Cass’s Cause

Oren Cass believes conservatives have blundered by outsourcing GOP economic policymaking to libertarian “fundamentalists” who see the free market as an end unto itself, rather than as a means for improving quality of life to strengthen families and communities. The former domestic policy director on Mitt Romney’s 2012 presidential campaign quit his job as a senior fellow at the Manhattan Institute to launch a new group called American Compass that aims to reorient the right. He previewed their plans in an exclusive interview on Monday afternoon.

This is the first paragraph of a long Washington Post piece on Oren Cass: James Hohman, with Mariana Alfaro, “The Daily 202: Conservative intellectuals launch a few group to challenge free-market ‘fundamentalism’ on the right,” Washington Post, February 18, 2020. The title, by the way, is accurate. It’s Cass’s understanding that’s off.

Don Boudreaux, over at CafeHayek has done a nice job, as always, of homing in on a basic problem Cass has in understanding what free-market advocates believe. By the way, if you start a whole group based on a misunderstanding, what are the chances that you get a good result?

I want to focus, though, on another economic point Cass gets wrong. Of course I’m assuming that the reporters stated his thoughts correctly. In this case, though, since Cass has a track record of saying similar things, I think the odds that they got it right are high.

Here’s how the WaPo reporters quote Cass:

Likewise, if you are generating growth by trading off the non-market work that people historically performed within their households for a model where everyone goes to work and then they pay each other for the things they used to do in their own household, that’s not great either.

Actually, it is great, and a little economics shows why: it has to do with marginal tax rates.

The big advantage of non-market work within the home is that it’s not taxed. So, for example, if my wife raised our daughter in our home, which she did, and, as a result, did little free-lance work during our daughter’s formative years, the time spent raising our daughter was not taxed. But if instead my wife had done more free-lance work and put our daughter in day care for a few hours a day, the money we paid for day care would have been taxed. Similarly, if I had done gardening at our house, the time I spent gardening would not have been taxed. But if I hired someone to do gardening, which I have done, the money he makes is taxed.

Given those facts, what can we say when we observe people working outside the home and hiring others to do work inside the home? We can say is that even with the tax disadvantage, it’s worth doing. The tax system was distorting the choice between unpaid work at home and paid work. So when we observe people nevertheless finding it worthwhile to work outside the home and pay those taxes, that means that in spite of the higher taxes they still find it worthwhile.

And these taxes can be substantial, even on middle-income people. Remember that we’re thinking on the margin here. A middle-income man or woman will likely pay a marginal federal tax rate of at least 12%, a Social Security plus Medicare tax rate of 7.65% (and it really is 15.3% because even if the person is an employee, the income is taxed at 15.3% and that’s part of the tax wedge), and, likely a state income tax rate of at least 4%, for a total of 23.65%. And, the marginal federal tax rate for a substantial slice of the middle class is 22%, making the overall marginal tax rate 33.65%.

Cass could reply that I’ve got it wrong in the case of the parent outsourcing child care rather than doing it at home because I’m not taking account of the wellbeing of the kid. If that would be his reply, though, it’s not a good one. One of his recent tweets about his new enterprise emphasizes the importance of family. So let’s talk about families. While some families can make bad choices, who is likely to have the best interest of the child at heart: the parent who knows the kid intimately or Cass, who doesn’t even know the kid’s name?

There is one bright spot in the report, not that Cass sees it that way. The reporters write:

Running as a populist, Trump challenged Republican orthodoxy on free trade and tapped into the disaffection of blue-collar workers in the heartland who have been left behind by the growing, but uneven, economy. For the most part, however, he [Cass] said conservative elites in the think tank world have not followed suit.

We often hear that the Republican Party has caved to Donald Trump’s bad ideas on trade. And I admit that this is one of my very big worries. But that quote above made me slightly less worried.

NPFL UPDATE: Prize Winning Tussle Continues As Second Round Fixtures Returns

After the jitters, excitement, and expectations realized for the first round of 19 matches, some clubs still have outstanding games, the Nigeria Professional Football League ( NPFL) returns with the second round of fixtures this Sunday with games at all ten venues.

