Panamá opera un centro de envío masivo de ayuda a Latinoamérica por la COVID-19

Unas 16 toneladas de ayuda humanitaria por la crisis de la COVID-19 han salido hacia Latinoamérica y el Caribe desde un centro logístico regional en Panamá, dijeron este miércoles responsables de la ONU y la Cruz Roja Internacional, que señalaron a Ecuador como uno de los países con más prioridad para recibir la asistencia.

Se trata del Centro Logístico Regional de Asistencia Humanitaria, que alberga bodegas de la ONU y de la Cruz Roja Internacional, y que en el marco de la crisis de la COVID-19 han distribuido ya alrededor de 16 toneladas de ayuda humanitaria en América Latina y el Caribe, dijo a EFE su director, Luis Sierra.

El Depósito de Respuesta Humanitaria de la ONU ha despacho "unas 12 toneladas de ayuda, sobre todo mascarillas, guantes, y algunos test" de diagnóstico a 25 países de la región, precisó el gerente de esta instalación, Francisco Quesada.

ECUADOR ENTRE PAÍSES PRIORITARIOS

Este depósito de la ONU, que es gestionado por el Programa Mundial de Alimentos (PMA), está dando servicio sobre todo a la Organización Panamericana de la Salud, explicó Quesada, que señaló que ahora mismo uno de los países prioritarios para la ayuda es Ecuador.

"De países prioritarios, el último vuelo de emergencia lo hemos enviado a Ecuador" con "mascarillas y guantes, sobre todo, son los que más se consumen", dijo Quesada.

Ecuador acumulaba hasta este miércoles 242 fallecidos por la COVID-19 confirmados, además de 4.450 contagios convalidados de la enfermedad, 3.047 de ellos en la provincia de Guayas, de la que Guayaquil es capital.

El director regional de la Federación Internacional de la Cruz Roja y la Media Luna Roja, Walter Cotte, dijo que este organismo ha distribuido ya unas 4,5 toneladas de ayuda humanitaria desde el centro regional, y también identificó a Ecuador como un país prioritario, junto con Venezuela y Colombia, República Dominicana y Haití.

"Y se moverán muchas más, hacemos compras locales y compras regionales, vamos a subir nuestra operación de 2 millones a 4 millones de dólares esta semana, y en próximas (semana) llegará a 15 millones desde la perspectiva de Panamá, pero estamos haciendo operaciones nacionales en varios países que vamos subir a unos 40 millones de dólares", afirmó.

AYUDA HUMANITARIA EXPEDITA PARA LA REGIÓN

El canciller de Panamá, Alejandro Ferrer, destacó que el Centro consta de unas "instalaciones de última generación para recibir, reempacar y redistribuir insumos de ayuda" a los países de América Latina y el Caribe "en menos de 48 horas", dijo el canciller de Panamá, Alejandro Ferrer.

"Es el primer centro de esta naturaleza en la región y el sexto en el mundo", afirmó el canciller durante un recorrido por el mismo, y resaltó que el hecho de que se encuentre en Panamá "se traduce en ayuda humanitaria más rápida para los países de la región" especialmente en momentos como los actuales por la crisis de la COVID-19.

En el Centro "la Cruz Roja y la ONU utilizan estas facilidades para hacer esa extraordinaria labor" de ayuda con el apoyo del Gobierno panameño y aprovechando las ventajas logísticas y de conectividad de Panamá, agregó el canciller.

    O Papa Francisco marcou ontem, dia 5 de Abril, encontro com os jovens portugueses para 22 de Novembro, dia em que vai entregar a uma delegação nacional os símbolos da Jornada Mundial da Juventude (JMJ), cuja próxima edição internacional vai decorrer em Lisboa, no Verão de 2022.
     
    O meu pensamento vai para os jovens de todo o mundo que vivem, de maneira inédita, a nível diocesano, a Jornada Mundial da Juventude neste domingo. Estava prevista para hoje [05 de Abril] a passagem da Cruz, dos jovens do Panamá aos de Lisboa. Este gesto tão sugestivo foi adiado para o domingo de Cristo Rei, a 22 de Novembro”, disse o Papa Francisco, no final da Missa a que presidiu na Basílica de São Pedro, no Domingo de Ramos. “Na expectativa desse momento, exorto-vos, jovens, a cultivar e testemunhar a esperança, a generosidade, a solidariedade de que todos temos necessidade neste tempo difícil”, acrescentou.
     
