Is this Iraq's Arab Spring?

Iraq is currently facing such an alarming array of economic, political and social problems that many observers fear no-one will be up to the task of delivering the much-needed reforms. By Stasa Salacanin | Since the beginning of October thousands of protesters, mostly young Iraqis, from central and southern Iraqi major cities have been voicing their opposition to the deteriorating economic conditions, sectarian politics and rampant corruption that plague the country. Indeed, the country has been one of the most corrupt in the world for decades – according to Transparency International’s 2018 Corruption Index, Iraq ranks 168 out of 175 countries. Protestors are also expressing their anger over high unemployment and the common governmental practice of political staffing, where sectarian or ethnic quotas rather than qualifications apply. The majority accuse the ruling elite of abusing public funds and mismanaging the country’s national resources while completely failing to meet the needs of the Iraqi population. But perhaps one of the main – and most surprising – characteristics of the October protests is the fact that the protestors are mostly younger Shia citizens who have turned against a Shia-led political establishment. While there are very few Sunni Arabs or Iraqi Kurds among the protestors, with demonstrations taking place in central and southern Iraq, where the population is predominantly Shia, there has been an increase in the use of national symbols. Transcending sectarian and ethnic divisions The sentiment is Iraqi; these young people are not demonstrating as Shia Arabs, but as citizens who are furious with the system which was imposed upon them following the toppling of Saddam Hussein and the U.S.-led invasion in 2003. How the unrest in Iraq will impact on the region remains to be seen, but it is clearly posing a major threat to Tehran. Iran's state news agency IRNA has accused the U.S., Saudi Arabia and Israel of fomenting unrest in Iraq in order to sabotage Iran’s ties with Iraq and Syria. However, many Iraqis including the Shia are less than enamoured of the Popular Mobilisation Units (PMU), powerful non-state actors over which Bagdad has limited control, as many of them are heavily under the influence of Tehran. Among Iraqis, there is the overriding perception that their country is becoming a fiefdom for foreign political and paramilitary factions that many view as a blatant violation of Iraqi national sovereignty. Arab Spring in Iraq While the protests in southern Iraq in summer 2018 addressed similar issues, this time they are becoming increasingly militant and are not only calling for the resignation of the current government but aim to overthrow and change the entire political system.As the demonstrations appear to be leaderless and without a specific agenda, except for expressing general dissatisfaction and impatience with conditions in the country, it remains unclear, however, whether the protests will produce any of the desired changes.   Imad Harb, director of research and analysis at the Arab Center in Washington DC, writes that the protests "offer another example of an approaching, painful, and final collapse of the traditional Arab political order that has shown its impotence in addressing the myriad problems besetting Arab societies today." Furthermore, a commentary published by Middle East expert and head of research at Gulf State Analytics Giorgio Cafiero on LobeLog, posits that the recent unrest in Iraq should be interpreted in the wider context of turmoil that has been spreading all over the Arab region, as the citizens of Algeria, Egypt, Lebanon, Morocco and Sudan express their deep dissatisfaction with their corrupt governments. According to him, "it is fair to conclude that the Arab Spring has reached Iraq." Can the government regain control of the situation? The government’s brutal response to the unrest and the high number of civilian casualties has put Iraqi Prime Minister Abdel Mahdi under great pressure. Despite promising reforms and ordering a broad cabinet reshuffle, he has so far struggled to address the protesters’ complaints and instead continues to make blunder after blunder. At the beginning of October, for instance, Staff Lieutenant General Abdul-Wahab al-Saadi, widely perceived as a national hero due to his role in fighting Islamic State, was demoted. Then there is the ongoing use of live ammunition and tear gas to disperse the protesters, which could prove the final nail in the prime minister’s coffin. In such circumstances, it is highly unlikely that mere promises will be able to calm tensions in the country. What is more, the fragile coalition over which Abdel Mahdi presides has begun to crack, making his position even more uncertain. While it is hard to imagine that the current Iraqi government will be able to introduce any major reforms, since the prime minister is actually a hostage to the powerful political and paramilitary factions, Mahdi is right about one thing – in his speech after the first wave of protests he declared that there are "no magical" solutions to the problems. The problems faced by the Iraqis are so numerous and complex that many observers fear that no-one will be up to the task of delivering the much-needed reforms. Solving the social and economic crisis that is at the heart of the protests would require painful cuts to the public sector, which already employs over 3 million Iraqis, as well as removing subsidies for gas, food and electricity. Unpopular at the best of times, such measures would merely be likely to provoke more unrest in the current climate.  Last but not least, even though the protests are not sectarian in motivation, sectarianism remains firmly rooted in Iraqi society. Powerful political factions such as the pro-Iranian Fatah party of Hadi al-Ameri, the Axis party of Khamis Khanjar favoured by Iraqi Sunnis and the Barzani clan’s Kurdistan Democratic Party all aim to limit the power of Bagdad’s central government and are thus largely contributing to the impotence of the Iraqi state. International Criminal Court urges arrest of Gaddafi's son, two other fugitives

The International Criminal Court's prosecutor called Wednesday for the immediate arrest of longtime Libyan dictator Moammar Gadhafi's son and two others accused of war crimes and crimes against humanity, saying their whereabouts are known.

Fatou Bensouda told the Security Council the ICC is also continuing to investigate other alleged perpetrators of grave international crimes, and is assessing "the viability of bringing cases before the ICC in relation to migrant-related crimes in Libya."

She said her office has reliable information that Seif al-Islam Gadhafi, the late dictator's son, is believed to be in the Libyan town of Zintan, that Mahmoud al-Werfalli, a commander in the self-styled Libyan National Army is in the Benghazi area in eastern Libya, and Al-Tuhamy Mohamed Khaled, former head of the Libyan Internal Security Agency, is in Cairo.

A civil war in Libya in 2011 toppled Moammar Gadhafi, who was later killed. In the chaos that followed, the country was divided, with a weak U.N.-supported administration in Tripoli overseeing the country's west and a rival government in the east aligned with the so-called Libyan National Army led by Gen. Khalifa Hifter.

Hifter launched a surprise military offensive April 4 aimed at capturing Tripoli despite commitments to attend a national conference weeks later aimed at forming a united government and moving toward elections in the oil-rich North African country.

An array of militias loosely allied with the U.N.-supported government has been fending off the push by Hifter's forces to take the capital.

Bensouda called on Libyan authorities to surrender Seif al-Islam Gadhafi, saying they are required to arrest and surrender him to the ICC despite his appeal of the admissibility of his case. A hearing on his appeal is scheduled on Nov. 11-12.

The ICC prosecutor also demanded that the Egyptian government surrender Khaled, and that Hifter hand over al-Werfalli, whom he recently promoted from major to lieutenant colonel in the Libyan National Army.

"The three ICC fugitives stand accused of grave international crimes," Bensouda said. "These crimes include the war crimes of murder, torture, cruel treatment and outrages upon personal dignity, and the crimes against humanity of persecution, imprisonment, torture and other inhumane acts."

While the power to arrest and surrender ICC suspects rests with governments, the prosecutor said her office "is working to increase opportunities for outstanding arrest warrants to be executed."

Bensouda said that in coordination with states, her office is developing "enhanced strategies and methodologies to track and arrest suspects." She did not elaborate.

Bensouda said she is "deeply alarmed" at the grave situation in Libya and reports indicating that since Hifter launched his offensive in early April more than 100 civilians have been killed, 300 injured and 120,000 displaced.

"My team continues to examine allegations against all parties to the conflict to assess whether they bear criminal responsibility under the Rome Statute" which established the ICC, she said.

