гамарник и др.). В январе 1928 сослан в Алма-Ату, а в начале 1929 вместе с семьей выдворен за пределы СССР. В 1929–1933 жил с женой и старшим сыном Львом Седовым в Турции на Принцевых о-вах (Мраморное море), т.к. турецкое правительство отказалось его принимать. Правительства других стран также отказались принимать Троцкого, и он был вынужден переезжать из страны в страну, издавал антисталинский Бюллетень оппозиции. Написал автобиографию Моя жизнь и свое основное историческое сочинение История русской революции. Подвергал критике индустриализацию и коллективизацию в СССР. В 1933 перебрался во Францию, а в 1935 – в Норвегию. Издал книгу Преданная революция, в которой охарактеризовал сталинский режим как бюрократическое перерождение диктатуры пролетариата и вскрыл глубокие противоречия между интересами бюрократической касты и интересами основной массы населения. В конце 1936 уехал в Мексику, где обосновался благодаря помощи художника-троцкиста Диего Риверы, жил на его укрепленной и охраняемой вилле в Койокане (предместье Мехико). Заочно приговорен в СССР к смертной казни; его первая жена и младший сын Сергей Седов, проводивший активную троцкистскую политику, были расстреляны. В 1938 объединил группы своих сторонников по всему миру в IV Интернационал. Начал писать книгу о И.В.Сталине как роковой фигуре для социалистического движения. Обратился с воззванием к трудящимся СССР с призывом свергнуть сталинскую клику. Осудил советско-германский договор о ненападении; в то же время одобрил вступление советских войск в Западную Украину и Западную Белоруссию и войну с Финляндией. В 1939 Сталин отдал приказ о его ликвидации. В начале 1940 составил политическое завещание, в котором выразил надежду на близкую пролетарскую мировую революцию. В мае 1940 провалилась первая попытка убить Троцкого, организованная мексиканским художником-коммунистом Давидом Сикейросом. 20 августа 1940 был смертельно ранен испанским коммунистом и агентом НКВД Рамоном Меркадером, проникшим в его ближайшее окружение. чехословацкий шахматный композитор. Родился в городе Теплице (ныне Чехия). Заслуженный мастер спорта ЧССР (1957) и международный арбитр (1956) по шахматной композиции, видный представитель и теоретик чешской школы в задачной композиции 1-й половины XX века. Редактор задачного отдела журнала «Ческословенски шах» (1927—1933) и «Шахове умени» (1947—1951), отдела композиции в газеты «Народни освобозени» (1924—1939 и 1945—1948), журнала «Ревю ФИДЕ» (1954—1958). Председатель объединения любителей шахматной композиции Чехословакии (1946—1950 и 1957—1958). Автор многих статей по теории композиции. Основная профессия: железнодорожник. С 1898 года опубликовал 1940 композиций: преимущественно это трёхходовки, есть также многоходовки, около 60 этюдов, задачи на кооперативный мат и задачи на цилиндрической доске (Цилиндрические шахматы). Завоевал на конкурсах свыше 210 призов, в том числе первых — 71. После смерти Й.Поспишила Xавел — признанный лидер чешской школы в задаче. Способствовал совершенствованию формы чешских трёх- и многоходовок. Считал, что в тематической игре и матовых финалах, которыми заканчиваются главные варианты задачи, участие должны принимать все имеющиеся на доске силы белых. Допускал использование белых пешек лишь в тех случаях, когда они участвуют в создании чистых и экономичных матовых позиций наравне с другими фигурами. Полагал, что в задаче должно быть не менее 3 равноценных вариантов с правильными матами [Правильный мат (пат)], составляющих единое целое. Любимый мотив Xавела — повторение матовой позиции в 2 и более вариантах — эхо- и эхо-хамелеонные маты [Эхо-маты (паты)], причём ради точного повторения Xавел иногда жертвовал даже чистотой матовой позиции. Его задачи признаны совершенными как по форме, так и по содержанию. Наиболее полное (1700 композиций) творчество Xавеля представлено в сборнике 1975 года. Этюды Хавель начал составлять в 1920-е годы, причём нередко демонстрировал в них задачные темы, характерные для чешской школы (например, эхо-синтез). Умер в Праге 8 июля 1958 года. советский художник. Родился в Александрополе (ныне Гюмри, Армения) в семье предпринимателя. Учился в Киевском политехническом институте (1901–1902), затем на философском факультете Цюрихского университета, одновременно постигая искусство ваяния в мастерской скульптора А.Мейера; позже занимался в мюнхенской Академии художеств (1902–1905). Работал в Париже; испытал большое влияние искусства символизма, а также скульптурной архаики (Месопотамия, Древний Египет). Вернувшись в Россию (1909), жил в Москве. Был членом АХРР. В своей зрелой манере придерживался своего рода «академического» модерна, не пускаясь в рискованные эксперименты, но сохранив характерные черты этого стиля: культ «вечных тем», в особенности темы смерти, драматический контраст фигуры и материала (каменного блока). Предполагая стать философом, Меркуров и в ранние образы вносил мотив тяжкой, мучительной думы (статуя Ф.М.Достоевского, 1911–1913, установлена как памятник в рамках плана «монументальной пропаганды» в 1918; фигура-олицетворение Мысли, 1913, ныне на могиле автора на Новодевичьем кладбище; оба памятника – гранит). Многократно снимал посмертные маски, в том числе со знаменитых писателей и политиков (Л.Н.Толстого, В.И.Ленина, А.Белого и других). Среди его постреволюционных работ широко известен величаво-суровый памятник К.А.Тимирязеву (1922–1923).

