Harris County Reports Second Death Related to COVID-19

It is with great sadness that Harris County Public Health (HCPH) is reporting the second COVID-19 related death of a resident in Harris County (outside the City of Houston). The woman, between the ages of 50-60 years old, lived in the northwest quadrant of Harris County. She had known exposure to a confirmed COVID-19 case and had underlying health issues. She was tested positive with COVID-19 after death and Harris County Institute of Forensic Science determined her primary cause of death as COVID-19.

Here's the latest:

Mayors are pleading with their Republican governors to follow the science and shut down states over the coronavirus.

Mayors across the country are on the frontlines of fighting the spread of the coronavirus in vulnerable urban areas.

But the governors of several large red states, including Arizona, Texas, and Florida, are largely leaving local officials to fight their own battles or usurping local authority.

Phoenix Mayor Kate Gallego told Insider that Gov. Doug Ducey has largely stripped her power to respond to the crisis. The governor finally issued a "stay at home" order after Gallego and eight other Arizona mayors signed a letter demanding he do so.

Houston Mayor Sylvester Turner said Texas has to work together to keep people home and slow the spread. He called Lt. Gov. Dan Patrick's comments that older Americans would gladly sacrifice their lives to reopen the economy more quickly "a false choice."

At the same time, several other red-state governors, including Ohio Gov. Mike DeWine and Maryland Gov. Larry Hogan, have pushed back on the president's downplaying of the crisis and acted quickly to crackdown on the virus' spread.

National Guard soldier dies after testing positive for coronavirus and being hospitalized.

A National Guard soldier from New Jersey died on Saturday after testing positive for the novel coronavirus.

The death marked the first time a US service member died from the disease. It was not immediately clear if the service member had a preexisting medical condition.

Wuhan's death toll could be astronomically higher than the Chinese government has reported, some residents say

Officials in Wuhan, China, report that 2,535 people in the city have died from COVID-19, the disease caused by the new coronavirus.

But some residents contest the official death toll, citing an increase in the shipment of urns to the city's eight funeral homes.

"The incinerators have been working round the clock," one resident told Radio Free Asia.

COVID-19 first emerged in Wuhan at the end of last year. Lockdown restrictions in place since January 23 have begun to lift, and residents are starting to return to their normal lives.

Wisconsin officials are moving full-speed-ahead with the state's April 7 presidential primary despite rising coronavirus cases

Wisconsin officials are moving forward with holding the planned April 7 presidential primary election as reported cases of COVID-19 drastically increase in the state.

Nine other states set to hold primary elections in March and April have now moved to postpone their elections until May or June, including Ohio, Georgia, and New York.

On Friday, Gov. Tony Evers called on the Wisconsin state legislature to approve a plan to send every Wisconsin registered voter an absentee ballot and have the option of voting safely from home.

But Republican leaders in Wisconsin's GOP-controlled state legislature immediately shot down the idea as nearly impossible to execute on such a short timeline.

NY Gov. Cuomo: Playing politics like Trump during the coronavirus crisis is 'anti-American'

NY Gov. Andrew Cuomo called for unity in his Monday press briefing after President Donald Trump went after him earlier in the morning in a phone interview on "Fox & Friends."

Weighing in on Cuomo's boosted approval rating — 87%, according to a new Siena poll — Trump said, "one of the reasons he's successful is because we've helped make him successful."

On Sunday, Trump also accused New York hospitals of hoarding ventilators and other medical equipment.

"I'm not going to engage in politics, not because I'm unwilling to tangle, but because I think it's inappropriate, and I think it's counter-productive, and I think it's anti-American," Cuomo said when asked about Trump's comments.

"Forget the politics," Cuomo said. "We have a national crisis. We are at war. There is no politics. There is red, white, and blue."

Trump and Cuomo have clashed over the federal government's inability to get the New York up to 30,000 ventilators — and more broadly over the severity of the pandemic — with Trump more impatient to end social distancing and "re-open the economy."

The 1,000-bed Navy hospital ship USNS Comfort has arrived in New York to support the city in its fight against the coronavirus

US Navy hospital ship USNS Comfort docked on Pier 90 in Manhattan on the morning of March 30 to alleviate the burden that New York City hospitals have been facing amid the coronavirus pandemic.