    O adiamento, provocado pela epidemia do novo coronavírus, tinha sido adiantado a 5 de Março, pelo coordenador-geral para o sector logístico-operativo da JMJ de 2022, D. Américo Aguiar.
     
    A delegação portuguesa, que vai estar com o Papa Francisco num momento de festa, será composta por mais de mil jovens.
     
    A Cruz e o ícone de Nossa Senhora, símbolos da JMJ, foram entregues pelo Papa João Paulo II aos jovens, em Abril de 1984, e marcaram o início de uma peregrinação da juventude de todo o mundo. Antes da edição internacional de 2022, a Cruz e o ícone de Nossa Senhora irão passar por todas as dioceses portuguesas e vários países lusófonos.
     
    Em entrevista à Agência Ecclesia, D. Américo Aguiar disse que a preparação da JMJ em Portugal está em “hibernação” porque “a urgência e o foco” é o combate à pandemia de Covid-19.
     
    A urgência e o foco é a pandemia. E temos de ter consciência disso, todos. A urgência a que somos chamados como povo, como humanidade, como Igreja, como nação, é tratarmos da questão da pandemia. Tudo o resto passou para segundo lugar. Mas não precisamos de desligar, vamos entrar em hibernação”, referiu o Bispo Auxiliar de Lisboa.
     
    Na sua mensagem para o Domingo de Ramos, o Papa Francisco convidou os jovens católicos para a Jornada Mundial de Lisboa, evocando a história missionária de Portugal. “Como destino da vossa próxima peregrinação intercontinental, em 2022, escolhi a cidade de Lisboa, capital de Portugal. De lá, nos séculos XV e XVI, inúmeros jovens, incluindo muitos missionários, partiram para terras desconhecidas a fim de partilhar a sua experiência de Jesus com outros povos e nações”, referiu o Sumo Sacerdote.

    Panamá, 7 abr (EFE).- Panamá sumó 4 muertes más por el COVID-19 y llegó a 59 defunciones, además de 149 nuevos casos de la enfermedad para un acumulado de 2.249 contagios confirmados, informaron este martes las autoridades de salud.

    En la entrega diaria de datos se explicó que 1.906 pacientes están en aislamiento domiciliario por presentar síntomas leves, 379 de ellos en hoteles que funcionan como hospitales transitorios.

    Han sido hospitalizados 269 pacientes, 177 en salas y 91 en la Unidad de Cuidados Intensivos (UCI), mientras que se añadieron dos nuevos recuperados a los 14 hasta ahora restablecidos.

    En cuanto a las pruebas de detección de contagio por COVID-19, se informó que se han efectuado 10.681 pruebas, 467 en las últimas 24 horas, con 78 % negativas y 22 % positivas.

    El director de la Caja de Seguro Social, Enrique Lau, dijo que esta entidad sigue coordinando con el Ministerio de Salud (Minsa) la atención de esta crisis sanitaria, para lo cual, detalló, dispone de 2.800 camas de hospitales a nivel nacional, más de 227 camas en cuidados intensivos y más de 200 ventiladores.

    'Estamos prestos para continuar luchando para preservar la vida de los panameños', afirmó Lau, que la semana pasada advirtió que la UCI estaba rebasando su capacidad de albergar pacientes.

    Las autoridades exhortaron nuevamente a la población a cumplir con las medidas sanitarias, que principalmente pasan por quedarse en casa, al dar cuenta de que en las últimas 24 horas fueron retenidas 797 personas no cumplir el confinamiento.

    El 25 de marzo, el Ejecutivo ordenó una cuarentena nacional indefinida reforzada desde el pasado miércoles con más restricciones, basadas en el género de la población, que estarán vigentes durante 15 días y que busca sacar de las calles al 50 % de la gente cada día.

    El país está semiparalizado desde mediados de marzo, cuando se ordenó el cierre de los comercios no esenciales, se suspendieron las clases y se prohibieron las aglomeraciones de personas.

    'Quédense en su casa. ¿Qué es lo que no entienden de quedarse en su casa?', volvió a preguntarse este martes el presidente panameño, Laurentino Cortizo, refiriéndose a ese sector de la población, minoritario, que continúa violando el confinamiento obligatorio.

    El mandatario reconoció que su país aún no ha llegado al pico de la pandemia y que vienen semanas difíciles porque abril es un mes 'crítico', pero que siente que las medidas y en general el país van 'por buen camino'.