It’s the reverse fixtures of Matchday 19 and once again all eyes will be on Umuahia where rivals Abia Warriors will be host to Enyimba, this will be second time meeting in seven days.

Other fixtures of interest are those involving league leaders, Lobi Stars, their immediate challengers Plateau United, Rivers United and Sunshine Stars who are all in action.

ABIA WARRIORS V ENYIMBA FC

It is now down to whether the champions can keep up their three-match winning streak after their longest run of five without a win.

No one ever doubted Enyimba’s ability to bounce back from the recent poor run in the season which ended with their away win to MFM on the back of a continental triumph, but what has taken a few by surprise is the timing of the comeback – ‘Just when they needed it’.

The champions have won three consecutive matches going into Sunday’s derby against neighbors Abia Warriors who on their own desperately are in need of all three points to maintain its dream of finishing in the top three.

Abia Warriors will also be looking to maintain its unbeaten home record. Indeed this should be a tough test for both teams.

WIKKI TOURISTS V LOBI STARS

After the highly entertaining clash which these two sides provided last weekend, one will be looking forward to this weekend’s match.

Lobi will be desperate to get something from this match especially with its recent poor away record that has seen them win just once in the last five away matches.

As for hosts Wikki, it’s also a case of redeeming its image at home. The Tourists have won just one of its last five matches at home.

PLATEAU UNITED V DAKKADA FC

After last weekend’s match which ended in a goalless draw, both teams will be looking to open up and get some goals this weekend. Dakkada has the best away record this season but Jos is no easy ground to go to. Teams have often been torn apart there and so it is going to be a difficult match for the NPFL newcomers, especially as Plateau United, will like to get a win which could see them return to the top of the table if results elsewhere go their way.

Elsewhere in the NPFL, Enugu Rangers will definitely like to continue its unbeaten run when it faces Akwa United in Enugu while Kano Pillars will be looking to return to winning ways when it faces a highly inconsistent MFM FC. Title-chasing Rivers United will be looking to get at least a point when it visits Kwara United in Ilorin.

Seven CALS Students Awarded Seed Scholarships (5 Agronomy Students)

Nine scholarships were given to seven Iowa State University (ISU) College of Agriculture and Life Sciences (CALS) students at the 2020 Iowa Agribusiness Showcase and Conference on February 13, in Des Moines, Iowa.  Five Iowa Seed Association (ISA) Scholarships of $1,000 each were awarded. One of ISA awarded students was selected as the Manjit Misra Outstanding Senior Scholar and received an additional $500 scholarship. The $1,000 Bill Latham Memorial Scholarship and the $1,000 Lisa Shepherd Jenkins Memorial Scholarship were also awarded at the ISA ceremony.     

Bill Latham was a former president of the Iowa Seed Association, the American Seed Trade Association (ASTA), the Independent Professional Seed Association (IPSA), and was a former President of his family company, Latham Seed.  Bill passed away in 2015.

This is the fourth year the “Lisa Shepherd Jenkins” Memorial Scholarship was awarded by the ISU Seed Science Center to an undergraduate student engaged in seed science and seed technology. The $1,000 scholarship honors Lisa who served as Seed Health Testing Coordinator for the Seed Science Center and as Director of the Administrative Unit of the National Seed Health System. Lisa headed one of the most active phytosanitary seed testing programs in the country and served as a chair on committees for both the American Seed Trade Association and the American Phytopathological Society.  Lisa passed away in 2015.  

Louis Burton is from Rogers, Minnesota.  His parents are Chad and Lisa Burton. He is a junior in agricultural business.  Louis works at the ISU Seed Science Center where he has developed an interest in the seed business. He has completed internships at Domnick Seeds (a Dekalb Asgrow dealership) in western Minnesota, and CHS Co-op, also in western Minnesota.  He hopes to work as a sales agronomist after graduation with the opportunity to work with farmers on a day-to-day basis.  Louis has been on the dean’s list four of the five semesters he has attended Iowa State.  He is also a member of the Agricultural Business Club.  Burton was also awarded a $1,000 scholarship from Iowa Certified Crop Advisers.