Однако наибольшую славу ему принесли монументы вождей, тоже величаво-суровые (траурная группа Смерть вождя, гранит, 1927, Центральный музей Ленина, Горки Ленинские; статуя Ленина, украшавшая зал заседаний Верховного Совета СССР до его перестройки, мрамор, 1939, Кремль; памятники Ленину в Волгограде, Магнитогорске, Ульяновске и целом ряде других городов). По эскизам Меркурова были созданы три самых крупных на территории СССР памятника И.В.Сталину; их обычно исполняли из кованой меди. Первый по величине – монумент в Ереване (высота 49 м вместе с постаментом; 1951), другие два возвышались на входе в Канал имени Москвы (1937) и на ВДНХ (1939). Грубая «ассиро-вавилонская» мощь этих образов (все они были демонтированы в период «оттепели») по-своему точно и откровенно выразила «сверхчеловечески»-жестокий дух сталинской эпохи, признававшей лишь одного Героя. За «Ленина» для Кремля и «Сталиных» для ВДНХ и Еревана скульптор был в 1941 и 1951 удостоен Сталинских премий.

Директор Музея изобразительных искусств имени А.С.Пушкина в Москве (с 1944). Награжден орденом Ленина, 2 др. орденами, а также медалями.Умер Меркуров в Москве 8 июня 1952 года. советский и украинский экономист, юрист, статистик и демограф, организатор науки, декан юридического факультета Пермского университета (1917–1918), основатель Института демографии Академии Наук Украинской ССР, действительный член Академии Наук Украинской ССР (1920), член-корреспондент Академии Наук CСCP с 29 сентября 1943 года по Отделению экономики и права (экономика, статистика), заслуженный деятель науки (1944), действительный член Международного статистического института (International Statistical Institute) (с 1929). Брат В.В.Птухи. Родился в городе Остёр Черниговской губернии. В 1910 году окончил юридический факультет Санкт-Петербургского университета. Подготовку к экзаменам на звание магистра он проходил в Берлине под руководством профессора Берлинского университета В.И.Борткевича (1910—1912), магистерскую диссертацию "Очерки по теории статистики населения и моральной", которую защитил в 1917 г. в Московском университете, писал в Лондоне (1914-1915), где работал в библиотеках Британского музея, Королевского статистического общества, Института актуариев. С 1913 года — приват-доцент Санкт-Петербургского университета, с 1916 года — профессор его отдела в Перми, позже переименованного в Пермский университет. В Пермском университете был преподавателем политической экономии и статистики, являлся организатором кабинета статистики, избран ординарным профессором ПГУ; в 1916–1917 годах — секретарь, а в 1917–1918 — декан юридического факультета, в 1918 году — и.о. ректора. В 1918 году вернулся на Украину, где основал и до 1938 года возглавлял Институт демографии (с 1934 года — Институт демографии и санитарной статистики) Академии Наук Украинской ССР (в РСФСР подобный институт был основан только в 1930 году), одновременно профессор Института народного хозяйства и других высших школ в Киеве. В 1930-х годах М.В.Птуха был несколько раз арестован. После разгрома украинской и всей советской статистики, расстрела его брата, выдающегося партийца, и ликвидации в 1937–1938 годах Института демографии как «вредительского», М.В.Птуха в 1940–1950 годах возглавлял отдел статистики Института экономики Академии Наук Украинской ССР, в 1945–1950 годах он был председателем Отделения общественных наук и член Президиума Академии Наук Украинской ССР. Наряду с научной деятельностью М.В.Птуха участвовал в практической работе органов Центрального статистического управления УРСР и СРСР, органов планирования и здравоохранения, также руководил подготовкой демографической гипотезы для УССР на время второй пятилетки (1933–1937), участвовал в подготовке всесоюзной переписи населения 1959 года и т. д. Птуха был членом Международного статистического института и участвовал в ряде международных конференций. Жил в Киеве по адресу улица Лютеранская, 21/12. Умер в Киеве 3 октября 1961 года.