The ship houses 1,000 hospital beds, 12 operating rooms, 80 intensive care units, a pharmacy, and a medical laboratory, to name a few features.

No coronavirus-positive patients will be treated on the ship.

Its sister ship — the USNS Mercy — docked in Los Angeles on March 27.

Maryland's Republican governor issues stay-at-home order to fight the coronavirus

Maryland is now under a stay-at-home order after the state saw a rapid escalation in COVID-19 cases.

The order takes effect at 8 p.m. on Monday night.

People are only allowed to leave their homes for essential reasons, such as obtaining food, medicine, or going to work if the job is considered essential.

Violators would be guilty of a misdemeanor, Hogan said, and could face imprisonment or a fine.

"This is a deadly public health crisis," Hogan said. "We are no longer asking or suggesting that Marylanders stay home. We are directing them to do so."

Men are dying from the coronavirus at higher rates than women around the world. Here are scientists' best ideas as to why.

More men were dying of the coronavirus than women, according to data from China, South Korea, and Italy.

Scientists have a few ideas about why that is — some are behavioral, such as that men have higher rates of smoking and worse hygiene on average than women.

Many men also have higher rates of underlying preexisting conditions, such as high blood pressure and diabetes. These make patients who contract the coronavirus more vulnerable.

After more than 10,000 coronavirus deaths — the worst in the world — there are signs that Italy's lockdown is beginning to work after 3 weeks

Italy is showing very early signs that it may be turning a corner with the coronavirus as the number of new deaths and cases lessening, according to multiple reports.

The country's three week-long strict lockdown is due to be lifted on Friday, reported Deutsche Welle (DW). But officials say it is likely to be extended.

The positive figures are a sign that those under lockdown "save lives" by staying home, said government health adviser Luca Richeldi on Sunday. He argued that it was a reason to be "even stricter."

Italy is one of the world's worst-affected countries, with one third of all reported coronavirus deaths happening there. The death toll is currently at 10,779.

Mayors across the country are on the frontlines of fighting the coronavirus, but several Republican governors are being accused of slow-walking or even undermining local officials' efforts.

By Monday, at least 29 states had put statewide "stay at home" orders in place, meaning more than two-thirds of US residents are ordered to stay home except for essential activities, including medical appointments and grocery shopping. But major states like Texas and Florida have so far refused.

Houston Mayor Sylvester Turner, a Democrat, has refrained from publicly criticizing Texas Gov. Greg Abbott, but insisted in an interview with Insider that the expert advice he's gotten demands a robust, aggressive response. Last Tuesday, Turner and the county judge ordered all Houstonians to stay inside. 

The mayor said the medical and scientific evidence and advice presented to him before he decided to shut his city down were "so overwhelming that you just couldn't ignore that."

"I don't know what information the governor may have received or been given, but based on the information and the facts and the strong recommendation being made by the medical community in a unanimous way, to not impose a 'stay at home' order I think would have been going against the facts and the advice and the science," he told Insider in a phone interview. 

Turner argued that if the state doesn't act cohesively, it will hurt the efforts he and other Texas mayors have made to slow the spread in their cities. 

"We recognize that whatever you do in one jurisdiction, if it's not done in other jurisdictions then it weakens the overall impact," he said. "We have to work together."

Turner stressed that if he had waited even a day longer, it might have been too late to contain the spread in his city. 

"What I'm being told is the best time to implement these aggressive stay home, work safe orders is when the numbers are relatively lower," he said. 

Critics have pointed out that while Abbott is urging local officials to devise their own individual responses to the public health crisis, he's long lamented the patchwork of laws and regulations that result from allowing local officials to govern themselves. 

Texas Lt. Gov. Dan Patrick, a conservative Republican, declared last week that "lots of grandparents" are willing to sacrifice themselves to COVID-19 if it means the economy can get back up and running more quickly. 

"My message: let's get back to work, let's get back to living, let's be smart about it, and those of us who are 70-plus, we'll take care of ourselves," Patrick told Fox News host Tucker Carlson. "I don't want the whole country to be sacrificed."