Madeline Frischmeyer is from Reinbeck, Iowa.  Her parents are Chris and Julie Frischmeyer. Madeline is a junior in Agronomy with a Seed Science secondary major.Madeline has spent time working at Pioneer and Heartland and will be doing field-exploration this summer with Syngenta as a corn production intern. Madeline is actively involved in the ISU Farm Operations Club, where she has served as secretary and volunteers to help her fellow students who have special needs.  She has received two academic scholarships based on her GPA of 3.7 or above and has been awarded recognition on the Dean’s list. She says she is interest in the field of seed science because she knows it is a field where her education will never stop.

Malcolm St. Cyr is from Washington, DC.  His parents are Donna Tracey and Alioune Badara M’Backe’.  He is a freshman in Agronomy.  Malcolm grew up in Senegal, West Africa in a farming community.  Malcolm worked as a farm laborer for 10 years  whre he watched the impact that limited food yields have on an entire community.  This experience has fueled his interest in Agronomy.  He says seeds, along with soil are the foundation of agricultural sciences.  He is an APEX Scholar, and was selected to attend the Minorities in Agriculture, Natural Resources and Related Sciences Conference last semester.  He is actively involved in several campus organization and will be presenting at two conferences over the next year.  Malcolm says he is interested in the  science  applied  to  seed  selection,  breeding and the seed  industry. He hopes to someday help the community he grew up in , as well as assist with solving international and regional food quality, security, and systems problems.   

Haley Stahl is from Marshalltown, Iowa.  Her parents are Jon and Julie Stahl.  She is a junior in Agronomy with a Seed Science secondary major. Haley studies in agronomy strongly emphasize seed science, crop development and funding, and management decisions and considerations within the seed industry.  She has spent a considerable amount of time studying and identifying multiple varieties of seeds and plants, impacts on yield, and the genetics behind producing grain.  She is an active member of the Agronomy Club and has worked as a research assistant and research intern for Beck’s Hybrids.  She says these experiences have enabled her to utilize her classroom knowledges in a practical setting.  She also plans to eventually pursue a graduate degree in seed science.  In the future, she hopes to develop new ways to help the seed industry succeed and work to develop seed technologies to help plant breeders create better lines. 


Brandyn Chapman is the recipient of the Lisa Shepherd Jenkins scholarship.  He is from Ames, Iowa.  Brandyn previously received his B.S. in agricultural studies and has returned to school to earn another degree in Horticulture. Brandyn started working at the Iowa State University Seed Science Center in the fall of 2012 as a student.  Post-graduation in 2015 he served as production management supervisor trainee at Remington Seeds in Hastings Minnesota.  After completion of that program, he decided to return to Iowa State University, and eventually to the Seed Science Center where he has been for three years working as a Seed Analyst III. He volunteers his time assisting Dr. Susan Goggi with her Agronomy 338 lab every fall semester.  He says hopes to someday be in a student advising position which involves teaching opportunities. Whether it is in the lab, or in the field, or in the classroom, Brandyn has a robust love and passion for plant science.

 

 


Erin Stichter is the recipient of the Bill Latham Memorial Scholarship.  She is from Erie, Illinois and is the daughter of Brandon and Casey Stichter.  She is a junior in Agronomy. Erin has interned in seed corn production at Wyffel’s Hybrids where she experienced production of seed corn, field operations, bulk seed processing, warehousing, and distribution.  She also works in the ISU soybean breeding research lab where she has gained insight on the development of new seed genetics. Erin served as a delegate to the National American Society of Agronomy - Students of Agronomy, Soils and Environmental Sciences conference just this past November where her research, based on assessing the potential for soybean yield improvement through plant architectural modification, achieved second place in the National Darrel S. Metcalfe Journalism Contest. She says this experience is a prime example of the outstanding opportunities Iowa State offers to supplement education and learning in and out of the classroom environment. 