    Cortizo llamó a la población a tener mantener la serenidad porque tanto la crisis sanitaria como la social y económica que trae aparejada será prolongada, y apeló nuevamente a la solidaridad de todos.

    La Administración de Cortizo ya ha puesto en marcha programas de emergencia de transferencias monetarias y distribución de alimentos en los sectores más pobres, aprobado una rebaja temporal del costo de la energía y alcanzado un acuerdo con la banca para una moratoria de tres meses en los préstamos de auto, vivienda y tarjetas de crédito, entre otros.

    El Gobierno está reprogramando el presupuesto para acceder a 2.000 millones de dólares y también recabó otros 2.500 millones en los mercados de deuda, entre otras medidas para conseguir dinero que le permita afrontar la emergencia. EFE


              

    Afirma China emergerá del COVID-19 como el actor más poderoso en la escena mundial

    "Cuando se asiente el polvo de la pandemia, veremos que China emerge como el actor más poderoso en la escena mundial", por encima de unos Estados Unidos y una Unión Europea (UE) que han mostrado sus debilidades, afirma Kevin Casas-Zamora, secretario general de la organización intergubernamental IDEA Internacional.

    "No es una buena noticia para los que defendemos el avance de la democracia", dice en una entrevista telefónica con Efe sobre el hecho de que China, según su opinión, vaya a ser la potencia dominante en el mundo post-COVID-19.

    ESTADOS UNIDOS Y LA UNIÓN EUROPEA PUESTOS AL DESNUDO

    Para este exvicepresidente de Costa Rica y exresponsable de asuntos políticos de la Organización de Estados Americanos (OEA), quien desde agosto de 2019 está al frente del Instituto para la Democracia y la Asistencia Electoral (IDEA Internacional), el COVID-19 va a producir cambios geopolíticos notorios.

    El hecho de que China pueda llegar a ser la primera potencia mundial significará un revés para la democracia, pues si este sistema se ha extendido es en parte porque Estados Unidos ha promovido sus valores por el mundo, dice Casas-Zamora.

    Sin embargo, a la precariedad del acceso al sistema de salud en EE.UU., se ha sumado esta vez una respuesta del Gobierno federal a la pandemia que "de alguna manera ha mostrado que el emperador ha quedado desnudo".

    En cuanto a la UE, la incapacidad para tener una reacción común ante el COVID-19 plantea "preguntas incómodas" sobre su futuro, dice el secretario general de IDEA Internacional.

    RIESGOS PARA LA DEMOCRACIA Y LAS LIBERTADES

    "Hay riesgos considerables para la democracia" en la crisis que "se nos ha venido encima" por el nuevo coronavirus, dice Casas-Zamora, quien cree que los efectos del COVID-19 en todos los órdenes son solo comparables a los de una guerra mundial.

    Entre los riesgos inmediatos menciona la posibilidad de que los "poderes especiales" de los que se dotan los gobiernos ante una situación excepcional se conviertan en "la nueva normalidad", en algo no solo exigido por gobernantes con talante "autoritario" sino tolerado por una "multitud atemorizada", dice.

    Otro riesgo inmediato es la "invasión del ámbito privado" del ciudadano con la excusa de monitorear el cumplimiento del distanciamiento social y otras medidas preventivas del contagio.

    Los riesgos o consecuencias a más largo plazo son "mucho más complejos" y tienen que ver, entre otras cosas, con el mantenimiento del orden público en medio de la crisis económica derivada de la pandemia y con respetar o no el calendario electoral, apunta Casas-Zamora.

    AMÉRICA LATINA EN LA ENCRUCIJADA

    Le preocupan especialmente en lo que se refiere a las elecciones Bolivia y República Dominicana, donde las citas electorales en ciernes son de por sí "muy controvertidas".

    A su juicio, las elecciones presidenciales en ambos países van a ser eventualmente aplazadas y eso va a agregar "combustible a dos situaciones muy volátiles".

    Hay que preguntarse qué va a pasar cuando los presidentes actuales terminen sus mandatos y sus sucesores no hayan sido electos. "Mire el caso de Bolivia donde la presidenta en ejercicio es candidata", subraya.

    En el caso de Venezuela, Cuba y Nicaragua, Casas-Zamora dice que es difícil hacer predicciones y por eso mismo no puede decir si los pueblos van a levantarse para cambiar sus regímenes políticos.

