El Corredor Interoceánico: un proyecto clave para el capital industrial fósil

El proyecto Corredor Interoceánico del Istmo de Tehuantepec, anunciado durante la campaña presidencial de López Obrador (decretado en Junio de 2019 y del que se han presentado retazos de información a cuentagotas), ha sido promocionado básicamente como un corredor de transporte carretero y ferroviario que, además de unir el Golfo de México con el Océano Pacífico, pretende ser un medio para extender las zonas industriales del sur de Veracruz y Tabasco hacia el puerto de Salina Cruz en Oaxaca, promoviendo la instalación de nuevos parques industriales a lo largo de este eje inter-portuario.  Sin embargo, una revisión más amplia del conjunto de proyectos en la región y de las actividades e infraestructuras ya existentes, nos permite identificar que en este proyecto la energía es una mercancía que juega un papel estratégico en la región y que, lejos de ser tomada como una mercancía más a ser transportada en dicho corredor, puede constituir el objeto alrededor del cual giran gran parte de los intereses de la clase capitalista en la región. 

Al conocido intento de configurar este istmo como un corredor de mercancías entre los puertos de Coatzacoalcos y Salina Cruz, se suma el hecho de que esta es la región con mayor generación eléctrica eólica de México, además de colindar con la zona de mayor extracción y reservas probadas de hidrocarburos en el país, sin dejar de lado que también es el paso terrestre obligado de cualquier conexión entre el centro y norte del territorio nacional con la península de Yucatán y el istmo centroamericano.  Estas características colocan al Istmo de Tehuantepec como un espacio de articulación entre diversas redes de producción, transporte y consumo de energía, y no solamente como un potencial corredor interoceánico.  En particular el complejo industrial de energía fósil es ilustrativo del carácter estratégico de la región ya que el conjunto de mercancías de este tipo que ahí se producen o que por ahí transitan, podrían ampliar sus redes terrestres y marítimas de mediano y largo alcance intensificando la articulación de la región con los mercados de energía subcontinentales y mundiales. 

Uno de los elementos que forman parte del Corredor Interoceánico es la ampliación de la red de ductos de transporte de hidrocarburos en la región, misma que actualmente está compuesta por ductos para transportar gas natural, gas LP, petróleo y petrolíferos. 

Como parte de estos proyectos el primero que destaca es el llamado Gasoducto Jáltipan-Salina Cruz que se incluyó en el Plan Quinquenal de Expansión del Sistema de Transporte y Almacenamiento Nacional Integrado de Gas Natural 2015-2019, publicado por la Secretaría de Energía (SENER) en 2015 como marco de las principales rutas de inversión en infraestructura que se presentaron después de la Reforma Energética del 2013.  A la par de la presentación de esta obra con la que se pretende ampliar la capacidad de transporte de gas natural entre el norte del istmo y el puerto de Salina Cruz al sur del mismo, se hablaba también de otro proyecto que por medio de PEMEX se había venido impulsando desde el 2015: la construcción de dos ductos para el transporte de gas natural y de gas lp que, en su conjunto, se conocían como el proyecto Cinturón Transoceánico.  Un proyecto en el cual el ducto para el transporte de gas natural está relacionado, según consta en documentos como la Manifestación de Impacto Ambiental, con la construcción de una terminal para exportación marítima de gas natural desde el puerto de Salina Cruz y de una conexión para un gasoducto que permita llevar gas natural hacia los países del norte de Centroamérica.  Este último es el segundo proyecto que destaca en el conjunto de obras que durante la última década se han planeado en la región, mismo que en una de sus últimas versiones (incluida también en el Plan Quinquenal de 2015) se le conoció como Gasoducto Salina Cruz-Tapachula. 