Как теоретик статистики населения, Птуха развивал теорию Адольфа Кетле про «среднего человека». Как методист-практик, Птуха разработал схему изучения демографических процессов и предложил методику реализации. Его выводы в изучении брачности и смертности населения получили мировое признание. Большое значение имеют его методы построения суммарных таблиц смертности. В 1929 году был избран действительным членом Международного статистического института и принимал участие в его сессиях. Птуха — автор более 80 научных работ по демографии, общей теории статистики, истории статистики. Больше всего внимания посвятил опытам по демографии, которые вёл сам и с коллективом Института демографии, он же был и редактором трудов института. Вопрос демографической статистики выяснен в работе «Очерки по теории статистики населения и моральной». В работах с участка теоретической и прикладной демографии («Таблицы смертности для Украины 1896–1897» в «Записках Соц.-Экон. Отдела ВУАН», тома И.К. 1923, «Смертность народностей Европейской России в конце XIX века», Киев, 1927; «Смертность в России и в Украине», К., 1928 и др.) обосновал ряд новых положений в демографии, имеющие общее значение, он разработал схему изучения демографических процессов и предложил методику заполнения этой схемы на практике. В мировую науку вошли выводы по исследованиям плодовитости, брачности и в частности смертности (смертность младенцев, суммарные таблицы смертности). Важное значение имеют его экстраполяции потенциального населения Украинской ССР с 1929 по 1937 и 1960 годы, в частности для изучения последствий голода 1932–1933 и войны 1941–1945. Этот труд вышел только в сокращении на французском языке: «La population de l’Ukraine jusqu’en 1960» (Bulletin de L’Institut International de Statistique, том XXV, 3-е издание. Гаага, 1931). После ликвидации Института демографии Михаил Птуха больше внимания посвятил истории статистики России и мира. М.В.Птуха систематически занимался изучением иностранных языков и в результате в большей или меньшей степени знал 12 языков. Основным условием успешной работы в науке М.В.Птуха считал соблюдение так называемой "теории скрипки", которой он придерживался всю свою жизнь: чтобы стать хорошим скрипачом, надо играть на скрипке, не занимаясь технологией ее изготовления, изучением производства ее составляющих и т. п. Поэтому успешный ученый не может быть ни заядлым театралом, ни отягощенным большой семьей, ни увлеченным дачником. американский экономист, разрабатывал теории предпринимательства, неопределённости и прибыли, один из важнейших американских экономистов первой половины 20-го столетия, основатель Чикагской школы экономики, автор множества публикаций в профессиональных журналах. Он приобрел репутацию талантливого экономиста, в первую очередь, как автор книги 'Риск, неопределенность и прибыль' (Risk, Uncertainty and Profit), опубликованной в 1921 году и основанной на его докторской диссертации, которую Найт защищал в Корнеллском Университете (Cornell University) и в которой утверждал, что идеальная конкуренция не уничтожает прибыль по причине неопределенности. русский писатель. Родился в Киеве. Окончил физико-математический и юридический факультеты Киевского университета. Был незаурядным химиком, известен работами в этой области. Дебютировал в 1915 критическим этюдом Толстой и Роллан, который думал превратить в большое исследование (рукопись второй части погибла в годы Гражданской войны). Как секретарь антибольшевистского Союза возрождения России в 1918 посетил ряд европейских столиц с целью добиться реальной помощи для борьбы против новой власти. В марте 1919 эмигрировал, обосновался в Париже (в 1922–1924 жил в Берлине, редактировал воскресное приложение к газете «Дни»). Начиная с 1921 Алданов был постоянным автором журнала «Современные записки», где впервые увидели свет все основные художественные произведения, созданные им до Второй мировой войны. Согласно замыслу автора, они образуют два цикла: тетралогию о Французской революции и наполеоновской эпохи «Мыслитель» (названа по имени одной из химер собора Парижской богоматери; включает повесть «Святая Елена, маленький остров», 1921, романы «Девятое термидора», 1923, «Чертов мост,» 1925, «Заговор», 1926) и трилогию, действие которой происходит в канун и вскоре после русской революции 1917 («Ключ», 1929, «Бегство», 1930, «Пещера», 1934). Впоследствии оба эти цикла были дополнены рядом произведений на материале русской и европейской истории, от воцарения Екатерины II (повесть «Пуншевая водка», 1938) до восстания в советской зоне оккупированного Берлина летом 1953 (роман «Бред», 1955). Алданов стремился показать ключевую роль случая в событиях, изменяющих облик мира и воздействующих на судьбы целых поколений. Событие, согласно Алданову, возникает как бы самопроизвольно, вопреки логике вещей и вне зависимости от субъективных побуждений его участников, однако, даже повторяясь, оно не становится поучительным опытом: из века в век человечество совершает одни и те же ошибки. В каждом романе Алданова наряду с вымышленными героями появляются многие прославленные в истории лица (среди тех, кто описан в тетралогии, – Павел I, Александр I, Суворов, Робеспьер, Нельсон, Талейран; в трилогии перед читателем проходят многие общественные деятели и люди искусства, оставившие след в жизни предреволюционной и пореволюционной России). In the transcript of Marie Yovanovitch's testimony to the impeachment committee, Sean Hannity's name came up on eight different pages, generally in relation to the close relationship he has with senior administration officials such as Mike Pompeo, and Trump himself. The allegation was never that he talked to anyone from Ukraine, but that he was helping with a smear campaign to create an excuse for Trump to recall her.

Attorney General William Barr reportedly declined a request by President Donald Trump to hold a press conference defending Trump's incendiary call with Ukrainian President Volodymyr Zelensky which spurred the House to open up an impeachment inquiry. 

Sources told The Washington Post that Trump made the request in September, around the time that the White House released a summary of the July 25 call.

The call was the subject of an anonymous whistleblower complaint filed in August that accused Trump of "using the power of his office to solicit interference from a foreign country in the 2020 US election," in particular, asking Ukraine to investigate former Vice President Joe Biden and his son Hunter Biden to aid Trump politically.

When the memo of the call was released, a Justice Department spokeswoman told The Post that officials had investigated the call, along with the whistleblower complaint, to see if laws had been broken and determined that "no further action was warranted."

During that time, the request from Trump that Barr hold a press conference on the matter was relayed to other White House officials before making its way to the Justice Department, according to The Post, though Barr ultimately declined the request from his boss. It is unclear how the request was delivered and why Barr declined.

Trump advisers told The Post that Trump has recently mentioned Barr's refusal to make a televised statement on the matter and wishes he would have done so. 

Despite their differences in opinion, White House spokesman Hogan Gidley told The Post that Trump and Barr remain on good terms: "The President has nothing but respect for AG Barr and greatly appreciates the work he's done on behalf of the country — and no amount of shady sources with clear intent to divide, smear, and slander will change that." 

The White House did not immediately respond to a request for comment. 

In the days leading up to the July 25 call, Trump ordered his administration to withhold nearly $400 million in military aid to Ukraine. Among other things, House investigators are working to determine whether there was quid pro quo arrangement, in which Trump would release the aid money to Ukraine in exchange for political investigations.

The White House has vowed it will not to cooperate with the impeachment inquiry, which was formalized last week with a vote in the House. Over a dozen witnesses have been interviewed in the inquiry so far.

Trump maintains that the call was "perfect" and has tweeted that people should "read the transcript," referring to the summary of the call. Last week, Trump told conservative outlet the Washington Examiner that he wanted to read aloud the summary of his call during a "fireside chat on live television."

"This is over a phone call that is a good call," Trump told the outlet. "At some point, I'm going to sit down, perhaps as a fireside chat on live television, and I will read the transcript of the call, because people have to hear it. When you read it, it's a straight call."

Acting US ambassador Bill Taylor, the top US diplomat to Ukraine, testified that senior US officials could not advise President Donald Trump to release military aid to Ukraine because it was too difficult to schedule. 