    En Venezuela, con un sistema de salud que "ya colapsó hace tiempo", la "válvula de escape" que ha supuesto para el Gobierno el éxodo de millones de personas puede perderse con las restricciones actuales para desplazarse en medio del aislamiento general.

    En Cuba, donde el sistema de salud al menos tiene "una capacidad instalada", la economía va a verse muy afectada por la paralización del turismo internacional.

    TIEMPO DE REPENSAR EL CONTRATO SOCIAL EN AMÉRICA LATINA

    Casas-Zamora piensa también que la crisis económica derivada del COVID va a obligar a América Latina a "repensar el contrato social"

    La clave está en si todos los países tienen los mecanismos de diálogo político y social necesarios para iniciar una discusión "extraordinariamente compleja" sobre cómo hacer para que estados enormemente endeudados conserven la capacidad de hacer la inversión requerida para "preservar la paz social".

    A su juicio, Chile tiene una gran oportunidad para entablar esa discusión en el proceso de reforma constitucional en curso.

    TORMENTA PERFECTA EN LAS TENDENCIA POLÍTICAS

    Casas-Zamora opina que en los países democráticos los políticos a que les ha tocado manejar esta crisis desde el poder ejecutivo, sean del signo que sean, lo van "pasar mal" en futuras elecciones.

    Los que pretendan revalidar sus mandatos los van a tener difícil, subraya el secretario general de IDEA Internacional, quien opina que en situaciones que generan "mucha incertidumbre" como la actual aumenta el "impulso" de los ciudadanos en "refugiarse en figuras autoritarias", en buscar "el abrazo paternal".

    "Digo paternal porque son siempre hombres", aclara.

    Crisis como la del COVID-19 generan además un rechazo a la globalización y, por ende, aumentan el atractivo de "los populistas con discursos de esencia nacionalista y autoritarios".

    China emergerá del COVID-19 como el actor más poderoso en la escena mundial

    Miami, 7 abr (EFE).- 'Cuando se asiente el polvo de la pandemia, veremos que China emerge como el actor más poderoso en la escena mundial', por encima de unos Estados Unidos y una Unión Europea (UE) que han mostrado sus debilidades, afirma Kevin Casas-Zamora, secretario general de la organización intergubernamental IDEA Internacional.

    'No es una buena noticia para los que defendemos el avance de la democracia', dice en una entrevista telefónica con Efe sobre el hecho de que China, según su opinión, vaya a ser la potencia dominante en el mundo post-COVID-19.

    ESTADOS UNIDOS Y LA UNIÓN EUROPEA PUESTOS AL DESNUDO

    Para este exvicepresidente de Costa Rica y exresponsable de asuntos políticos de la Organización de Estados Americanos (OEA), quien desde agosto de 2019 está al frente del Instituto para la Democracia y la Asistencia Electoral (IDEA Internacional), el COVID-19 va a producir cambios geopolíticos notorios.

    El hecho de que China pueda llegar a ser la primera potencia mundial significará un revés para la democracia, pues si este sistema se ha extendido es en parte porque Estados Unidos ha promovido sus valores por el mundo, dice Casas-Zamora.

    Sin embargo, a la precariedad del acceso al sistema de salud en EE.UU., se ha sumado esta vez una respuesta del Gobierno federal a la pandemia que 'de alguna manera ha mostrado que el emperador ha quedado desnudo'.

    Pandemia del COVID-19 frena migración irregular a Panamá en tránsito a EEUU

    Panamá, 7 abr (EFE).- La crisis mundial por el COVID-19 frenó desde marzo pasado la llegada a Panamá de migrantes irregulares en tránsito hacia el norte del continente, dijeron este martes las autoridades del país, donde se mantienen en albergues alrededor de 2.000 de esas personas.

    El Servicio Nacional de Migración (SNM) de Panamá informó de que 'desde inicios del mes de marzo, cuando se cerraron las fronteras y pasos de migrantes de los países suramericanos como medidas de control del COVID-19, Panamá no ha recibido más extranjeros irregulares, que acostumbraban a ingresar por las trochas de la selva de Darién'.

    El Darién es la peligrosa frontera natural entre Colombia y Panamá, el país de entrada a Centroamérica, y por allí han transitado en los últimos años decenas de miles de migrantes procedentes de todo el mundo que se dirigen hacia Norteamérica, causado así crisis humanitarias periódicas en el istmo.