Bensouda stressed that she "will not hesitate" to pursue arrest warrants against those most responsible for alleged crimes.

As for alleged crimes against migrants in Libya, the prosecutor said her team "continues to collect and analyze documentary, digital and testimonial evidence relating to alleged crimes committed in detention centers."

The ICC is assessing "the viability" of pursuing such cases "based on this evidence-driven process," Bensouda said.

Bensouda said her office is also actively assisting other countries that are investigating and prosecuting individuals who allegedly have committed crimes against migrants in Libya.

The prosecutor said she was pleased to inform the council that this cooperation "has borne fruit" and facilitated progress in a number of investigations and prosecutions relating to crimes against migrants.

Three NGOs and a digital rights platform from Germany including Reporters Without Borders (RSF Germany), The Society for Civil Rights (GFF), the European Center for Constitutional and Human Rights (ECCHR) this month filed a criminal lawsuit against FinFisher, a German company that develops and markets the spyware called FinSpy, for illegally exporting their software to Turkey. The Munich public prosecutor has launched an investigation into the charges. 

The matter is not new for those who follow this field; reports of FinSpy's use against the opposition in Turkey have been circulating for years. This latest episode is based on the claim that the Turkish government planted the software on a fake website designed to attract people interested in, or involved with the Adalet website, which was originally created to facilitate the coordination of opposition during 2017 protest marches. 

According to the claims, this site contained an app that infected the users' devices with FinSpy, which has many capabilities that can completely undermine the privacy of the individuals who used their devices, opening up opportunities for the Turkish government to abuse information to put pressure on opposition figures. At this point, this is a claim that is still being investigated, but it is well known that intelligence agencies, governments, and even third parties routinely utilise spyware for multiple purposes.

Installing antivirus or privacy protection software is no guarantee against such tools, which are designed to evade such measures. Regardless of the result of the German court case, such tools will continue to proliferate in the foreseeable future. As early as six years ago, researchers from the Citizen Lab at the University of Toronto found servers operating FinSpy in 25 countries including Australia, Britain, Canada, Germany, India, Indonesia, Japan, the Netherlands, Qatar and the United States. 

In some cases, the sale and use of FinSpy happened through legal channels, but in an age when the proliferation of extremely complex and costly programmes such as nuclear weapons cannot be fully controlled, to suggest that uncontrolled proliferation of mere software is difficult as it is bound by legal frameworks would be ludicrous. There have already been multiple reports of state actors using FinSpy to monitor their populations and suppress dissent, as the Turkish example also suggests.

And FinSpy is by no means the only tool used by states for such purposes; another recent report of abuse, also revealed by the Citizen Lab in 2018 shows that spyware called Pegasus, developed by Israeli company NSO Group was used by a number of countries. Citizen Lab also found that at least 10 operators of the spyware "appear to be engaged in cross-border surveillance". In total, the report found Pegasus infections in 45 countries.

When it comes to the proliferation of surveillance software, states are not the only interested audience; from businesses to hacker groups (ethical or otherwise), from criminal organisations to terrorist organisations, there is an enormous and chaotic marketplace for such tools, and proliferation happens at every level. In the case of Pegasus, a former employee of NSO Group was charged with stealing the spyware and trying to sell it for $50 million over the dark web. 

Much of the code of FinSpy was found to have been copied and used by the hacker group StrongPity, which staged numerous "Man-in-the-Middle (MiTM)" attacks in recent years, especially in Turkey (but also in Belgium, Italy and Syria). In other words, FinFisher did not have to sell anything illegally to anyone; its code and methods could be compromised by one of many hacker groups. 

Proliferation does not only happen through illicit or illegal means. In 2016, it was found that Turk Telekom had used Sandvine/Procera Networks Deep Packet Inspection (DPI) devices to deliver FinSpy to users who wanted to download Windows applications. Similar claims were made for Telecom Egypt, as well. When the U.S.-based company Procera, which operates branches in Canada and Sweden, became aware through its engineers in Sweden that its products were used by Turk Telekom, senior technical engineer Kriss Andsten resigned, sending a company-wide email that said: "I do not wish to spend the rest of my life with the regret of having been a part of Erdoğan’s insanity, so I'm out." 

According to Forbes, the initial request by Turk Telekom through a proxy had been deemed legitimate by senior figures at the company. But it turned out that Turk Telekom did not just request usernames and passwords, but also the IP addresses of the users, as well as a list of sites they visited.

The strength of the software that was sold to Turkey was likened to a tool used by the National Security Agency in its capabilities by computer security researchers.

If you thought that the major threat to your privacy came from businesses and social media, consider the fact that the motivations of most businesses involve profit, and the legal tools at their disposal can only collect so much. While this is not taken lightly, it is the tip of the iceberg. What about tools built from the ground up to spy on your every activity, designed to avoid detection, tools capable of reading all your messages, including encrypted ones, tools capable of locating your location at any given time with great precision, tools that can not only access your most intimate personal information, but are capable of acting on your behalf using your own equipment?" Do not forget, these tools are primarily being used by state actors with vast resources, in addition to other groups.

Turkey has been accused time and again of abusing human rights, including the right to privacy. In all three examples above, Turkey was one of the top consumers of spyware. This is not a coincidence.

THE chairman, House of Representatives Committee on Aviation, Honourable Nnoli Nnaji has declared that immediate job loss resulting from downsizing will be the biggest challenge that may confront Nigeria in its determination to embark on privatization of some airports.


Speaking at the 2019 NigerianTravelsmart (NTM) colloquium held in Lagos, Nnaji cited how the airports presently absorb a lot of Nigerians seeking for jobs, but added that unfortunately the size of the airports has not significantly changed.


Besides, Nnaji cited what he called  “the peculiarity of Nigerian airports, development model and the critical role the airport plays where it is seen as catalyst for business activities, does not necessarily make profit as long as it meets the social economic needs.”


According to him, he referred to the ongoing national security issues, through which he cautioned that the nation’s gateway may be open to abuse.


Speaking on passenger traffic, Nnaji described Nigeria as a great nation, but lamented that its air transportation usability was far below its population ratio, making some airport locations redundant while some are overly active, which he said was as a result of low middle class capacity.


He also made mention of the Act that set up the Federal Airports Authority of Nigeria (FAAN) which he said gave it the power to dominate in an area that can be open for private sector entry thus calling for a review of the Act.

“I have had the opportunity of reading through the report of Nigeria’s Annual Airport Business Summit for 2017, 2018 and 2019, organized by FCI International limited each of these reports show consistently that the biggest challenge to airport concession in Nigeria is first and foremost the fear of ‘Job Loss’.


“The 2019 report of the Summit suggested steps that can be taken before a successful airport privatization is achieved, following the peculiarities of Nigeria’s airport development structure as itemized earlier. The Summit further suggested the unbundling of Federal Airport Authority of Nigeria, which will help to address the basic problem of job loss and unemployment.


“However, the unbundling of FAAN may lead to a more efficient and progressive airport development and an enabling environment that will attract private sector investments and tourism development in Nigeria.”


The three organizations that are being proposed to emerge from the process include: Nigeria Airport Development Agency which shall have the authority and capacity to process, supervise, monitor and forecast the development of airports in Nigeria.


The proposed agency will advise, check the capability, practicability of interests and applications in line with developmental needs, security approvals and compliance to NCAA regulations. This will help address both aeronautical and non-aeronautical business matters for both private and public airport developmental interests.


Airport Management Company PLC, another organization being proposed shall


be a limited liability company or public quoted company with less than 20% shares held by the Federal Government of Nigeria while the remaining shares shall be sold.