According to a transcript of a closed-door testimony with House investigators for their impeachment inquiry, Taylor was asked why the security assistance for US-backed Ukraine was on hold. The immediate release of a $400 million military package, Taylor explained, was agreed upon unanimously "of every level of interagency discussion."

Taylor went on to tell House Intelligence Committee chairman Rep. Adam Schiff of California that a meeting to advise the president was "hard to schedule" because they were "on different trips at different times."

Taylor said senior US officials, including acting defense secretary Mark Esper and secretary of state Mike Pompeo needed to be present to bring the matter up with Trump, but "getting the right people in the room at the same time" posed a challenge, according to the transcript released on Wednesday morning.

But the career US diplomat added that he believed "this was also about the time of the Greenland question," and that it "took up a lot of energy in the [National Security Council]."

"That's disturbing for a whole different reason," Schiff remarked.

"Different story," Taylor replied.

Trump discussed his interest in the purchase of the world's largest island with others, according to a Wall Street Journal report in August. Trump later described the possibility as "strategically ... interesting," but added it was not on his list of priorities.

"It's just something we talking about," Trump told reporters in August. "Denmark essentially owns it. We're good allies with Denmark. We protected Denmark like we protect large portions of the world, so the concept came up."

Danish officials responded to Trump's statements and described it as "absurd."

"Greenland is not for sale," Denmark Prime Minister Mette Frederiksen said, according to Bloomberg. "By the way, Greenland is not Danish. Greenland is Greenlandic."

"It must be an April Fool's Day joke," former Danish Prime Minister Lars Lokke Rasmussen tweeted. "But totally out of [season]!"

In his testimony, Taylor said Trump advocated for Ukrainian President Volodymyr Zelensky to publicly say that he would open an investigation into former Vice President Joe Biden and his son, Hunter Biden. Taylor testified that he believed there was a "clear understanding" that the US military aid was predicated on Ukraine's commitment "to pursue the investigation" into Trump's political rivals.

President Donald Trump's personal lawyer, Rudy Giuliani, has new representation as he faces increasing pressure from the federal government related to his work in Ukraine. 

Giuliani on Wednesday tweeted that he's "represented and assisted by Robert Costello and the Pierce Bainbridge firm in particular, Eric Creizman and Melissa Madrigal."

Costello's name has come up before in relation to Trump, Giuliani, and the president's former personal lawyer and fixer, Michael Cohen, who is now in prison. Reports in March surfaced suggesting that Costello had indicated to Cohen that the president was considering the possibility of pardoning him, but Costello vehemently denied this at the time.

Costello and Pierce Bainbridge did not immediately respond to requests for comment from Insider.

Giuliani is at the center of a scandal that poses an existential threat to Trump's presidency and involves a whistleblower complaint from a US intelligence official that accuses the president of abusing the power of his office to urge Ukraine to investigate former Vice President Joe Biden and his son, Hunter Biden. 

The former New York mayor is mentioned dozens of times in the complaint, which has catalyzed an impeachment inquiry into Trump in the House. Testimony from witnesses in the impeachment inquiry also heavily implicate Giuliani, according to transcripts released by House investigators.  

Correspondingly, Giuliani is reportedly under criminal investigation in the Southern District of New York over the role he played in Marie Yovanovitch getting recalled under dubious circumstances as the US ambassador to Ukraine. The investigation focuses on whether Giuliani broke foreign lobbying laws as part of these efforts, The New York Times reported last month. 

On top of this, there's reportedly an FBI counterintelligence probe into whether a foreign influence operation sought to use Giuliani's financial interests in Ukraine as a means of gaining access to the White House.

Graham's latest defense of Trump is that his policy toward Ukraine is so "incoherent" that he's "incapable" of orchestrating a quid pro quo in his relations with the country.

"What I can tell you about the Trump policy toward Ukraine: It was incoherent. It depends on who you talk to; they seem to be incapable of forming a quid pro quo," Graham told reporters on Wednesday.

The South Carolina senator on Tuesday said he refused to read transcripts from the testimony of current and former diplomats that were released by House investigators.

One of the diplomats — US Ambassador to the European Union Gordon Sondland — in revised testimony corroborated the existence of an explicit quid pro quo involving frozen US military aid to Ukraine and Trump's desire for certain investigations, including an inquiry into former Vice President Joe Biden.  

Graham on Tuesday dismissed Sondland's reversal, telling a CBS News reporter: "I've written this whole process off ... I think this is a bunch of BS."

The senator had previously said there was no evidence of a quid pro quo involving the president. 

On Wednesday, Graham continued to criticize the impeachment-inquiry process, which is being led by House Democrats, as he offered his new defense of Trump. 

 

"I find the whole process to be a sham, and I'm not going to legitimize it," Graham said on Wednesday, going on to call the whole process a "crock."

Graham added: "This whole theory of impeachment, the process is illegitimate, is outside the norm, this substance I find unpersuasive."

The Republican senator, who's the chairman of the Senate Judiciary Committee, also echoed controversial calls from Trump, Donald Trump Jr., and his colleague Sen. Rand Paul of Kentucky for the name of the whistleblower who filed the complaint that sparked the inquiry to be publicly released. 

"Yes, it should be made public," Graham said, according to CNN. "The whistleblower's claims cannot be used as a basis for criminal accusations, cannot be used the basis for impeachment based on anonymity."

Graham, who was one of Trump's sharpest critics during the 2016 campaign season, has developed a reputation as one of the president's closest allies in Congress. He rarely goes against Trump, though he did briefly break from this trend last month to excoriate the president's decision to abandon US-allied Kurdish forces in Syria.

President Donald Trump and his GOP allies have relentlessly sought to unmask the anonymous US intelligence official behind the whistleblower complaint that sparked the impeachment inquiry, despite the fact that it's irrelevant at this point.