    En ese contexto, Panamá ha levantado albergues tanto en Darién, como en Gualaca, su frontera sur, con Costa Rica, que acogen a este flujo de migrantes que había sido perenne al menos hasta marzo pasado de acuerdo con la información oficial panameña.

    'El flujo ha bajado mucho desde Colombia', dijo a EFE el director Regional para Centroamérica y el Caribe de la Organización Internacional para las Migraciones (OIM), Marcelo Pisani.

    Pero el cierre de las fronteras como parte de las medidas de emergencia para contener la propagación del nuevo coronavirus que provoca la enfermedad COVID-19, también ha impedido que alrededor de 2.000 migrantes extracontinentales puedan salir de Panamá.

    'En el caso de los extracontinentales, ellos están en este momento en albergues en la frontera de Panamá. Se calcula que son alrededor de 2.000. En un albergue hay 360 y en otro 1.600 más o menos. Costa Rica cerró su frontera', precisó el funcionario internacional.

    El director de la OIM explicó que entiende que Panamá y Costa Rica 'están en negociaciones' para permitir el tránsito de los migrantes hacia el norte, aunque indicó que ve 'poco probable en el corto plazo' una solución a la situación.

    La Dirección de Migración de Costa Rica anunció el pasado 24 de marzo un acuerdo con Panamá para permitir el paso de 2.600 migrantes, pero debido a la crisis sanitaria internacional el convenido se suspendió y solo pudieron cruzar alrededor de un centenar, de acuerdo con datos costarricenses facilitados a EFE por fuentes oficiales.

    ENTREGAN MASCARILLAS A MIGRANTES EN ALBERGUES

    El Servicio Nacional de Migración de Panamá informó este martes de que ha distribuido mascarillas de protección y materiales de prevención contra el COVID-19 en los albergues migratorios de Darién y Gualaca.

    'A los extranjeros irregulares se les brinda orientación para la prevención de contagio del COVID-19, mientras que se les instruye sobre al uso de las mascarillas, el gel alcoholado y demás elementos que coadyuvan a mantenerlos a salvo de la pandemia', dijo la oficina panameña de Migración en un comunicado.

    En estos operativos participan las fuerzas de seguridad y Ministerio de Salud 'con lo que se garantiza que la enfermedad no cale en estos grupos vulnerables', añadió la autoridad migratoria de Panamá, el país más castigado por la pandemia del COVID-19 en Centroamérica con 2.100 contagios confirmados y 55 fallecidos.

    El directo de la OIM dijo a EFE que una 'preocupación' de este organismo internacional es que los migrantes, independientemente de su condición legal, sean incluidos en los programas de atención y ayuda que están desarrollando los gobiernos en el marco de la crisis provocada por la pandemia.

    'Y nos preocupan los posibles brotes de xenofobia. Es importante considerar que los migrantes no son en sí vectores del virus (...) no hemos encontrado ningún caso' de contagio en esta población, agregó Pisani. EFE


              

    Alejandro Sanz reprograma para noviembre su gira en Centroamérica y Colombia

    Bogotá, 7 abr (EFE).- El cantante Alejandro Sanz reprogramó para noviembre los conciertos de su gira por Centroamérica y Colombia, que tuvo que aplazar el mes pasado por la pandemia del coronavirus.

    Así lo aseguraron este martes los organizadores de los espectáculos, que señalaron que el artista español se presentará el 5 de noviembre en Guatemala, el 6 en San Salvador, el 12 en Tegucigalpa, el 14 en San José, el 17 en Ciudad de Panamá, el 19 en Medellín, el 21 en Barranquilla, el 26 en Bogotá y el 28 en Cali.

    'Hemos podido reprogramar las fechas pendientes en Colombia y en Centroamérica. Hemos buscado un mes largo de la fecha actual y por eso decidimos reprogramarla para noviembre con la intención de que tengamos el tiempo suficiente para ir midiendo las acciones que se van a ir tomando', dijo Ernesto Arceyut, presidente ejecutivo de Arceyut Producciones y empresario de la gira en la región.

    'Es hacerle saber a toda la gente que había comprado su boleto y que lo tiene en mano (...) de que seguimos teniendo el compromiso con el artista de llevar a cabo dichas fechas', agregó.

    Este espectáculo, que el autor de 'Corazón partio' o 'Amiga mía' espera presentar en los seis países, cuenta con 1.000 metros cuadrados de pantallas LED, así como 250.000 watts de sonido.