 

 


Eric Heick is this year’s recipient of the Manjit Misra Outstanding Senior Award in addition to an Iowa Seed Association scholarship. Eric is from West Branch, Iowa and is a senior in Agronomy.  His parents are Diane and Russell Heick.  Last year he received the Bill Latham Memorial Scholarship. Eric works at the Seed Science Center with Alan Gaul which he says has confirmed his interest in seed conditioning.  He has also interned with Syngenta Parent Seed in Slater where he assisted with planting, standing counts, and detasseling.  He has been on the ISU Dean’s list from the fall of 2017 to the fall of 2019, a member of the University Honors program, served as secretary of the Ag Markets Club , and a member of the Agronomy Club.  His goal is to graduate debt free with a double major in agronomy and seed science in just 4 years.  He would like to work in Seed Corn Production and is considering attending graduate school.

Many people believe that The Great Depression was a hard time for all Americans, but is that true? This week, I’ll tackle that myth and share 10 Survival Lessons from The Great Depression era. On top of that we had the Dust Bowl with infertile land and tremendous storms of dust blanketing the heartland of the country. And, of course, virtually no one had money. Sounds like a made-for-TV nightmare that’s almost beyond belief. But—as terrible as that time was, was it really terrible for everyone? I ask, because sometimes the impact of events is often exaggerated when recalled, whether it be a personal or societal event. And, even if it is horrific, what percentage of the population is it horrific for? Just a few years ago, from 2007-2009, we had what we’re now calling the Great Recession. That’s when the 8 trillion dollar housing bubble burst. It led to a big reduction in jobs and consumer spending but, to be honest, I didn’t have much of an impact on my family. We were farming at the time, selling pasture based meats direct to consumers who still were hungry and could afford to eat. And, the truth is, while many people lost paper money during those years, the unemployment rate peaked at under 11%, meaning that over 88% of people could find jobs. It’s true that perhaps maybe not the jobs they wanted, and it may also be true that the real unemployment rate was considerably higher, when you factor in people who gave up looking. But the point I’m making is that it’s often a common misconception that times are harder than they actually were. I found that to be the case for The Great Depression when I listened to the audiobook, Little Heathens: Hard Times and High Spirits on an Iowa Farm During the Great Depression. In it, author Mildred Armstrong Kalish recounts her childhood fondly as she retells many stories of what it was like to live through hard times.  Funny thing though; like many who lived pretty self-sufficient lifestyles, she wasn’t aware that there were hard times. Of course now, those who lived in the cities and depended on paychecks fared far worse than Mildred’s family. And, while a small number of people remained wealthy, being able to provide for oneself made the family much better off since stocks and bonds became worth far less and money was very tight. As a modern homesteader, I’ve thought a lot about those times and what I’ve heard over the years from grandparents and others who endured them. Now, well over a decade after Liz and I left the rat race for a more self-reliant lifestyle, I’m able to clearly see the rules that will allow us to thrive in GOOD times or in BAD times. I’ve distilled this list down to 10 Survival Lessons from the Great Depression. And here’s a shock if you’re a prepper…guns and ammo aren’t on the list. Regardless of whether good times or very bad economic times lie ahead, you’ll get through just fine if you follow these 10 rules NOW as well as later. Okay, here we go. 1. Be Frugal – During the Great Depression (and prior), being frugal was considered a virtue…something to be proud of. Imagine that! Now, compare that with the connotation frequently assigned today, when it is suggested by many that one is stingy or cheap. That’s a ridiculous definition and is the result of living in a society where marketers admonish consumers to spend ever more money in an effort to keep up with the (perpetually out of reach) Jones’s. The path to freedom and wealth is to make the most of what you have and live below your means. If you have children, show them now how to do the same. Practice budgeting yourself, teach them to do the same and lead by example. 2.