Donald Trump Jr. tweeted the alleged name of the whistleblower on Wednesday, and was excoriated by the whistleblower's legal representation as a consequence.

GOP Sen. Rand Paul last Thursday shared an article via Twitter with unconfirmed details about who the whistleblower is and called for the whistleblower to be subpoenaed to testify under oath about "Hunter Biden and corruption."

Paul hasn't stopped in these efforts in the days since, and alongside Trump at a campaign rally in Kentucky on Monday called on the media to print the alleged name of the anonymous whistleblower. On Tuesday, Paul told reporters he would "probably" out the whistleblower himself.

"I'm more than willing to and I probably will at some point," Paul said. "There is no law preventing anybody from saying the name."

But naming anyone as the whistleblower, whether true or not, could place that person in serious danger. And the public disclosure of the whistleblower's identity would not undermine the mounting slew of damning evidence against the president.

The whistleblower complaint has been corroborated by multiple witnesses in testimony to House lawmakers, and some of its details have been publicly confirmed by the president even as he's referred to the complaint as "fictitious." 

The House took a historic step last Thursday in passing a resolution that formalized the impeachment inquiry and signaled the process will begin to transition into a more public phase. Republicans have for weeks complained about the process and the closed-door interviews with witnesses, and they're now gradually shifting into focusing more on the whistleblower's identity as they struggle to defend the president against the substance of the inquiry

But if Trump and other Republicans' hope is that they'll discredit the allegations against the president by revealing the whistleblower as a partisan actor — they're too late.

'The reality is that the identity of the whistleblower is irrelevant'

With the trove of information that's been gathered as the Ukraine scandal has gained speed, the impeachment inquiry has gone well beyond the complaint that catalyzed it. At this point, the whistleblower's part in this escalating political drama has largely been played out. 

As the whistleblower's lawyers — Andrew P. Bakaj and Mark S. Zaid — put it in an op-ed for The Washington Post last week: "As each allegation in the complaint is substantiated by new witnesses, the president and his supporters remain fanatically devoted to bringing our client into the spotlight. But the reality is that the identity of the whistleblower is irrelevant."

Bakaj and Zaid added that much of what's been disclosed since the complaint was released in late September "actually exceeds the whistleblower's knowledge of what transpired at the time the complaint was submitted." The attorneys said their client has "no additional information" and therefore there's "no justification for exposing their identity and all the risks that would follow."

Bakaj and Zaid reiterated they've notified both the House and Senate intelligence committees that the whistleblower is willing to answer questions in writing and under oath.

The evidence against Trump is damning, but Republicans aren't done defending him

The whistleblower complaint centers around a July 25 phone call in which Trump urged Ukrainian President Volodymyr Zelensky to investigate former Vice President Joe Biden and his son, Hunter Biden, in relation to the latter's work for a Ukrainian natural gas company. There's no evidence of illegal activity on the part of either Biden.

Trump and his allies have dismissed the complaint as hearsay, given it was based off second-hand information. But a memo willingly released by the White House confirms that Trump pressured Zelensky in this way, and Trump has publicly admitted it. And a top national security aide who was on the July 25 call, Iraq War veteran Lt. Col. Alexander S. Vindman, testified to House lawmakers that he was so alarmed by what transpired he repeatedly expressed concern with his superiors.

Additionally, multiple witnesses have provided testimony to House lawmakers that's corroborated the existence of some form of a quid pro quo involving roughly $400 million in military aid in Trump's efforts to urge Ukraine to investigate former Vice President Joe Biden. These witnesses include current and former members of the Trump administration, as well as decorated US military veterans and career diplomats.

Evidence of a quid pro quo has also come via a trove of text messages provided to the House by Trump's former special envoy for Ukraine, Kurt Volker, and public statements from acting White House chief of staff Mick Mulvaney (though he later walked back on those remarks). 

But none of these factors have stopped Republicans from speculating about the identity of the whistleblower and pushing for public testimony.

Republican Rep. Jim Jordan, a close ally of Trump, last Tuesday indicated that he has questions about the whistleblower's motives. Jordan told reporters: "It's tough to determine someone's credibility if you can't put them under oath and ask them questions."

The same day, Trump once again tweeted: "Where's The Whistleblower?" The president has repeatedly tweeted about this, and on Monday demanded that the the whistleblower be "brought forward to testify."

Trump, who never did an in-person interview as part of the Russia investigation and only submitted written answers, also rejected the offer for written testimony from the whistleblower. 

'The whistleblower is not the story'

Bradley P. Moss, a national security lawyer and partner at Zaid's law firm, on Friday told Insider these efforts from Republicans are an "irresponsible political deflection" and "beneath the dignity of the offices these lawmakers hold."

Moss added: "The whistleblower is not the story and the whistleblower's background is no longer relevant. All that matters is the full and complete record outlining the president's actions, and specifically whether that conduct merits invocation of the constitutional remedy of impeachment or not."

Congressional Democrats have also raised alarm and slammed Republicans for seeking to out the whistleblower. 

Last week, Democratic Rep. Eric Swalwell told reporters: "We have a long-standing concern that the president and his allies in Congress aren't interested in the underlying act but are interested in risking the life of the whistleblower."

The transcript of the testimony of the top US diplomat to Ukraine, Ambassador Bill Taylor, was released by House investigators leading the impeachment inquiry on Tuesday. 

Upon the release of the document, House Intelligence Committee Chairman Adam Schiff tweeted: "Ambassador Taylor's testimony reveals how, through a shadow foreign policy channel, Trump withheld military assistance and a White House meeting from Ukraine until Ukrainian officials agreed to announce investigations to help Trump politically."

Taylor, a Vietnam War veteran and career diplomat with a distinguished record of service, provided one of the most damning testimonies against President Donald Trump yet.

His testimony corroborated many of the allegations in the whistleblower complaint from a US intelligence official that sparked the impeachment inquiry and also described an explicit quid pro quo involving about $400 million of US military aid to Ukraine.