    En los últimos días, Sanz se inspiró en lo que vive la humanidad a causa de la pandemia del coronavirus y lanzó '#ElMundoAfuera', una composición improvisada que decidió sacar para darle voz a las personas que permanecen en cuarentena.

    'Todos a nuestra manera buscamos la forma de darnos ánimos los unos a los otros. Y esta es la mía: una canción creada desde el encierro, en casa', dijo Sanz, citado en un comunicado de los organizadores del concierto.

    Añadió: 'Una improvisación viajando en nota de voz hasta mi pianista, unas instrucciones de armonía y un sentimiento común. Una canción creada de una manera muy orgánica, con el corazón pelado con un fin único: estoy aquí con vosotros y el mundo fuera'.

    La actual pandemia de COVID-19 alcanzó hoy los 1.28 de contagiados en todo el mundo, según informó la Organización Mundial de la Salud (OMS), mientras que las muertes ascienden a más de 67.000. EFE

    Expresidentes iberoamericanos piden al G-20 respuesta global ante coronavirus

    Miami, 7 abr (EFE).- Más de una veintena de ex jefes de Estado y de Gobierno iberoamericanos exigieron este martes al G-20 'una respuesta global al coronavirus' para proporcionar 'apoyo financiero de emergencia a las naciones emergentes y en desarrollo' por 8.000 millones de dólares.

    Los exmandatarios participantes en la Iniciativa por la Democracia de España y las Américas (IDEA) pidieron también que el Fondo Monetario Internacional (FMI) favorezca un intercambio con los principales bancos centrales para que los países de África, Asia y América Latina tengan suministros y equipos suficiente para combatir la pandemia.

    Los exmandatarios, entre ellos el expresidente del Gobierno español Felipe González y el expresidente argentino Mauricio Macri, indicaron que es necesario que los países del G-20 'se comprometan a financiar mucho más allá de la capacidad actual de las instituciones internacionales existentes'.

    Por ello, instaron a los líderes mundiales a que inviertan 8.000 millones de dólares para 'llenar los vacíos más urgentes en la respuesta del COVID-19', incluyendo mil millones que se destinarían a la Organización Mundial de la Salud.

    Además, propusieron convocar 'con urgencia' una conferencia global para coordinar el desarrollo de las tareas, apoyadas por un Grupo de Trabajo Ejecutivo del mismo G20.

    La declaración fue firmada por los expresidentes costarricenses Óscar Arias, Laura Chinchilla, Rafael Ángel Calderón y Miguel Ángel Rodríguez; los colombianos Álvaro Uribe, Andrés Pastrana, César Gaviria; y los ecuatorianos Lucio Gutiérrez, Osvaldo Hurtado, Jamil Mahuad, Gustavo Noboa.

    Coronavirus agrava violencia contra mujeres en Latinoamérica

    Romina Videla murió a los 37 años tras una agonía de varios días con el 80 % del cuerpo quemado en un incendio en su hogar. María Sarmiento tuvo el mismo desenlace fatal por un feroz ataque a puñaladas. No se conocían, pero comparten una tragedia común: fueron asesinadas por sus parejas durante la cuarentena obligatoria impuesta en Argentina por la pandemia de coronavirus.

    Aunque efectivo para frenar la dispersión del virus, el aislamiento social potenció la violencia contra las mujeres y niñas, advirtió Naciones Unidas.

    Su secretario general, António Guterres, alertó el lunes de un “espantoso aumento global de la violencia doméstica”. Agregó que “para muchas mujeres y niñas, la amenaza es mayor allí donde deberían estar más seguras, en sus propios hogares”.

    En América Latina, donde la violencia contra las mujeres ya era un flagelo antes de la pandemia, varios países dieron cuenta de un aumento en las denuncias por maltrato, lo cual ha obligado a sus gobiernos a implementar medidas urgentes.

    En Argentina 12 mujeres fueron asesinadas desde el 19 de marzo, cuando el presidente Alberto Fernández impuso la cuarentena obligatoria, según un relevamiento de la organización no gubernamental Casa del Encuentro.

    El estudio fue hecho hasta el 2 de abril y promedia un femicidio cada 28 horas.

    “Es evidente que en los hogares, cualquiera sea su integración, donde hubo antes violencia, al estar todos conviviendo siete días por 24 horas contribuye a que surjan episodios de violencia y, al estar confinados, éstos tienen tendencia a ser más graves”, explicó la médica Mabel Bianco, presidenta de la Fundación para Estudio e Investigación de la Mujer (FEIM). “En los hogares donde no había violencia puede aparecer por la convivencia y esto es impredecible”.