Así, el proyecto de llevar gas natural por vía terrestre desde el sur-sureste de México hacia el istmo centroamericano estaría compuesto por dos tramos, el primero que llevaría el hidrocarburo hasta la frontera México-Guatemala, y un segundo tramo que lo transportaría hasta Honduras y El Salvador, cruzando todo el territorio guatemalteco.  Otra versión del primer tramo, además del mencionado Gasoducto Salina Cruz-Tapachula, lo presentó una filial de Pemex en 2015 con el nombre de Proyecto Quetzal.  Sin referirse concretamente a estas dos versiones de la obra, en noviembre de 2018 la Development Finance Corporation (DFC, antes Overseas Private Investment Corporation, OPIC) de los Estados Unidos firmó una carta de intención para financiar a la empresa Rassini S.A.B. de C.V. en la construcción de un ducto en el sur del país para llevar gas natural hacia Chiapas; proyecto que estaría enmarcado dentro de la Iniciativa para el Desarrollo de los Países Centroamericanos impulsada por el nuevo gobierno de México con el acompañamiento de la CEPAL y el gobierno de los Estados Unidos, y que constituye una iniciativa que tiene como uno de sus ejes troncales de inversión la construcción de un ducto desde el sur-sureste mexicano para llevar gas natural hacia Guatemala, El Salvador y Honduras y que configuraría el segundo tramo de esta extensión de la red de gasoductos que se pretende iniciar desde el istmo de Tehuantepec. 

De esta manera, la pretendida ampliación de la capacidad existente para el transporte de gas natural en el istmo que nuevamente aparece mencionada como parte de las futuras obras del Corredor Interoceánico, tiene estos antecedentes inmediatos que dan cuenta del alcance y sentido de dicha ampliación. 

Algunos otros ductos u obras en la red de transporte de gas natural que no atraviesan el istmo, pero que están articuladas a esta red transístmica, son el ducto Cuxtal Fase I, la estación de compresión en Cempoala, Veracruz y el proyecto del gasoducto centroamericano.  Las dos primeras obras, actualmente en construcción, son las últimas piezas faltantes para la conexión de la Red Nacional de Gasoductos (RNG) con el ducto Mayakan, existente desde inicios del siglo XXI.  Con esto, esta articulación permitirá el transporte de gas natural desde la red de gasoductos de Estados Unidos hasta la península de Yucatán, ya que la RNG está conectada con los nuevos gasoductos que transportan este hidrocarburo desde los campos de shale gas en Estados Unidos, hacia el centro de México.  Esta RNG también quedaría conectada con el gasoducto mencionado Jáltipan-Salina Cruz y con su extensión conocida como Salina Cruz-Tapachula, misma que se prolongaría hacia Centroamérica dándole forma a una red articulada de transporte terrestre de gas entre Estados Unidos, México y los países centroamericanos. 

Otro tipo de proyecto relacionado a estos planes de extensión de la red de ductos en el sureste de México corresponde a la instalación de una terminal de licuefacción de Gas Natural Licuado a construirse en el puerto de Salina Cruz.  En noviembre de 2014, unos pocos meses después de la publicación de las leyes secundarias de la Reforma Energética del 2013, un funcionario de Pemex presentó durante un evento en el estado de Texas, la intención de comenzar la búsqueda de socios estratégicos para desarrollar un proyecto de terminal de exportación de GNL, que formaría parte de una segunda fase del proyecto conocido como Cinturón Transoceánico.  Un proyecto con el que se planeaba ampliar el transporte de energía con la intención de procesar y exportar hacia Asia y Oceanía el gas natural que se extrae en el Golfo de México.  En Julio de 2019 el director de Operaciones de la hoy DFC de Estados Unidos, anunciaba la intención de financiar con 250 mdd la construcción de una planta de licuefacción de gas natural en el sur de México. 

Como se ve, estos proyectos para el transporte de hidrocarburos buscan aprovechar la estratégica posición geográfica del istmo de Tehuantepec como un posible paso interoceánico y entre el subcontinente norteamericano y Centroamérica, pero también buscan aprovecharse de la cercanía con la zona de mayor producción de energía fósil en México.  En su conjunto el sur del estado de Veracruz, el norte del estado de Chiapas, el estado de Tabasco y las aguas del sur del Golfo de México conforman el área de mayor extracción y reservas probadas de hidrocarburos en el país.  Esta área, a la que se le conoce como cuencas del sureste, ha sido de donde mayor volumen de petróleo ha sido extraído en la historia del país, superando por mucho al resto de las provincias, incluyendo la Tampico-Misantla en donde históricamente comenzó la extracción nacional de petróleo y que llegó a tener los pozos más productivos del mundo a inicios del siglo XX.  De igual manera, en el caso del gas natural, las cuencas del sureste son las que han sostenido el grueso de la extracción histórica a escala nacional.  Para el caso de la extracción, la SENER señala que en 2017 el 81.2% de la extracción de crudo en el país y el 56.9 % de la extracción de gas natural tuvo lugar en pozos ubicados en esta área, y es también ahí mismo donde se localiza el 75.6 % de las reservas probadas (1P) de hidrocarburos que se tienen cuantificadas.  Sumada a esta existencia de recursos fósiles cercana al istmo, también existe la concentración de la transformación industrial de los mismos: para el 2017, el 30% de la producción de petrolíferos en el país tuvo lugar en la región, concentración que aumentará en los próximos años cuando inicie operaciones la séptima refinería del país en Dos Bocas, Tabasco que se comenzó a construir en 2019.  Asimismo, también en el caso de la producción de la industria petroquímica, la región concentra la mayor proporción a escala nacional, al grado que para el 2017 llegó a representar el 92 % del total de los petroquímicos básicos producidos en el país. 