Taylor testified that Trump wanted Ukrainian President Volodymyr Zelensky to publicly announce the opening of an investigation into former Vice President Joe Biden and his son Hunter, as well as an inquiry into a conspiracy theory linked to the 2016 election. He said it was made clear to him that Trump made the release of the military aid contingent on such a public declaration from Zelensky. 

Here is an exchange between Schiff and Taylor, in which he said his "clear understanding" was that the military assistance would not come until Zelensky "committed to pursue the investigation" into the Bidens:

SCHIFF: And when you say that, this was the first time I heard that the security assistance not just the White House meeting was conditioned on the investigation, when you talk about conditioned, did you mean that if they didn't do this, the investigations, they weren't going to get that, the meeting and the military assistance?

TAYLOR: That was my clear understanding, security assistance money would not come until the President committed to pursue the investigation.

SCHIFF: So if they don't do this, they are not going to get that was your understanding

TAYLOR: Yes, sir.

SCHIFF: Are you aware that quid pro quo literally means this for that?

TAYLOR: I am.

Taylor testified it was Giuliani's idea to have Ukraine's president publicly announce an investigation into the Bidens

Taylor said he believed Trump's personal lawyer Rudy Giuliani was behind the idea to get Zelensky to publicly announce an inquiry into the Bidens and Hunter Biden's work for a Ukrainian natural-gas company, Burisma Holdings, as well as a probe into the 2016 election.

"I think the origin of the idea to get President Zelensky to say out loud he's going to investigate Burisma and 2016 election, I think the originator, the person who came up with that was Mr. Giuliani," Taylor said, going on to say Giuliani was representing Trump's interests in doing so. 

Taylor, at another point, indicated that a meeting Zelensky desired with Trump was also conditioned on whether the Ukrainian leader would launch the investigations. 

Trump had put the congressionally approved military aid on hold several days before a July 25 phone call with Zelensky, in which he urged his Ukrainian counterpart to open investigations into the Bidens and conspiratorial allegations Ukraine interfered in the 2016 election. 

The career diplomat testified that freezing the aid was harmful to US national security and that freezing security assistance to Kyiv, Ukraine, could embolden Russia to be even more aggressive toward Ukraine. 

Taylor's testimony also undercut earlier testimony from Gordon Sondland, the US ambassador to the European Union, and inspired him to offer revised testimony that corroborated the existence of a quid pro quo involving the military aid. The transcript of Sondland's testimony was released on Tuesday.

Taylor is set to testify in the first open or public hearing of the impeachment inquiry next Wednesday.

Forget Kentucky and Virginia, the worst election news for Republicans came out of suburban Pennsylvania

  • Republican losses on Tuesday in Kentucky and Virginia are making headlines, but President Donald Trump should be more worried about the election results in the suburbs of Pennsylvania.

There's been much discussion of the Republican Party's high-profile losses on Tuesday in Kentucky and Virginia, but historic GOP losses in Pennsylvania might be more concerning for the party in 2020.

The Democrat Andy Beshear, Kentucky's attorney general, beat the incumbent GOP Gov. Matt Bevin, and Virginia Democrats took control of both legislative chambers in the state.

Beshear's victory had much to do with Bevin's status as one of the most unpopular governors in the country (Republicans swept other Kentucky statewide races), and Virginia's blue wave was a long time coming. Neither state will be a battleground in 2020. 

But in Pennsylvania, Republicans suffered more surprising — and potentially consequential — losses.

Democrats flipped suburban Delaware County, which has been controlled by Republicans since the Civil War. The county's five-member council, which was filled entirely by Republicans a few years ago, will now be occupied entirely by Democrats.

In Chester County, Democrats took control of the Board of Commissioners and pushed out the Republican district attorney for the first time. Democrats also took the majority of the Bucks County Board of Commissioners.

And in Philadelphia, a third-party candidate from the Working Families Party, Kendra Brooks, won a seat on the City Council reserved for the minority party. It had been held by a Republican for the past 70 years.

"We broke the GOP," Brooks said at an election-night party, according to The Philadelphia Inquirer. "We beat the Democratic establishment ... They said a black single mom from North Philly wasn't the right person, but we have shown them that we are bigger than them."

Pennsylvania is a key swing state that went for President Donald Trump in 2016 and will be a central battleground state in 2020. Trump won the state by less than 1 percentage point — or about 44,000 votes of the more than 6 million cast — handing him Pennsylvania's 20 electoral votes.

Recent polling from The New York Times and Siena College found registered voters in Pennsylvania favoring former Vice President Joe Biden over Trump by 3 points, Sen. Bernie Sanders over Trump by 1 point, and Sen. Elizabeth Warren about even with the president. All the results, however, were within the poll's margin of error.

Democrats fear that Trump could again lose the popular vote by a significant margin but prevail in the Electoral College if an assortment of purple states swing in his favor in 2020.

The suburban vote is also a point of serious concern for the Republican Party. Democrats are looking to zero in on these voters, many of whom are women, moderates, and more affluent college-educated voters who went for Trump in 2016.

"Republican support in the suburbs has basically collapsed under Trump," Alex Conant, a Republican strategist, told The Associated Press on Wednesday. "Somehow, we need to find a way to regain our suburban support over the next year."

The trend in Virginia, where Democrats have surged in the northern part of the state and in the Richmond suburbs, also bodes poorly for Republicans, even in right-leaning suburbs.

Но 1 августа 1946 года в Москве были повешены бывший главнокомандующий Русской освободительной армией «предатель № 1» Андрей Власов и группа его соратников. И это была далеко не единственная казнь в форме повешения.


Смертная казнь в Советском Союзе


В отличие от очень многих других государств, СССР никогда не отличался большим разнообразием в вопросе выбора форм смертной казни. Ни электрический стул, как в Соединенных Штатах, ни повешение, как во многих европейских государствах того времени, ни отрубание головы, как на Ближнем Востоке, в СССР не практиковались.