According to Nnaji; “This shall be a first class global company with the sole function of engaging in airport operations and management worldwide. The company shall compete and bid for the management, operation of FAAN airports and other airports worldwide. It shall be allowed to develop its structure and business model without government interference.


The third organization being proposed is the Federal Airports Property Company Ltd which shall be the owner and custodian of all Federal Airports Lands and Properties where Government can invest in airport development but not in its operations.


“The argument may be endless, but the important thing here is that we need functional airport services that will balance the observed variance of the International Air Transport Association (IATA) and the quest of Airport Council International (ACI) to liberalize the airports. The ultimate beneficiary should be the airport users so that commuters can commute safely and in a secured manner,reliably, efficiently and affordably.


“Therefore to which ever direction we choose to go, the regulatory frame work that will ensure proper guidance on the operations of privatized airports in the country or government running of airports like in Egypt and Ethiopia, will need to be instituted and this still requires further debate that will enable a well-structured economic regulation that ultimately ensures air transport safety.”

Garlic, a member of the Allium family and cousin to the onion, scallion, chive and shallot, has had a reputation for being a cure-all for centuries. Egyptian pyramid builders used it for strength; ancient Greeks used it as a laxative; Europeans used it to repel the plague; WWII soldiers used it as an antibiotic for battle wounds. Then, of course, there's its reputed ability to ward off vampires. Despite its distinctive, lingering odor, garlic is still one of herbal medicines most popular healers today.

There are over 100 sulfur compounds in garlic, some of which have therapeutic properties when ingested raw. Allin, allicin and ajoene are some of the chemicals responsible for garlic's curative powers. It has been noted that cultures that eat a lot of garlic, like the Italians and Spanish, tend to have lower rates of heart disease. Studies show that garlic can make platelets less sticky and less prone to clogging the arteries. It is an anticoagulant that can inhibit plaque formation and widen blood vessels, thereby lowering blood pressure. Recent research has been looking into garlic's potential role in lowering cholesterol and triglyceride levels in the blood. There is even some evidence to suggest that it slows the growth of tumors and may help prevent some forms of cancer.

Garlic is a powerful antioxidant that has anti-infection qualities, something proved by Luis Pasteur back in the 19th century. It strengthens the immune system and quells bacteria, viruses and fungi to prevent ailments like colds, flu, athletes foot, swimmer's ear and other infectious diseases. Some skin conditions such as insect bites and warts may also benefit from a topical application of crushed garlic.

Many people are put off by the pungent odor that eating raw garlic brings to their breath and skin, and even some supplements can cause one to burp malodorously. Look for enteric-coated capsules of garlic powder or deodorized garlic preparations if you want to avoid this unpleasant side effect.

Akhnaten, Philip Glass’ “Egyptian opera,” opening at the Metropolitan Opera this weekend, premiered in 1984 and since then has been produced in many different stagings, primarily in European cities, where the composer has a very large and enthusiastic audience. Akhnaten’s American production story has been much more modest. In New York, it was first staged at the New York City Opera when that company was directed by Beverly Sills.

Three decades ago Glass was still thought of as an avant-garde downtown composer. Uptown audiences, especially those who went to the Metropolitan Opera, were not yet ready for his heady minimalist music and his extravagant theater-music conceptions. As co-author of Akhnaten’s libretto, and as compiler and translator of its vocal texts, I have traveled to consult on and see at least a dozen of the opera’s productions in cities around the world. But as a native New Yorker, I can’t help but being especially thrilled anticipating its reception at the Metropolitan Opera. For it was in 1956, at the “old” Metropolitan Opera House (before Lincoln Center was built in the early 1960s) that I saw my first opera—a performance of Verdi’s great “Egyptian opera” Aida, which featured a live elephant and made a deep impression on me, perhaps leading to a lifelong interest in matters Egyptian and Middle Eastern.

I.

Aeon: Post-Em­piri­cal Science Is An Oxy­moron And It is Danger­ous:

There is no agreed crite­rion to dis­t­in­guish sci­ence from pseu­do­science, or just plain or­di­nary bul­lshit, open­ing the door to all man­ner of meta­physics mas­querad­ing as sci­ence. This is ‘post-em­piri­cal’ sci­ence, where truth no longer mat­ters, and it is po­ten­tially very dan­ger­ous.

It’s not difficult to find re­cent ex­am­ples. On 8 June 2019, the front cover of New Scien­tist mag­a­z­ine boldly de­clared that we’re ‘In­side the Mir­ror­verse’. Its ed­i­tors bid us ‘Wel­come to the par­allel re­al­ity that’s hid­ing in plain sight’. […]

[Some physi­cists] claim that neu­trons [are] flit­ting be­tween par­allel uni­verses. They ad­mit that the chances of prov­ing this are ‘low’, or even ‘zero’, but it doesn’t re­ally mat­ter. When it comes to grab­bing at­ten­tion, invit­ing that all-im­por­tant click, or pur­chase, spec­u­la­tive meta­physics wins hands down.

Th­ese the­o­ries are based on the no­tion that our Uni­verse is not unique, that there ex­ists a large num­ber of other uni­verses that some­how sit alongside or par­allel to our own. For ex­am­ple, in the so-called Many-Wor­lds in­ter­pre­ta­tion of quan­tum me­chan­ics, there are uni­verses con­tain­ing our par­allel selves, iden­ti­cal to us but for their differ­ent ex­pe­riences of quan­tum physics. Th­ese the­o­ries are at­trac­tive to some few the­o­ret­i­cal physi­cists and philoso­phers, but there is ab­solutely no em­piri­cal ev­i­dence for them. And, as it seems we can’t ever ex­pe­rience these other uni­verses, there will never be any ev­i­dence for them. As Brous­sard ex­plained, these the­o­ries are suffi­ciently slip­pery to duck any kind of challenge that ex­per­i­men­tal­ists might try to throw at them, and there’s always some­one happy to keep the idea al­ive.

Is this re­ally sci­ence? The an­swer de­pends on what you think so­ciety needs from sci­ence. In our post-truth age of ca­sual lies, fake news and al­ter­na­tive facts, so­ciety is un­der ex­traor­di­nary pres­sure from those push­ing po­ten­tially dan­ger­ous an­ti­scien­tific pro­pa­ganda – rang­ing from cli­mate-change de­nial to the anti-vaxxer move­ment to home­o­pathic medicines. I, for one, pre­fer a sci­ence that is ra­tio­nal and based on ev­i­dence, a sci­ence that is con­cerned with the­o­ries and em­piri­cal facts, a sci­ence that pro­motes the search for truth, no mat­ter how tran­sient or con­tin­gent. I pre­fer a sci­ence that does not read­ily ad­mit the­o­ries so vague and slip­pery that em­piri­cal tests are ei­ther im­pos­si­ble or they mean ab­solutely noth­ing at all.

As always, a sin­gle quote doesn’t do the ar­gu­ment jus­tice, so go read the ar­ti­cle. But I think this cap­tures the ba­sic ar­gu­ment: mul­ti­verse the­o­ries are bad, be­cause they’re untestable, and untestable sci­ence is pseu­do­science.

Many great peo­ple, both philoso­phers of sci­ence and prac­tic­ing sci­en­tists, have already dis­cussed the prob­lems with this point of view. But none of them lay out their ar­gu­ment in quite the way that makes the most sense to me. I want to do that here, with­out claiming any origi­nal­ity or spe­cial ex­per­tise in the sub­ject, to see if it helps con­vince any­one else.

II.