Por último, si bien en este texto no se describen y analizan de manera particular, es importante no dejar de lado a las centrales de producción eléctrica y las redes para su trasmisión regional que se encuentran articuladas al Sistema de Interconexión Eléctrica de los Países de América Central (SIEPAC) y su Mercado Eléctrico Regional (MER).  Recientemente comenzó la construcción de la interconexión de esta red del SIEPAC con el subcontinente sudamericano por medio de una línea de trasmisión que cruzará la frontera Panamá-Colombia, y que se suma a la interconexión eléctrica ya existente entre México y Guatemala, con lo que se configurará un sistema integrado de trasmisión eléctrica de escala continental.  Además de esta red de transmisión articulada hacia el sur del continente, también existen proyectos para conectar con una nueva línea de trasmisión el área sur del istmo de Tehuantepec con el centro de México; esta zona istmeña concentra el 90% de la generación de electricidad eólica del país y aún a pesar de la densidad de turbinas eólicas instaladas hasta el momento, sigue siendo un espacio de gran interés para empresas que buscan invertir en la construcción de nuevos parques eólicos de gran escala. 

Es así que, si al conjunto de redes de transporte de hidrocarburos le sumamos la actual construcción de la planta refinadora ubicada en Dos Bocas en Tabasco, y la modernización de las refinerías de Salina Cruz y Minatitlán, la región ampliada del istmo de Tehuantepec se convertirá en la zona con mayor producción de petrolíferos del país, además de ya ser la de mayor producción petroquímica.  El conjunto de estas industrias, agregadas a la generación eléctrica regional, colocan al istmo y sus alrededores como la zona de mayor producción y transformación de energía en México, que tiene por destino la exportación a otras regiones del país o al mercado mundial.  De esta manera, además de ser el paso terrestre más corto en el territorio mexicano entre los dos más grandes océanos del planeta, es también un área que posee otras características que lo colocan en un lugar estratégico dentro de la geografía de la acumulación de capital en el subcontinente norteamericano.

La rumorología política es parte de la idiosincracia del mexicano, es parte de su diversión, sobre todo cuando se alimenta desde los círculos del poder. Hoy esos conservadores enemigos del presidente, creen haber descubierto un compló. Se anuncia desde las benditas redes sociales, un mensaje a la nación desde el Hospital Central Militar.

 

Circula profusamente que el presidente debido a su caída en popularidad plantea dar falso positivo a covid-19, porque piensa que con eso su popularidad tendrá un levantón. Y todo surge por su negativa a guardar los debidos cuidados de sana distancia y evitar los actos públicos. Encerrados en casa los mexicanos hechan a andar la imaginación.

Pero no se alejan de la realidad, sobre todo cuando hay dos gobernadores contagiados, Omar Fayad (Hidalgo) y Adán Augusto López (Tabasco). Gobernadores que estuvieron en contacto con el presidente durante una reunión el pasado 18 de marzo en Palacio Nacional.

Así que no habría nada raro en que el primer mandatario pudiera adquirir el COVID-19, como el que haya más gobernadores enfermos con el paso de los días y que el tan cacareado rumor se convierta en una realidad y que las mañaneras sean virtuales y no presenciales.

Y ya que hablamos del Coronavirus que aterroriza a la población mundial, en la última reunión del gabinete de Salud con el presidente en Palacio Nacional, trascendió que fue una reunión tensa, en la que se expuso la situación en blanco y negro. El panorama no fue halagador.