Patrick's comments provoked widespread backlash. San Antonio Mayor Ron Nirenberg slammed Patrick. 

"It's easy for someone of power and privilege to say something so callous," Nirenberg said

Turner similarly took issue with the argument. 

"That's a false choice and will not help to move us through this crisis in such a way that when we come out of it we are stronger and more resilient," he said. "You can't just look at what steps you need to take while you're in this crisis, you also have to make sure that the steps and the things that you say today will not work against you when you come out of it and you'll have a more divided society." 

There are 232 confirmed coronavirus cases in Houston, but because of a severe shortage of tests, the mayor said he's operating under the assumption that hundreds, if not thousands, of Houstonians are infected. 

"Frankly, I kind of take that number in my own mind and multiply it by 10," Turner said. 

Manicures are deemed 'essential' in Arizona

Arizona Gov. Doug Ducey for weeks rejected calls from his own local officials to issue a statewide shelter in place order and undermined those officials' ability to make their own decisions. On Monday afternoon, the Republican was finally forced to issue a "stay at home" order after nine Arizona mayors signed a letter demanding he do so. It goes into effect on Tuesday at 5 p.m. local time.

Major Arizona cities including Phoenix and Flagstaff were the first to take action to staunch the spread of the virus by ordering the closure of bars, while limiting restaurants to take-out in mid-March. The move pressured Ducey to do the same a few days later in all counties with confirmed infections.

But Ducey also issued a series of executive orders that gave his administration unilateral authority to respond to the crisis, superseding the authority of mayors and other local officials. And he released a list of all of the kinds of businesses, including beauty salons and golf courses, that he has deemed "essential" during the pandemic. 

"No county, city or town may make or issue any order, rule or regulation that restricts or prohibits any person from performing any function designated by either the Governor, the director of the Arizona Department of Health Services, or the Division of Emergency Management as an essential function during the COVID-19 public health emergency," one order read

Phoenix Mayor Kate Gallego, who signed the letter demanding a statewide 'stay at home' order, told Insider that Ducey has dramatically undermined her ability to respond to the pandemic as it hits her community. She added that she's attempting to send "the strongest possible message" that her constituents should stay home. 

"I have tried to strongly urge the governor to put in place a better framework for a 'safer at home' ordinance," Gallego told Insider in an interview last Friday. "To me, this is a very serious global pandemic. This is something we have never seen before as a country. This is the first national disaster where we expect people to die in all 50 states. I worry that what looks like an early precaution now will end up looking like it was insufficient in two to three weeks."

Gallego added that she's "concerned about the message it sends when we say that golfing and beauty services are essential." 

"I disagree that in a time where we're talking about saving lives a manicure is essential," she said. "My nails look terrible right now, but I'm doing just fine with my terrible looking nails." 

The mayor said communication between her office and the governor's is limited to a "junior policy aide" acting as a liaison.  

"Right now I'm very much focused on getting more power back," she said. "I do believe the governor is not taking this sufficiently seriously."

The state is also far behind in testing. Arizona is last in the nation when it comes to the number of coronavirus tests it's conducted, despite being the 14th most populous state with a large percentage of elderly residents, according to a March 26, New York Times analysis.

Other Arizona lawmakers also condemned Ducey's approach and pushed for bolder action. Rep. Kyrsten Sinema, a moderate Democrat, repeatedly sounded the alarm and called on the governor to shut the state down prior to his Monday order.  

"In other states w/ similar rates of growth, Governors have implemented shelter-in-place to rapidly slow the spread of the virus & save lives. @AZDHS new policy is not to test ill Arizonans," she tweeted last Friday. "A massive shortage of hospital beds is expected. How much longer do we wait for action?"

Warnings from a COVID-19 patient and Republican mayor

In Florida, Gov. Ron DeSantis has similarly rejected calls to issue a statewide "stay at home" order, citing the lack of widespread infection across the state.

Mayor Francis Suarez of Miami, who was the first person in Miami-Dade County to test positive for the novel coronavirus, told Insider last Thursday that DeSantis, a fellow Republican, should implement a statewide lockdown as soon as possible.

Suarez, 42, said it's "hard to second-guess" DeSantis' reluctance to follow other states in instituting a shelter-in-place order, "but I personally would."