Как известно, 28 октября 1917 года II Съезд Советов отменил в советской России смертную казнь, но уже 5 сентября 1918 года смертная казнь в стране была восстановлена, что объяснялось необходимостью введения высшей меры наказания в отношении контрреволюционных элементов и бандитов. Тем не менее, попытки ограничения высшей меры предпринимались практически на всем протяжении советской истории. 27 июля 1922 года была запрещена смертная казнь для лиц до 18 лет и беременных женщин.

В подавляющем большинстве случаев смертная казнь в Советском Союзе осуществлялась посредством расстрела. Приговор приводили в исполнение сначала подразделения охраны, затем – отдельные исполнители. Этим советская высшая мера наказания отличалась от дореволюционной России, в которой не только расстреливали (преимущественно военнослужащих), но и вешали.

Впрочем, когда летом 1918 года в Пензенской губернии вспыхнуло крестьянское восстание против советской власти, Владимир Ильич Ленин лично отослал телеграмму пензенским большевикам, в которой требовал повесить 100 кулаков и «кровопийц», делая акцент именно на повешении, так как народ должен видеть повешенных врагов. Тем не менее, основные зачинщики восстания были расстреляны.

В сталинское время, в том числе и во время чисток середины — второй половины 1930-х годов, смертные приговоры также приводились в исполнение путем расстрела. Расстреливали и на специальных полигонах, и в самих тюрьмах. Убийства заключенных другими способами носили во всех случаях внесудебный характер.

Почему в годы войны вернули повешение


Великая Отечественная война внесла свои коррективы и в высшую меру наказания. Кстати, спустя непродолжительное время после победы над гитлеровской Германией, в 1947 году, был издан Указ Президиума ВС СССР от 26.05.1947 «Об отмене смертной казни», в соответствии с которым высшая мера наказания более не должна была применяться в мирное время.

Впрочем, уже в январе 1950 года «по просьбам трудящихся» казнь вернули для изменников, шпионов и диверсантов, а в УК РСФСР 1960 года смертная казнь предусматривалась уже за очень внушительный список преступлений – от измены Родине до изнасилования с особо тяжкими последствиями. Казнить все также продолжали методом расстрела, но в краткий промежуток времени – с 1943 по 1947 годы – активно использовалась и такая мера казни как повешение.

Весной 1943 года вышел Указ Президиума Верховного Совета СССР № 39 от 19 апреля 1943 года «О мерах наказания для немецко-фашистских злодеев, виновных в убийствах и истязаниях советского гражданского населения и пленных красноармейцев, для шпионов, изменников родины из числа советских граждан и для их пособников». Как раз в это время советские органы государственной безопасности уже владели исчерпывающей информацией о зверствах гитлеровских оккупантов и их пособников на оккупированных территориях.

В пункте 1 указа для немецких, итальянских, румынских, венгерских, финских «фашистских злодеев», уличенных в совершении убийств и истязаний гражданского населения и пленных красноармейцев, а также в отношении шпионов и изменников из числа советских граждан устанавливалась смертная казнь через повешение. Таким образом, указ от 19 апреля 1943 года был уникальным, поскольку никогда ни прежде, ни потом в Советском Союзе повешение в качестве высшей меры наказания не фигурировало.

Советское руководство принимало решение о применении повешения в отношении гитлеровских палачей и их приспешников, руководствуясь необходимостью показать народу неотвратимость и жесткость наказания за военные преступления. Расстрел выглядел как более гуманная мера наказания, а в случае повешения казнь осуществлялась публично и повешенные преступники еще какое-то время висели на радость советским людям и устрашение другим палачам и предателям советского народа.

Но на практике повешение применялось и военно-полевыми судами на фронте в отношении захваченных в плен гитлеровских карателей и полицаев. Например, с 15 по 18 декабря 1943 года в военном трибунале 4-го Украинского фронта шел суд над сотрудником гестапо и предателем из числа граждан СССР. Обоих подсудимых приговорили к смертной казни через повешение и повесили.
Кого и за что вешали в Советском Союзе


Первый процесс против предателей


14—17 июля 1943 года в Краснодаре, к этому времени освобожденном от гитлеровских оккупантов, состоялся первый процесс над группой предателей, сотрудничавших с гитлеровцами и виновных в массовых убийствах советских граждан – мирных жителей и военнослужащих Красной Армии.

Перед трибуналом предстали 11 арестованных предателей, служивших в зондеркоманде «СС-10-А» и краснодарской полиции. Парамонов, Тучков и Павлов получили по 20 лет каторжных работ, а более «отличившиеся» в убийствах мирных людей Тищенко, Речкалов, Пушкарев, Напцок, Мисан, Котомцев, Кладов, Ластовина были приговорены к смертной казни через повешение и 18 июля 1943 года в 13 часов были повешены на центральной площади Краснодара.

На казни полицаев из зондеркоманды присутствовало около 50 тысяч человек. Это была, пожалуй, первая столь крупная публичная казнь предателей в годы войны. Затем аналогичные процессы с публичным повешением военных преступников прошли в целом ряде других городов Советского Союза — в Киеве, Николаеве, Ленинграде.

Власовцы, красновцы и семеновцы


К смертной казни через повешение был приговорен ряд видных предателей Родины и белоэмигрантов, сотрудничавших с гитлеровской Германией и империалистической Японией.

12 мая 1945 года на территории Германии советскими военнослужащими был задержан главнокомандующий Русской освободительной армией бывший советский генерал Андрей Власов. Вскоре были арестованы и другие его видные соратники из числа военачальников РОА.