Con­sider a clas­sic ex­am­ple: mod­ern pa­le­on­tol­ogy does a good job at pre­dict­ing dinosaur fos­sils. But the cre­ation­ist ex­pla­na­tion – Satan buried fake dinosaur fos­sils to mis­lead us – also pre­dicts the same fos­sils (we as­sume Satan is good at dis­guis­ing his ex­is­tence, so that the lack of other strong ev­i­dence for Satan doesn’t con­tra­dict the the­ory). What prin­ci­ples help us re­al­ize that the Satan hy­poth­e­sis is ob­vi­ously stupid and the usual pa­le­on­tolog­i­cal one more plau­si­ble?

One bad re­sponse: pa­le­on­tol­ogy can bet­ter pre­dict char­ac­ter­is­tics of dinosaur fos­sils, us­ing ar­gu­ments like “since ple­siosaurs are aquatic, they will be found in ar­eas that were un­der­wa­ter dur­ing the Me­so­zoic, but since tyran­nosaurs are ter­res­trial, they will be found in ar­eas that were on land”, and this makes it bet­ter than the Satan hy­poth­e­sis, which can only retro­d­ict these char­ac­ter­is­tics. But this isn’t quite true: since Satan is try­ing to fool us into be­liev­ing the mod­ern pa­le­on­tol­ogy paradigm, he’ll hide the fos­sils in ways that con­form to its pre­dic­tions, so we will pre­dict ple­siosaur fos­sils will only be found at sea – oth­er­wise the gig would be up!

A sec­ond bad re­sponse: “The hy­poth­e­sis that all our find­ings were planted to de­ceive us bleeds into con­spir­acy the­o­ries and touches on the prob­lem of skep­ti­cism. Th­ese things are in­her­ently out­side the realm of sci­ence.” But ar­chae­olog­i­cal find­ings are very of­ten de­liber­ate hoaxes planted to de­ceive ar­chae­ol­o­gists, and in prac­tice ar­chae­ol­o­gists con­sider and test that hy­poth­e­sis the same way they con­sider and test ev­ery other hy­poth­e­sis. Rule this out by fiat and we have to ac­cept Pilt­down Man, or at least claim that the peo­ple ar­gu­ing against the ve­rac­ity of Pilt­down Man were do­ing some­thing other than Science.

A third bad re­sponse: “Satan is su­per­nat­u­ral and sci­ence is not al­lowed to con­sider su­per­nat­u­ral ex­pla­na­tions.” Fine then, re­place Satan with an alien. I think this is a stupid dis­tinc­tion – if demons re­ally did in­terfere in earthly af­fairs, then we could in­ves­ti­gate their ac­tions us­ing the same meth­ods we use to in­ves­ti­gate ev­ery other pro­cess. But this would take a long time to ar­gue well, so for now let’s just stick with the alien.

A fourth bad re­sponse: “There is no em­piri­cal test that dis­t­in­guishes the Satan hy­poth­e­sis from the pa­le­on­tol­ogy hy­poth­e­sis, there­fore the Satan hy­poth­e­sis is in­her­ently un­falsifi­able and there­fore pseu­do­scien­tific.” But this can’t be right. After all, there’s no em­piri­cal test that dis­t­in­guishes the pa­le­on­tol­ogy hy­poth­e­sis from the Satan hy­poth­e­sis! If we call one of them pseu­do­science based on their in­sep­a­ra­bil­ity, we have to call the other one pseu­do­science too!

A naive Pop­pe­rian (which maybe no­body re­ally is) would have to stop here, and say that we pre­dict dinosaur fos­sils will have such-and-such char­ac­ter­is­tics, but that ques­tions like that pro­cess that drives this pat­tern – a long-dead ecosys­tem of ac­tual dinosaurs, or the Devil plant­ing dinosaur bones to de­ceive us – is a mys­ti­cal ques­tion be­yond the abil­ity of Science to even con­ceiv­ably solve.

I think the cor­rect re­sponse is to say that both the­o­ries ex­plain the data, and one can­not em­piri­cally test which the­ory is true, but the pa­le­on­tol­ogy the­ory is more el­e­gant (I am tempted to say “sim­pler”, but that might im­ply I have a rigor­ous math­e­mat­i­cal defi­ni­tion of the form of sim­plic­ity in­volved, which I don’t). It re­quires fewer other weird things to be true. It in­volves fewer other hid­den vari­ables. It trans­forms our wor­ld­view less. It gets a cleaner shave with Oc­cam’s Ra­zor. This el­e­gance is so im­por­tant to us that it ex­plains our vast prefer­ence for the first the­ory over the sec­ond.

A long tra­di­tion of philoso­phers of sci­ence have already writ­ten elo­quently about this, summed up by Sean Car­roll here:

What makes an ex­pla­na­tion “the best.” Thomas Kuhn ,af­ter his in­fluen­tial book The Struc­ture of Scien­tific Revolu­tions led many peo­ple to think of him as a rel­a­tivist when it came to sci­en­tific claims, at­tempted to cor­rect this mis­im­pres­sion by offer­ing a list of crite­ria that sci­en­tists use in prac­tice to judge one the­ory bet­ter than an­other one: ac­cu­racy, con­sis­tency, broad scope, sim­plic­ity, and fruit­ful­ness. “Ac­cu­racy” (fit­ting the data) is one of these crite­ria, but by no means the sole one. Any work­ing sci­en­tist can think of cases where each of these con­cepts has been in­voked in fa­vor of one the­ory or an­other. But there is no un­am­bigu­ous al­gorithm ac­cord­ing to which we can feed in these crite­ria, a list of the­o­ries, and a set of data, and ex­pect the best the­ory to pop out. The way in which we judge sci­en­tific the­o­ries is in­escapably re­flec­tive, messy, and hu­man. That’s the re­al­ity of how sci­ence is ac­tu­ally done; it’s a mat­ter of judg­ment, not of draw­ing bright lines be­tween truth and falsity or sci­ence and non-sci­ence. For­tu­nately, in typ­i­cal cases the ac­cu­mu­la­tion of ev­i­dence even­tu­ally leaves only one vi­able the­ory in the eyes of most rea­son­able ob­servers.

The dinosaur hy­poth­e­sis and the Satan hy­poth­e­sis both fit the data, but the dinosaur hy­poth­e­sis wins hands-down on sim­plic­ity. As Car­roll pre­dicts, most rea­son­able ob­servers are able to con­verge on the same solu­tion here, de­spite the philo­soph­i­cal com­plex­ity.

III.

I’m start­ing with this ex­treme case be­cause its very ex­trem­ity makes it eas­ier to see the mechanism in ac­tion. But I think the same pro­cess ap­plies to other cases that peo­ple re­ally worry about.

Con­sider the rid­dle of the Sphinx. There’s pretty good ar­chae­olog­i­cal ev­i­dence sup­port­ing the con­sen­sus po­si­tion that it was built by Pharaoh Khafre. But there are a few holes in that story, and a few scat­tered ar­ti­facts sug­gest it was ac­tu­ally built by Pharaoh Khufu; a re­spectable minor­ity of ar­chae­ol­o­gists be­lieve this. And there are a few anoma­lies which, if taken wildly out of con­text, you can use to tell a story that it was built long be­fore Egypt ex­isted at all, maybe by At­lantis or aliens.