The mayor shut all nonessential businesses in Miami, the hardest-hit city in the state, on March 17 and issued a "stay at home" order and a curfew last week.

"Every decision that I've made that has been thought to be premature or overly aggressive, in a week or two weeks or three weeks has looked prophetic," Suarez told Insider by phone from his Miami home, where he was finishing a more than two week quarantine.

On Monday, DeSantis took a step in that direction, ordering that South Florida stay home until April 15.

GOP governors taking action

At the same time, several other GOP governors, including Ohio Gov. Mike DeWine and Maryland Gov. Larry Hogan, have acted quickly to crack down on the virus' spread.

Hogan issued a "stay at home" order on Monday, March 30. Last week, on March 23, he ordered the closure of non-essential businesses.

In Ohio, DeWine issued a "stay at home" directive on March 23.

17 air traffic control centers have been temporarily closed after workers tested positive for coronavirus, highlighting a vulnerability in air travel

  • Numerous Federal Aviation Administration air traffic controllers have tested positive for COVID-19, leading to the temporary closure of facilities for cleaning.
  • Eleven sites across the country, including at major airports in New York, Chicago, and Las Vegas, have been temporarily closed for cleaning, affected flight operations.
  • Some facilities have been closed for multiple days leaving inbound and departing aircraft left to their own devices for taxi, take-off, and landing.

The Federal Aviation Administration released a map indicating that numerous air traffic control facilities operated by the body across the US have had personnel test positive for COVID-19 or believed to have the illness, contributing to airport closures and flight delays while cleaning efforts commence.

Chicago's Midway Airport was the first to effectively close after an air traffic controller assigned to the airport's air traffic control tower tested positive for the virus.

Other major airports affected by the spread of the novel coronavirus include John F. Kennedy International Airport and LaGuardia Airport in New York and Las Vegas' McCarran International Airport. Most incidents have been restricted to the east of the Mississippi River with New York being the most affected region. 

Facilities with COVID-19-positive technicians have had to shut down for cleanings, closing down vital airspace and restricting access to major airports for extended periods. Aircraft continuing to operate to some airports without backup facilities during the closures have had to communicate directly with each other for separation.

Chicago's Midway International Airport

The air traffic control tower at Chicago's Midway International Airport on March 17 became the first FAA facility to be closed due to a technician testing positive for COVID-19. The temporary closure effectively ceased air traffic at the airport while the facility could be cleaned. 

Inbound flights were either held at their origins or diverted to airports as far as Milwaukee and St. Louis. The airport is a base for Southwest Airlines and is Chicago's second-largest passenger airport following nearby O'Hare International Airport.



Las Vegas' McCarran International Airport

The control tower at Las Vegas' McCarran International Airport closed on March 18 after a controller tested positive for COVID-19. The facility remains closed as cleaning efforts continue and with no temporary facility in place, aircraft have been left to their own devices for taxi, take-off, and landing clearances as the airspace has reverted to uncontrolled status. 

Departures and arrivals at the airport have been reduced to account for the reduced air traffic control services available. 



Las Vegas TRACON

The Las Vegas Terminal Radar Approach Control Facility temporarily closed on March 18 after an air traffic controller tested positive for COVID-19. Controllers at the facility handle air traffic into Las Vegas area airports including McCarran International, North Las Vegas Airport, and Henderson Executive Airport. 



New York's John F. Kennedy International Airport

The air traffic control tower at JFK Airport was temporarily closed as a technician had tested positive for COVID-19 on March 19. Air traffic controllers at New York's primary gateway and one of 13 US government-approved entry airports for US citizens entering the country from Europe or who had been to mainland China were forced to relocate to a temporary facility. 

Flight delays were limited to the early morning as controllers moved from the airport's iconic control tower to an undisclosed backup facility somewhere on airport property. 



Indianapolis ARTCC

The Indianapolis Air Route Traffic Control Center on the grounds of Indianapolis International Airport was closed overnight March 20 following a positive test for COVID-19 was reported from an air traffic controller assigned to the facility. The FAA temporarily closed the facility for cleaning, affecting the entirety of Indianapolis Center's airspace which includes parts of Indiana, Ohio, West Virginia, Virginia, Illinois, and Kentucky.