    Argentina, donde se gestó el movimiento Ni Una Menos, que ha protagonizado multitudinarias movilizaciones desde 2015, el gobierno reforzó el personal para la atención de la línea telefónica gratuita destinada a denuncias por violencia doméstica. Desde entonces hubo un 30% más de llamados.

    En Chile las llamadas por violencia intrafamiliar subieron un 70% en la última quincena de marzo, pero la ministra de la Mujer y Equidad de Género, Carolina Cuevas, pidió “tener mucho cuidado en cómo interpretar las cifras en momentos como éste”, ya que “si estamos en cuarentena total, la gente no va a poder salir a denunciar, pero no significa que la violencia haya disminuido”.

    Antes de la pandemia, México había reportado que 3.825 mujeres murieron de forma violenta en 2019, un 7% más que el año anterior. Eso representa un promedio de más de 10 femicidios por día, lo que lo hace uno de los países más peligrosos del mundo para las mujeres.

    Ana Yeli Pérez Garrido, asesora jurídica del Observatorio Ciudadano Nacional del Feminicidio, que agrupa a 40 colectivos de México y trabaja con las autoridades, dijo a AP que aunque todavía es pronto para tener datos oficiales, ya se ven indicios de que la violencia está aumentando. Por caso, los refugios para mujeres en la capital del país están a su máxima capacidad.

    La Red Nacional de Refugios (RNF) confirmó que en las últimas tres semanas hubo un incremento del 5% en ingresos de mujeres y del 60% en las consultas para orientación a través de llamadas telefónicas, redes sociales o correo electrónico.

    Garrido alertó que el personal de los centros de atención para mujeres se ha visto afectado por la coyuntura sanitaria. Por ello pidió a la sociedad civil estar alerta e intervenir en caso de escuchar agresiones o gritos y “no tolerar que existan estas formas y llamar a las autoridades”.

    En Bolivia, la fiscal Mirna Arancibia confirmó que se “ha incrementado la violencia familiar o doméstica por encima de otros delitos como el robo a la propiedad privada”. No dio cifras precisas, pero alertó que “la convivencia obligatoria está generando que exista más violencia intrafamiliar”.

    El gobierno de Colombia dijo este lunes que durante el período de aislamiento obligatorio se han registrado 1.221 reportes de violencia intrafamiliar. A su vez, el director general de la Policía Nacional, el general Oscar Atehortua, señaló que hubo un aumento de 39% en llamadas por violencia doméstica.

    En algunos países como Guatemala y Panamá, llamativamente, las cifras de violencia doméstica disminuyeron. Los especialistas advierten que esto obedece a que la convivencia con los agresores amedrenta a las víctimas.

    “Insto a todos los gobiernos a hacer de la prevención y reparación de la violencia contra las mujeres una pieza clave de sus planes de respuesta nacional para el COVID-19”, pidió el secretario general de Naciones Unidas.

    En actual marco de emergencia, los gobiernos latinoamericanos reforzaron el servicio de asistencia telefónica gratuita y se ha dado mayor difusión a las campañas de concientización. También se pusieron a disposición más viviendas y se amplió la capacidad de los refugios para asistir a las víctimas.

    A su vez el ministerio de las Mujeres, Géneros y Diversidad de Argentina lanzó la campaña “barbijo rojo” en coordinación con las farmacias de todo el país. Si una víctima de violencia llama o se presenta en una farmacia y solicita un barbijo rojo sus empleados la ayudarán para que se contacte con las fuerzas de seguridad.

    Chile a su vez pondrá en práctica una nueva modalidad para que las mujeres puedan comunicarse de manera “silenciosa” a través de WhatsApp o mensajería de texto mientras conviven con su agresor.

    Sin embargo, la experta Bianco advirtió sobre el riesgo que corren las víctimas dado que las fuerzas de seguridad tienen otras prioridades en el actual contexto de emergencia sanitaria.

    El problema es que las fuerzas de seguridad están muy atareadas u algunas minimizan o se niegan a atender estos pedidos porque creen es más urgente lo del COVID-19”, sostuvo. “Son dos pandemias, una nueva y otra vieja pero que continúa matando y enfermando a miles de mujeres en todo el mundo”.