So there are three com­pet­ing hy­pothe­ses. All of them are con­sis­tent with cur­rent ev­i­dence (even the At­lantis one, which was writ­ten af­ter the cur­rent ev­i­dence was found and care­fully adds enough epicy­cles not to blatantly con­tra­dict it). Per­haps one day ev­i­dence will come to light that sup­ports one above the oth­ers; maybe in some un­ex­ca­vated tomb, a hi­ero­glyphic tablet says “I cre­ated the Sphinx, sincerely yours, Pharaoh Khufu”. But maybe this won’t hap­pen. Maybe we already have all the Sphinx-re­lated ev­i­dence we’re go­ing to get. Maybe the in­for­ma­tion nec­es­sary to dis­t­in­guish among these hy­pothe­ses has been ut­terly lost be­yond any con­ceiv­able abil­ity to re­con­struct.

I don’t want to say “No hy­poth­e­sis can be tested any fur­ther, so Science is use­less to us here”, be­cause then we’re forced to con­clude stupid things like “Science has no opinion on whether the Sphinx was built by Khafre or At­lanteans,” whereas I think most sci­en­tists would ac­tu­ally have very strong opinions on that.

But what about the ques­tion of whether the Sphinx was built by Khafre or Khufu? This is a real open ques­tion with re­spectable ar­chae­ol­o­gists on both sides; what can we do about it?

I think the an­swer would have to be: the same thing we did with the Satan vs. pa­le­on­tol­ogy ques­tion, only now it’s a lot harder. We try to figure out which the­ory re­quires fewer other weird things to be true, fewer hid­den vari­ables, less trans­for­ma­tion of our wor­ld­view – which the­ory works bet­ter with Oc­cam’s Ra­zor. This is rel­a­tively easy in the At­lantis case, and hard but po­ten­tially pos­si­ble in the Khafre vs. Khufu case.

(Bayesi­ans can rephrase this to: given that we have a cer­tain amount of ev­i­dence for each, can we quan­tify ex­actly how much ev­i­dence, and what our pri­ors for each should be. It would end not with a de­ci­sive vic­tory of one or the other, but with a prob­a­bil­ity dis­tri­bu­tion, maybe 80% chance it was Khafre, 20% chance it was Khufu)

I think this is a to­tally le­gi­t­i­mate thing for Egyp­tol­o­gists to do, even if it never re­sults in a par­tic­u­lar testable claim that gets tested. If you don’t think it’s a le­gi­t­i­mate thing for Egyp­tol­o­gists to do, I have trou­ble figur­ing out how you can jus­tify Egyp­tol­o­gists re­ject­ing the At­lantis the­ory.

(Again, Bayesi­ans would start with a very low prior for At­lantis, and as­sess the ev­i­dence as very low, and end up with a prob­a­bil­ity dis­tri­bu­tion some­thing like Khafre 80%, Khufu 19.999999%, At­lantis 0.000001%)

IV.

How does this re­late to things like mul­ti­verse the­ory? Be­fore we get there, one more hokey ex­am­ple:

Sup­pose sci­en­tists mea­sure the mass of one par­ti­cle at 32.604 units, the mass of an­other re­lated par­ti­cle at 204.897 units, and the mass of a third re­lated par­ti­cle at 4452.767 units. For a while, this is just how things are – it seems to be an ir­re­ducible brute fact about the uni­verse. Then some the­o­rist no­tices that if you set the mass of the first par­ti­cle as x, then the sec­ond is 2πx and the third is 43 πx^2. They the­o­rize that per­haps the quan­tum field forms some sort of ex­tradi­men­sional sphere, the first par­ti­cle rep­re­sents a di­ame­ter of a great cir­cle of the sphere, the sec­ond the cir­cum­fer­ence of the great cir­cle, and the third the vol­ume of the sphere.

(please ex­cuse the stu­pidity of my ex­am­ple, I don’t know enough about physics to come up with some­thing that isn’t stupid, but I hope it will illus­trate my point)

In fact, imag­ine that there are a hun­dred differ­ent par­ti­cles, all with differ­ent masses, and all one hun­dred have masses that perfectly cor­re­spond to var­i­ous math­e­mat­i­cal prop­er­ties of spheres.

Is the per­son who made this dis­cov­ery do­ing Science? And should we con­sider their the­ory a use­ful con­tri­bu­tion to physics?

I think the an­swer is clearly yes. But con­sider what this com­mits us to. Sup­pose the sci­en­tist came up with their Ex­tradi­men­sional Sphere hy­poth­e­sis af­ter learn­ing the masses of the rele­vant par­ti­cles, and so it has not pre­dicted any­thing. Sup­pose the ex­tradi­men­sional sphere is out­side nor­mal space, curled up into some di­men­sion we can’t pos­si­bly ac­cess or test with­out a par­ti­cle ac­cel­er­a­tor the size of the moon. Sup­pose there are no undis­cov­ered par­ti­cles in this set that can be tested to see if they also re­flect sphere-re­lated pa­ram­e­ters. This the­ory is ex­actly the kind of postem­piri­cal, meta­phys­i­cal con­struct that the Aeon ar­ti­cle sav­ages.

But it’s re­ally com­pel­ling. We have a hun­dred differ­ent par­ti­cles, and this the­ory retro­d­icts the prop­er­ties of each of them perfectly. And it’s so sim­ple – just say the word “sphere” and the rest falls out nat­u­rally! You would have to be crazy not to think it was at least pretty plau­si­ble, or that the sci­en­tist who de­vel­oped it had done some good work.

Nor do I think it seems right to say “The dis­cov­ery that all of our un­ex­plained vari­ables perfectly match the pa­ram­e­ters of a sphere is good, but the hy­poth­e­sis that there re­ally is a sphere is out­side the bounds of Science.” That sounds too much like say­ing “It’s fine to say dinosaur bones have such-and-such char­ac­ter­is­tics, but we must never spec­u­late about what kind of pro­cess pro­duced them, or whether it in­volved ac­tual dinosaurs”.

V.

My un­der­stand­ing of the mul­ti­verse de­bate is that it works the same way. Scien­tists ob­serve the be­hav­ior of par­ti­cles, and find that a mul­ti­verse ex­plains that be­hav­ior more sim­ply and el­e­gantly than not-a-mul­ti­verse.

One (doubtless ex­ag­ger­ated) way I’ve heard mul­ti­verse pro­po­nents ex­plain their po­si­tion is like this: in cer­tain situ­a­tions the math de­clares two con­tra­dic­tory an­swers – in the clas­sic ex­am­ple, Schrod­inger’s cat will be both al­ive and dead. But when we open the box, we see only a dead cat or an al­ive cat, not both. Mul­ti­verse op­po­nents say “Some un­known force steps in at the last sec­ond and de­stroys one of the pos­si­bil­ity branches”. Mul­ti­verse pro­po­nents say “No it doesn’t, both pos­si­bil­ity branches hap­pen ex­actly the way the math says, and we end up in one of them.”

Tak­ing this ex­ag­ger­ated dumbed-down ac­count as ex­actly right, this sounds about as hard as the dinosaurs-vs-Satan ex­am­ple, in terms of figur­ing out which is more Oc­cam’s Ra­zor com­pli­ant. I’m sure the re­al­ity is more nu­anced, but I think it can be judged by the same pro­cess. Per­haps this is the kind of rea­son­ing that only gets us to a 90% prob­a­bil­ity there is a mul­ti­verse, rather than a 99.999999% one. But I think de­ter­min­ing that the­o­ries have 90% prob­a­bil­ity is a rea­son­able sci­en­tific thing to do.