Datos obtenidos sobre la reunión señalan que lo peor del coronavirus en mexico podría darse a partir del 2 de abril y sera entonces cuando el gobierno federal declare la emergencia nacional. Se espera que el punto más alto de la crisis se de alrededor del 15 de abril. 

En la reunión se expuso al presidente la necesidad de establecer penas administrativas a quienes no respeten al medida de autocionfinamiento entre el 5 y 20 de abril, primero, para impedir que la enfermedad se generalice entre la población y segundo para impedir que el sistema de salud se sature.

Y es que en el escenario más optimista se espera que más de 10 mil 500 mexicanos tengan que ser tratados en terapia intensiva. Otros 35 mil podrían requerir tratamiento hospitalario. El número de muertos por coronavirus se estima en 4,000. De acuerdo a estimaciones de la Secretaría de Salud y del IMSS.

A esta reunión con el presidente asistieron además de Hugo López Gatell, coordinador nacional contra el coronavirus, el secretario de Salud y directores de los centros de salud del país (incluido IMSS, ISSSTE, PEMEX, Marina y Sedena), así como directivos de hospitales privados, entre ellos del Grupo Angeles y del ABC.

Resultado de ese encuentro surge el pedido a quedarse en casa, a guardar la sana distancia y cuidar a la familia para que no enferme y no repetir los fracasos de Italia y España…

"Every time I cross, I mean every, every, every time, it doesn't matter. I always get these goosebumps. I get this feeling that every time the officer says, 'Go ahead.' It's like, I mean you get it out and say, 'OK, I still have this privilege," said Memo Asiain, who lives in one country but works in two.

Today, he's headed to his office in El Paso, Texas, from his home in Ciudad Juárez, Mexico.

Level Up Coaching, his consulting business, serves clients based all over the world, but they have one thing in common: They all own factories in Mexico. He believes that maintaining offices in both the US and Mexico is an important credential.

"Saying that I'm a bi-national company, it gives the manufacturing industry, like they kind of relax and say, 'OK, well, they're not kids playing. They do business," he said.

Asiain has taken his consulting business to the next level thanks to the Bridge Accelerator program for cross-border startups. The Bridge Accelerator gives local companies the skills they need to work with the multinational corporations that manufacture in Mexico. It's based out of  a coworking space that used to house the US consulate.

"This office still holds one of the exact windows that are bulletproof where people used to sit on this side and on the other side were the US, the people that work at the consulate," said Ricardo Mora, a serial entrepreneur and founder of the Technology Hub, or T-Hub. He's being doing business along the border for nearly 30 years.

"My first business venture was a hot dog stand. I actually grew that hot dog stand to three hot dog stands, and that was my very first venture. I sold out of it. So I believe the border brought this entrepreneurship thing into my being, and that's where we saw an opportunity," said Mora.

After opening a successful chain of mobile phone stores, Mora wanted to give back by cultivating a new generation of entrepreneurs. He took a cue from Silicon Valley.

"We learned about all these incubators in different spaces that they offer, and we said, 'Well, why don't we create something that can hold our companies and also add value to other companies that want to start growing an ecosystem for our city?"

One of the Bridge Accelerator's first graduates, based in the northeast of El Paso, is already seeing an uptick in business.

Rafael Hernandez is the founder of Slined, a company that designs high-tech assembly lines. He was able to double his target sales growth in 2019 through connections he made at the Accelerator.

In the past, factories used to mostly recruit manual laborers, but as manufacturing technology has advanced, so has the need for skilled labor.

Since incubating his company at Technology Hub, Asiain has added 16 new employees and increased his sales by nearly 20-fold.

"You really connect yourself with the right people, just paying it forward instead of hoping to receive, just pay forward whatever you can, and it's going to come back," he said. "So that's the power of collaboration in the Bridge and in the ecosystem, too."

Asiain: "I had a coaching and consulting company, traditional company, non-technological. So I came to this place, and they were talking about technology, internet of things, and I'm like, 'I don't know what's that.'"

It gives local companies the skills they need to work with the multinational corporations that manufacture in Mexico.

Asiain: "Since then, I always said that we got a shot of technology into our veins."

The Bridge program takes place in a coworking space that used to house the US consulate.

En las últimas semanas se ha disparado el uso de aplicaciones de videollamadas como Zoom tanto en el ámbito empresarial como en el personal e incluso el político. Con ello, el escrutinio sobre la seguridad de este tipo de servicios se ha intensificado y esta aplicación no está saliendo muy bien parada.