Wilmington Airport

An air traffic controller working in the control tower at Wilmington New Castle Airport tested positive for COVID-19 on March 20. The airport serves Delaware's largest city and is primarily used for private and general aviation having lost most of its commercial service.

Frontier Airlines is planning to return to the airport in May with seasonal service to Orlando. 



LaGuardia Airport

The control tower at New York's LaGuardia Airport, the busiest non-international airport in the tri-state area, was closed overnight on March 21 after an air traffic controller tested positive for COVID-19.

The impact on the airport's operation was minimal as restrictions limit the number of flights that can utilize LaGuardia overnight, with mainly early morning flights affected. 



New York ARTCC

The New York Air Route Traffic Control Center on the grounds of Long Island's MacArthur Airport was temporarily closed after a controller tested positive for COVID-19 on March 21.

The affected airspace restricted flights into New York area airports, with aircraft having to take longer routes in order to avoid closed sectors, as well as Oceanic airspace which stretches from New York past Bermuda and services flights heading to the Caribbean, Europe, South America, and Africa. 



Farmingdale Republic Airport

An air traffic controller who tested positive for COVID-19 prompted the shutdown of Farmingdale Republic Airport's control tower on March 22 for a two-week period.

The Long Island airport, primarily catering to general aviation and business jet traffic will remain open under uncontrolled conditions leaving aircraft to communicate directly with each other when on the ground and in the proximity of the airport in the air. 



Leesburg Executive Airport

A technician at a Washington, DC area airport was believed to have COVID-19 on March 21, the closest reported case at an airport to the nation's capital and one of the most restricted airspace areas in the world. The FAA later confirmed that there were no actual cases at the airport. 

Located just upriver from the capital, Leesburg Executive acts as one of the few private and general aviation-only airports serving Washington. 



General Wayne A. Downing Peoria International Airport

An air traffic controller assigned to the air traffic control tower at Peoria International Airport in Illinois tested positive for COVID-19 on March 21. 

The Central Illinois airport sees service from four airlines including American Airlines, Delta Air Lines, United Airlines, and Allegiant Air, as well as private and general aviation and aircraft.



John Wayne Orange County Airport

The air traffic control tower at John Wayne Airport in Orange County, California was closed on March 27 for cleaning following the reporting of a presumptive positive case for COVID-19, according to the FAA.

The airport, which sees a mix of airline and general aviation traffic, remains open with no major delays but the airport remains uncontrolled meaning aircraft have to directly communicate with each other when taxiing, arriving, or departing. 



Fort Lauderdale Hollywood International Airport

The air traffic control tower at Fort Lauderdale Hollywood International Airport was affected by non-tower personnel testing positive for COVID-19 on March 27. The airport, which has since resumed normal operations, primarily serves airline traffic with a large contingent of private aviation traffic as the secondary gateway to South Florida.



Cleveland Hopkins International Airport

Facility personnel in the air traffic control tower at Cleveland Hopkins International Airport, a former hub for United Airlines that has slowly been seeing reduced service, tested positive for COVID-19 on March 28. The airport has since resumed normal operations, the FAA said.  



Houston ARTCC

The Houston Air Route Traffic Control Center was closed for cleaning on March 29 overnight after a technician tested positive for COVID-19. The purview for the facility includes handling arrivals into Houston's two area airports which have a large contingent of United Airlines and Southwest Airlines traffic.



Atlanta ARTCC

The Atlanta Air Route Traffic Control Center was affected on March 29 when facility personnel tested positive for COVID-19. The facility controls airspace leading into Hartsfield-Jackson International, the country's busiest airport and base for Delta Air Lines and Southwest Airlines, with the affected area being closed for cleaning.



New York TRACON

The New York Terminal Radar Approach Control facility in Westbury, New York closed for cleaning on March 29 after a technician tested positive for COVID-19. The facility controls flights into New York area airports, some of the busiest airspace in the country with three major airports within a 30-mile radius. 

Control of the airspace was transferred to the New York Air Route Traffic Control Center in Ronkonkoma, New York, which recently had a controller test positive for COVID-19 as well.