At times, the Aeon ar­ti­cle seems to flirt with ad­mit­ting that some­thing like this is nec­es­sary:

Such prob­lems were judged by philoso­phers of sci­ence to be in­sur­mountable, and Pop­per’s falsifi­a­bil­ity crite­rion was aban­doned (though, cu­ri­ously, it still lives on in the minds of many prac­tis­ing sci­en­tists). But rather than seek an al­ter­na­tive, in 1983 the philoso­pher Larry Lau­dan de­clared that the de­mar­ca­tion prob­lem is ac­tu­ally in­tractable, and must there­fore be a pseudo-prob­lem. He ar­gued that the real dis­tinc­tion is be­tween knowl­edge that is re­li­able or un­re­li­able, ir­re­spec­tive of its prove­nance, and claimed that terms such as ‘pseu­do­science’ and ‘un­scien­tific’ have no real mean­ing.

But it always jumps back from the precipice:

So, if we can’t make use of falsifi­a­bil­ity, what do we use in­stead? I don’t think we have any real al­ter­na­tive but to adopt what I might call the em­piri­cal crite­rion. De­mar­ca­tion is not some kind of bi­nary yes-or-no, right-or-wrong, black-or-white judg­ment. We have to ad­mit shades of grey. Pop­per him­self was ready to ac­cept this, [say­ing]:

“The crite­rion of de­mar­ca­tion can­not be an ab­solutely sharp one but will it­self have de­grees. There will be well-testable the­o­ries, hardly testable the­o­ries, and non-testable the­o­ries. Those which are non-testable are of no in­ter­est to em­piri­cal sci­en­tists. They may be de­scribed as meta­phys­i­cal.”

Here, ‘testa­bil­ity’ im­plies only that a the­ory ei­ther makes con­tact, or holds some promise of mak­ing con­tact, with em­piri­cal ev­i­dence. It makes no pre­sump­tions about what we might do in light of the ev­i­dence. If the ev­i­dence ver­ifies the the­ory, that’s great – we cel­e­brate and start look­ing for an­other test. If the ev­i­dence fails to sup­port the the­ory, then we might pon­der for a while or tin­ker with the aux­iliary as­sump­tions. Either way, there’s a ten­sion be­tween the meta­phys­i­cal con­tent of the the­ory and the em­piri­cal data – a ten­sion be­tween the ideas and the facts – which pre­vents the meta­physics from get­ting com­pletely out of hand. In this way, the meta­physics is tamed or ‘nat­u­ral­ised’, and we have some­thing to work with. This is sci­ence.

But as we’ve seen, many things we re­ally want to in­clude as sci­ence are not testable: our cre­dence for real dinosaurs over Satan plant­ing fos­sils, our cre­dence for Khafre build­ing the Sphinx over Khufu or At­lanteans, or el­e­gant pat­terns that ex­plain the fea­tures of the uni­verse like the Ex­tradi­men­sional-Sphere The­ory.

The Aeon ar­ti­cle is aware of Car­roll’s work – which, along with the para­graph quoted in Sec­tion II above, in­cludes a lot of de­tailed Bayesian rea­son­ing en­com­pass­ing ev­ery­thing I’ve dis­cussed. But the ar­ti­cle dis­misses it in a few sen­tences:

Sean Car­roll, a vo­cal ad­vo­cate for the Many-Wor­lds in­ter­pre­ta­tion, prefers ab­duc­tion, or what he calls ‘in­fer­ence to the best ex­pla­na­tion’, which leaves us with the­o­ries that are merely ‘par­si­mo­nious’, a mat­ter of judg­ment, and ‘still might rea­son­ably be true’. But whose judg­ment? In the ab­sence of facts, what con­sti­tutes ‘the best ex­pla­na­tion’?

Car­roll seeks to dress his no­tion of in­fer­ence in the cloth of re­spectabil­ity pro­vided by some­thing called Bayesian prob­a­bil­ity the­ory, hap­pily over­look­ing its en­tirely sub­jec­tive na­ture. It’s a short step from here to the the­o­rist-turned-philoso­pher Richard Dawid’s efforts to jus­tify the string the­ory pro­gramme in terms of ‘the­o­ret­i­cally con­firmed the­ory’ and ‘non-em­piri­cal the­ory as­sess­ment’. The ‘best ex­pla­na­tion’ is then based on a choice be­tween purely meta­phys­i­cal con­structs, with­out refer­ence to em­piri­cal ev­i­dence, based on the ap­pli­ca­tion of a prob­a­bil­ity the­ory that can be read­ily en­g­ineered to suit per­sonal prej­u­dices.

“A choice be­tween purely meta­phys­i­cal con­structs, with­out refer­ence to em­piri­cal ev­i­dence” sounds pretty bad, un­til you re­al­ize he’s talk­ing about the same rea­son­ing we use to de­ter­mine that real dinosaurs are more likely than Satan plant­ing fos­sils.

I don’t want to go over the ex­act ways in which Bayesian meth­ods are sub­jec­tive (which I think are over­es­ti­mated) vs. ob­jec­tive. I think it’s more fruit­ful to point out that your brain is already us­ing Bayesian meth­ods to in­ter­pret the pho­tons strik­ing your eyes into this sen­tence, to make snap de­ci­sions about what sense the words are used in, and to in­te­grate them into your model of the world. If Bayesian meth­ods are good enough to give you ev­ery sin­gle piece of ev­i­dence about the na­ture of the ex­ter­nal world that you have ever en­coun­tered in your en­tire life, I say they’re good enough for sci­ence.

Or if you don’t like that, you can use the ex­pla­na­tion above, which barely uses the word “Bayes” at all and just de­scribes ev­ery­thing in terms like “Oc­cam’s Ra­zor” and “you wouldn’t want to con­clude some­thing like that, would you?”

I know there are sep­a­rate de­bates about whether this kind of rea­son­ing-from-sim­plic­ity is ac­tu­ally good enough, when used by or­di­nary peo­ple, to con­sis­tently ar­rive at truth. Or whether it’s a pro­duc­tive way to con­duct sci­ence that will give us good new the­o­ries, or a waste of ev­ery­body’s time. I sym­pa­thize with some these con­cerns, though I am nowhere near sci­en­tifi­cally ed­u­cated enough to have an ac­tual opinion on the ques­tions at play.

But I think it’s im­por­tant to ar­gue that even be­fore you de­scribe the ad­van­tages and dis­ad­van­tages of the com­pli­cated Bayesian math that lets you do this, some­thing like this has to be done. The untestable is a fun­da­men­tal part of sci­ence, im­pos­si­ble to re­move. We can de­bate how to ex­plain it. But deny­ing it isn’t an op­tion.

About 12,000 years ago, the Neolithic Revolution marked the transition in human history from nomadic hunting and gathering to settling in permanent communities. In all probability, from that time forward mankind has fantasized about a city of the future.

Plato’s Atlantis was the source of inspiration for numerous literary and Utopian concepts, some of which have survived to this day.

Many a child of the Silent Generation can vividly recall watching the 1939 movie “Wizard of Oz” — following Dorothy and the gang along the yellow brick road to the gleaming Emerald City. And how many kids in the 1960s were left wishing they too lived in Orbit City where, like the Jetsons, they could fly to school and have a robot maid.

More recently, we can thank Walt Disney Studios for creating Tomorrowland, a 2015 movie filled with sleek buildings and teeming with robots, jet packs and space ships. The plot merited a barrage of rotten tomatoes but the filmmaker’s vision of what a city of the future might look like certainly fired the imagination.

Fictional renditions of the post-modern metropolis aside, we’ve discovered a number of real-life brick-and-mortar — or rather, glass, steel, ashcrete and carbon fiber — developments that suggest that cities of the future may be nearer at hand than we think.

Songdo, South Korea, is generally recognized as the world’s first smart city. Built on 1,500 acres of reclaimed land near Incheon, it is a low-carbon, eco-friendly, master-planned metropolis that is loaded with technological innovations.