Судебный процесс над Власовым и «власовцами» состоялся 30-31 июля 1946 года. Он носил закрытый характер, хотя обычно гитлеровцев и предателей «в назидание» судили и казнили публично. Но в случае с власовцами советское руководство отказалось от публичности судебного процесса, так как опасалось, что Власов начнет излагать антисоветские взгляды. 1 августа 1946 года Андрей Власов и его соратники были казнены через повешение. Их сожгли и прах захоронили в земле.

28 мая 1945 года в городе Лиенце британское командование передало Советскому Союзу 2,4 тысячи захваченных английскими войсками в плен казаков, воевавших на стороне гитлеровской Германии. Среди них были такие заметные фигуры как генерал от кавалерии Петр Краснов, генерал-лейтенант Андрей Шкуро, генерал-майор Тимофей Доманов, генерал-майор Султан-Гирей Клыч.

Все эти люди, бывшие белые офицеры, в годы Великой Отечественной войны поддержали гитлеровскую Германию, принимали участие в формировании и направлении казачьих частей на восточный фронт. В частности, Петр Краснов с сентября 1943 года занимал пост начальника Главного управления казачьих войск Имперского министерства восточных оккупированных территорий Третьего рейха.



Тимофей Доманов был походным атаманом Казачьего Стана и членом Главного управления казачьих войск Имперского министерства восточных оккупированных территорий Германии. Андрей Шкуро с 1944 года занимал пост начальника Резерва казачьих войск при Главном штабе войск СС, имел звания генерал-лейтенанта войск СС и группенфюрера СС и отвечал за подготовку казачьих формирований гитлеровской Германии. Наконец, Султан-Гирей Клыч командовал формированиями из горцев Северного Кавказа, входившими в состав Казачьего Стана генерала Краснова.

Вместе с Красновым, Шкуро, Домановым и Султан-Гиреем Клычем перед судом предстал и генерал-лейтенант Гельмут фон Паннвиц. В отличие от вышеперечисленных казачьих генералов, Паннвиц никакого отношения к России не имел – он был прусским аристократом по рождению и с юных лет служил в германской армии. Когда в 1941 году Германия напала на СССР, Паннвиц командовал разведывательным батальоном в звании подполковника. На фронте он быстро сделал карьеру и был переведен в аппарат Верховного командования сухопутных войск, занявшись вопросами создания вооруженных формирований из числа народов СССР, в первую очередь казаков.

В 1944 году Паннвиц получил звание генерал-лейтенанта. К этому времени он курировал казачьи части гитлеровской Германии, а в марте 1945 года был избран верховным походным атаманом Казачьего Стана. То есть, выходцем из России и предателем Родины соответственно Паннвиц не являлся, а был обычным германским генералом. И он имел все основания избежать выдачи Советскому Союзу, так как был подданным Германии, но добровольно согласился быть выданным СССР. Паннвица постигла участь других лидеров Казачьего Стана – он был приговорен к смертной казни через повешение. 16 января 1947 года Краснов, Шкуро, Доманов, Султан-Гирей Клыч и фон Паннвиц были повешены на территории Лефортовской тюрьмы по приговору суда.

В августе 1945 года, после победы над Японией, советскими органами безопасности был арестован целый ряд бывших белых эмигрантов и предателей Родины, перешедших на сторону Японской империи и в годы войны занимавшихся подрывной деятельностью против Советского Союза. Среди них был и знаменитый участник Гражданской войны атаман Григорий Семенов – генерал-лейтенант Белой армии, активно участвовавший после эмиграции из России в делах Бюро по делам российских эмигрантов в Маньчжурской империи (БРЭМ).



С 26 по 30 августа 1946 года в Москве проходил суд над «семеновцами». Перед трибуналом предстали 8 человек – сам атаман Григорий Семенов, генерал-лейтенанты Лев Власьевский и Алексей Бакшеев, министр финансов в колчаковском правительстве Иван Михайлов, лидер Всероссийской фашистской партии Константин Родзаевский, член руководства Всероссийской фашистской партии Лев Охотин, журналист Николай Ухтомский, бывший белый офицер Борис Шепунов. Ухтомский и Охотин были приговорены к 20 и 15 годам каторжных работ, Бакшеев, Власьевский, Родзаевский, Михайлов и Шепунов – к расстрелу, а Григорий Семенов – к смертной казни через повешение.

Таким образом, атаман Семенов стал единственным из подсудимых, кого приговорили к повешению и повесили 30 августа 1946 года. Фактически он понес наказание, хоть и запоздавшее, за свои действия во время Гражданской войны в России, поскольку во время Второй мировой войны особой роли в деятельности японских спецслужб против СССР Семенов уже не играл, был скорее символической фигурой.

It is identified in the work that some ratings characterize Ukraine as a high-risk and non-contributing country for investing, at the same time, the other ratings create an attractive image of Ukraine. For determining the submissions of such ratings the article proposes an experiment on the STUDY of the conformity of indicators of international rankings to the real state and availability of financial support of small business. The results of the experiment highlight the importance of international rankings as a source for information about the investment attractiveness of small business, but conducted by the method of Delphi survey of experts with many years of experience in the field of small business, allows us to identify significant discrepancy between their scoring of respondents and indicators of ranks, stated in the reports of international organizations. Application of the coefficient of concordance in determining the consistency of opinion of the surveyed experts allowed to obtain reliable data for the making future government decisions. Based on the obtained results and the visualization of the existing information asymmetry in the financial interaction of a potential investor and a small business, the directions of asymmetric information management and proposed measures to minimize the risks associated with the limited and inaccurate information are substantiated.

Americans can be excused for wondering why, of all the possible reasons for subjecting President Trump to an impeachment inquiry, Democrats in the House are focusing on the president's interactions with the leader of a relatively small country that is not terribly well known or well understood in the United States.

The committees conducting the impeachment inquiry released transcripts from two key witnesses: Gordon Sondland, ambassador to the European Union, and Kurt Volker, the former special envoy to Ukraine.