The city’s buildings and streets bristle with sensors that monitor everything from energy use to traffic flow. The district boasts more than 20 million square feet of LEED-certified space, the highest concentration of LEED-certified projects in the world.

Pneumatic tubes send trash from residential units to an underground waste facility where it’s sorted and then recycled or burned for energy generation. Lighting, temperature controls and appliances can be adjusted via a central control panel or remotely from a cellphone. There’s a state-of-the-art water recycling facility and generous swaths of greenery sprinkled throughout — the largest one being the 100-acre seaside park modeled and named after New York City’s Central Park.

Trikala, Greece, may seem an unlikely candidate for a leading smart city, owing to its remote location in the country’s agricultural heartland. Inspired by an innovative, tech-savvy mayor who collaborated with the European Commission and some of the continent’s major tech companies, Trikala has taken a big step into the future.

The most substantial impact on residents’ lives was the digitalization of municipal operations, including an e-complaint system to help speed up services, traffic light monitoring and control, a driverless bus system, and the implementation of robotics labs in the city’s public schools.

A few American communities have made some promising futuristic advances as well.

Thanks to a huge 75 MW solar facility built by Florida Power & Light, the small Florida town of Babcock Ranch, just northeast of Fort Myers, has become the country’s first completely solar-powered community — and the first to introduce a self-driving public shuttle network. The town, with a potential for 50,000 fiber-optically connected residents, was designed and constructed from scratch by developers Kitson & Partners, in coordination with state and local governments.

Emerging from a gritty railyard on Manhattan’s West Side, Hudson Yards is a bold $25 billion development that touts itself as “Tomorrow’s City Today,” and is on its way to becoming the largest real estate development in United States history. This grove of crystalline skyscrapers comprises a mixed-use business, retail and residential complex, encompassing 18 million square feet of built space and about 15 acres of open public space.

Hudson Yards is seen as a cutting-edge model for the future of so-called smart cities, i.e., those with fully integrated infrastructures where internet and communications systems, water services, and electrical and power grids are all connected and unified. Although one critic described it as a “surface spectacle,” big name business (BlackRock, Warner Media, L’Oreal) and retail (Neiman Marcus, Dior, Gucci) have enthusiastically embraced the development.

Apartments and condos are reportedly filling at a rapid clip. A second phase of the project is slated to open in 2025.

Another exciting smart city concept being advanced internationally is Saudi Arabia’s planned Red Sea city of the future, named Neom. A master-planned smart city and tourist destination on the Red Sea coast near the borders of Egypt and Jordan, it is a pet project of controversial Saudi Crown Prince Mohammed bin Salman, who has pledged $500 billion to get the project moving.

Some of that funding is to come from the bounty the kingdom expects from its planned IPO of state-owned Saudi Aramco. That IPO, however, has been delayed until late 2020, so development of Neom could be slowed. Toxicity surrounding the brutal murder of journalist Jamal Khashoggi, widely believed to be at the hands of the prince, has turned off some international investors in the project, but analysts suggest the smell of money will eventually find them back on board.

The Neom initiative emerged from Salman’s Saudi Vision 2030, a plan that aims to reduce Saudi dependency on oil by diversifying its economy and developing its long-neglected tourism industry.

Plans call for robots to perform functions such as security, logistics, home delivery and caregiving — and for the city to be powered solely with wind and solar power. The first phase of Neom Bay Airport was completed in June 2019, and the facility is now capable of handling international air traffic.

Perhaps the most interesting and feasible future city concept comes from no less than (trumpets, please) Google. The search engine giant’s parent company, Alphabet, has tendered a proposal to build a smart city named Quayside on 350 currently unused acres of Toronto’s eastern waterfront.

“Googleville,” as pundits have tagged it, would feature a long list of high-tech amenities such as solar power, geothermal heat, fiber-optics, and wireless 5G internet for everyone. A subterranean network of tunnels would be used for robotic waste collection and walkways and bike lanes would be heated in the winter.

The design relies on a vast range of data collection, including sensors literally everywhere to track things like the speed of people crossing the streets and park bench and restroom usage.

This has raised suspicion among those who distrust large tech companies that Google will use its vast financial resources and surveillance powers to usurp privacy and exert control over the populace. The project is estimated to cost about $3 billion, with Alphabet putting up $900 million. The plan still needs approval from Canadian regulators and the city of Toronto.

Looking a bit farther into the future, we will likely see such seemingly radical concepts as floating cities and self-contained biospheres become realities. If it can be imagined, there’s no doubt it will be built one day.

As part of the protection of civilians, a joint patrol team consisting of MONUSCO Policewoman Officer, Moussa Adizatou and ten (10) members of the Formed Police Unit from Egypt, conducted an awareness-raising and information session on the Mission’s mandate and the role of uniformed personnel. Held on in Kingabwa, along the main road ‘’poids lourds’’, Kinshasa commune, the awareness campaign was intended for a group of young men.

The purpose of this activity was not only to inform the population about MONUSCO’s mandate, as set out in the UN Security Council Resolution 2463 of March 29th, 2019, but also to bring the Mission closer to the population, in particular the young people.

The team dwelt much on the importance of the activities carried out by MONUSCO personnel (men and women) on the ground in keeping with the strict context of peacekeeping, namely: consolidating and maintaining peace by promoting progress towards national consensus and sustainable development of the DRC, capacity-building for the Congolese National Police for a proper implementation of the law and protection of the human rights, collaborating with international, national and local partners for the protection of civilians and their properties.

She briefly explained to the audience the priorities set out in the UNSC Resolution 2463 on the protection of civilians. The team also gave detailed explanations of UNPOL's activities. A series of questions and answers helped the audience to become more immersed in the day-to-day activities conducted by the latter on the ground.

The role in protecting civilians and securing agglomerations is a paramount concern for the Mission. This is why regular security patrols are conducted to reassure the population, to help them overcome the feeling of insecurity.

At the end of the session, the youth audience thanked the patrol team for their efforts to protect civilians. "We now know your mandate and its limits; however, we kindly request you to increase your activities, to better meet our security needs. Moreover, we do appreciate the patrols you have been conducting across the city of Kinshasa and elsewhere, we feel reassured, " said one of the young people, speaking under condition of anonymity.

Также издание приводит данные «Russia Today», согласно которым ожидается, что как минимум 3,16 миллиона туристов посетят Египет после решения России отменить запрет на прямые рейсы в Каир.

Напомним, ранее министерство гражданской авиации Египта сообщило о тестировании здания второго терминала в аэропорту Шарм-эль-Шейха после ремонта.

Терминал аэропорта Шарм-эль-Шейх тестируют после ремонта

Здание второго терминала в аэропорту Шарм-эль-Шейха после ремонта начали тестировать 4 ноября. Об этом сообщается в заявлении министерства гражданской авиации страны.

 

 

«В рамках усилий министерства гражданской авиации Египта по повышению конкурентности египетских аэропортов и приведению их в полное соответствие с самыми современными международными стандартами, а также для увеличения турпотока на курорты Красного моря, министр гражданской авиации Юнис аль-Масри принял участие в запуске тестовой работы второго терминала аэропорта Шарм-эш-Шейха», — говорится в документе, передают «РИА Новости».

В здании было установлено современное оборудование обеспечения безопасности: 200 камер видеонаблюдения, биометрический контроль доступа сотрудников в служебные помещения, анализаторы воздуха для обнаружения взрывчатки и ядовитых веществ, приборы для сканирования и трехмерного отображения содержимого багажа. Кроме того, багажная служба воздушной гавани сможет обрабатывать 4 тысячи единиц багажа в час.

Отмечается также, что после ремонта пропускная способность терминала увеличится с 7 до 9 миллионов туристов в год.

Напомним, 23 октября в Сочи в рамках саммита «Россия-Африка» главы двух стран обсудили снятие запрета на выполнение рейсов из РФ в Хургаду и Шарм-Эль-Шейх, однако так и не пришли к общему знаменателю.

Помимо этого, министр финансов Египта Мухаммед Мааит в кулуарах форума «Россия-Африка» сообщил, что ежегодно Египет теряет до 3 миллионов туристов из-за приостановки авиасообщения с Россией.

BARCELONA, Spain (AP) — A self-exiled businessman who claims to know the secrets of Egypt's ruling military says he is marshaling political groups to try to topple President Abdel-Fattah el-Sissi, despite the opposition movement's increasingly bleak prospects.

Mohamed Ali, 45, pitches himself as a former government insider. Without offering evidence, he says he's witnessed high-level corruption and large-scale misuse of funds as a construction contractor for the military.

His allegations, recorded in a series of viral videos made in Spain, managed to ignite rare protests in September against el-Sissi. The government swiftly stamped out the scattered demonstrations, arresting thousands of suspected dissidents across the country.

Now Ali is on a media blitz, seeking to inject momentum into his cause.

"All of the opposition groups outside of Egypt are now agreeing with me. This is the first time this has happened under el-Sissi's rule," Ali told The Associated Press in an unadorned office outside of Barcelona, surrounded by camera crews for a possible documentary and sweeping views of the Mediterranean Sea.

He claimed to be communicating with an array of liberals, leftists and Islamists outside Egypt to oppose el-Sissi's government.

"I told them (the Muslim Brotherhood) that we have to close ranks," he said, referring to the Islamist political organization now outlawed in Egypt.

While in Spain, where he has relocated, Ali said he was approached by the Brotherhood, which had taken offense to one of his videos accusing their elected but divisive president, Mohammed Morsi, of mismanaging the country during his brief rule.

"I told them that we want Egypt to be like Europe," he said. "They said we agree with you, we also want Egypt to move forward."

Egypt lawmaker says parliament could sack him for criticism

CAIRO (AP) — An Egyptian opposition lawmaker said Wednesday that the country's parliament has referred him to an ethics committee for posting a video criticizing President Abdel-Fattah el-Sissi, the latest episode in a widening crackdown by authorities on dissent.

The lawmaker, Ahmed Tantawi, also told The Associated Press that security forces arrested a worker in his office and an unspecified number of friends on Cairo. He didn't elaborate.

The development comes after the parliament, stacked with el-Sissi supporters, on Tuesday moved against Tantawi, and referred him to an ethics committee, which could ultimately remove him from parliament.

The state-run MENA news agency also reported on the referral by lawmakers.

Tantawi's video had lobbied against constitutional amendments adopted earlier this year in a national referendum, enshrining that el-Sissi can stay in power until 2030.

On Tuesday's session, around 100 lawmakers called for disciplinary measures against Tantawi. Parliament Speaker Ali Abdel-Al said those criticizing the political leadership "have no place in Egypt and should go to another country."

"We are committed to protect the people. The nation, the leadership, the military and police are red lines," Abdel-Al was quoted as saying by MENA.

El-Sissi, who previously held the office of military chief, led the military's 2013 overthrow of the freely elected but divisive Islamist president, Mohammed Morsi, after protests against Morsi's his brief rule.

El-Sissi was elected president the following year and has since presided over an unprecedented crackdown on dissent. He was re-elected last year after all potentially serious challengers were jailed or pressured to exit the race.

Stuck on US terror list, Sudan turns to wealthy Gulf for aid

CAIRO (AP) — Sudan's new prime minister has repeatedly urged the West to end his country's international pariah status. He says it's the only way to save the nation's fragile democratic transition from a plunging economy.

In September, Prime Minister Abdallah Hamdok said he was expecting a "big breakthrough" that would lead to removing Sudan from the U.S. list of state sponsors of terrorism and unlocking desperately needed foreign aid.

But so far, nothing has changed — except that Hamdok is now turning to two wealthy Gulf Arab monarchies, Saudi Arabia and the United Arab Emirates, to secure the funds to keep his government afloat. Both countries are known for bankrolling military rulers in Egypt, Libya and, previously, Sudan.

The U.S. named Sudan a state sponsor of terrorism in 1993, and the designation stuck throughout President Omar al-Bashir's rule. The U.S. began a formal process to de-list Sudan in January 2017, but this was put on hold when Sudan's mass protests erupted last year. The uprising toppled al-Bashir and eventually forced the military into a power-sharing agreement with civilians.

Sudanese officials, speaking on condition of anonymity to talk to reporters, are warning the slow response and "empty promises" from Western governments could weaken Sudan's new civilian leaders, only three months after they were appointed.

"The West has not taken any concrete steps to help the Sudanese," said one official, a government minister. "What we see now are words but no actions. They are demanding things that might take years to address."

The officials said American and European officials have set conditions that include reaching a peace agreement with the country's rebel groups, as well as addressing the role of Sudan's security forces in the transition.

CAIRO (AP) — Egypt's president lavished praise on President Donald Trump via social media, calling him a "man with unique power to confront crises."

Abdel-Fatah el-Sissi's comments were the latest public example of the two leaders' closeness.

El-Sissi thanked Trump for his "generous concern" for helping revive Egypt's deadlocked dispute with Ethiopia.

The two countries are at odds over Ethiopia's construction of a massive upstream Nile dam, which Egypt claims threatens its water supply.

The U.S. is to host talks on Wednesday between Egypt, Ethiopia and Sudan to discuss the dam, Cairo announced last week.

El-Sissi is a former army general who came to power in 2013. Since then, he's carried out a widespread crackdown on dissent, silencing critics and jailing thousands.

Trump has avoided censuring el-Sissi for his repression, instead admiring his efforts to combat terrorism.

Trump has drawn criticism for his relationships with autocratic leaders such as North Korea's Kim Jong Un and Saudi Crown Prince Mohammed bin Salman.

The most recent round of talks between the three Nile nations collapsed last month.

Pro-government media in Egypt have cast the dam as a national security threat that could warrant military action.

The White House said in October that it supports talks to reach a sustainable agreement while "respecting each other's Nile water equities."

Last week the Egyptian court system denied justice to Egypt’s Coptic Orthodox Christian minority by again postponing judgment on two notorious cases that have been at court for years. The first concerns Soa‘d Thabet, a 70-year-old Coptic grandmother. On May 20, 2016, a mob of some 300 Muslim men descended on her home, stripped her completely naked, beat, spit on, and paraded her in the streets of al-Karm village (in Minya governorate) to jeers, whistles, and triumphant shouts of “Allahu Akbar.” Earlier that day she and her husband had gone to local police and complained that they were being harassed...

[PIONNIERS-PHOTOGRAPHES]
La Gazette Drouot consacre un article à ces photographes qui ont jadis exploré l’Orient, objectif au poing. Cette exploration se généralise après l’expédition de Bonaparte en Egypte, peu avant que ne se développe la photographie. Plus tard, les temps de voyage se raccourcissant, la ruée se dirige vers l’Extrême-Orient. Mais il y a seulement 150 ans que les français ont redécouvert le site d'Angkor ! A la même époque, Jean-Baptiste Carpeaux concevait sa "fontaine des Quatre-Parties-du-Monde", qui allait prendre place à Paris dans le Jardin -bien nommé- des Grands Explorateurs. Aurait-il imaginé que, 30 ans plus tard, c'est son fils qui devait succomber à l'appel de l'exploration archéologique en Indochine ?