La primera polémica se produjo cuando se descubrió que la aplicación de Zoom para iOS compartía la ubicación y otros datos con Facebook sin permiso, algo que se solucionó con una actualización y una disculpa. A pesar de eso, van a ser demandados por un usuario al considerar que esta circunstancia constituye una violación de la privacidad del usuario.

La encriptación de extremo a extremo en las videollamadas de Zoom, dice un portavoz, no es posible habilitarla actualmente

La segunda ha saltado durante las últimas horas, cuando The Intercept ha publicado una información en la que revela que las videollamadas de Zoom no están cifradas de extremo a extremo.

Y esta polémica no es la última que está en curso. El jefe técnico del rastreador de malware VMRay, Felix Seele, asegura que el instalador de Zoom para Mac usa scripts para automatizar la instalación sin solicitar el permiso del usuario y falsificar un mensaje del sistema para obtener privilegios en el sistema. Aunque no es estrictamente malicioso, Seele recuerda que son "los mismos trucos que usa el malware de macOS". Habrá que ver en qué queda este otro incendio.

Cifrado, sí, pero no de extremo a extremo

La gracia del cifrado de extremo a extremo es que la información que se transmite solamente puede ser descifrada por el emisor y el receptor. Nadie más tiene la llave que permite conocer el contenido de los datos que son transmitidos. Estamos seguros de que la información, de principio a fin, no queda expuesta.

Esta forma de cifrado no es la misma que emplea Zoom, como admite un portavoz de la compañía a The Intercept:

"Actualmente no es posible habilitar la encriptación E2E (de extremo a extremo) para las reuniones de vídeo de Zoom. Las videoconferencias de Zoom utilizan una combinación de TCP y UDP. Las conexiones TCP se hacen usando TLS y las conexiones UDP se encriptan con AES usando una clave negociada sobre una conexión TLS".

Traducido a un lenguaje más cercano, lo que hace esta boyante aplicación de videoconferencias es, primero, cifrar la información que envía el emisor y llega a sus servidores. Luego, esa misma información cifrada cuando es enviada a los receptores. ¿Cuál es el problema? Que entremedias, en los servidores, los datos están expuestos. Un gran problema, desde luego.

Esto supone un doble riesgo si partimos de la base de la buena fe que se le presupone a la empresa. El primero, como explican nuestros compañeros de Applesfera, es que agencias gubernamentales de inteligencia puedan solicitar de forma legal acceso a esos datos y, como son legibles en los servidores de Zoom, sea transmitida sin mayor dificultad, algo que no sucedería con el cifrado de extremo a extremo para bien y para mal.

El segundo riesgo es que, al igual que la compañía tiene acceso a la información, un atacante que lograse acceder a los servidores potencialmente también lo tendría. Todo un punto débil. Más si cabe en una aplicación de estas características y estos usos tan delicados.

Llegados a este punto, ¿hay alternativas?

Si nos preocupa la carencia del cifrado de extremo a extremo de la que adolecen las videollamadas de Zoom, las dos grandes alternativas que tenemos sobre la mesa para mejorar la seguridad de nuestras reuniones son WhatsApp, Signal y FaceTime. No son alternativas completas, porque no están pensadas para los que Zoom, pero nos pueden permitir minimizar la exposición de las llamadas de vídeo.

WhatsApp, desde que decidió cifrar de extremo a extremo todos los mensajes y llamadas en 2016, ha ido implementando esta encriptación a nuevas características que se han incorporado con el paso del tiempo como las videollamadas. El cifrado y descifrado de la información transmitida entre dos usuarios de la plataforma ocurre de forma completa en sus teléfonos.

Pese a que no están centradas en la empresa, servicios como WhatsApp y Signal pueden servirnos para poder llevar a cabo videoconferencias seguras con cifrado de extremo a extremo

Por otro lado, Signal, la aplicación segura de mensajería por excelencia, incorporó el cifrado de extremo a extremo para sus videoconferencias en 2017. Este servicio, además, ha sido frecuentemente recomendado por activistas en pro de la privacidad tan destacados como Edward Snowden, Laura Poitras o Matt Green.

En el caso de que seamos usuarios de los productos de Apple, FaceTime sería una tercera alternativa. El servicio de videollamadas de los de Cupertino disfruta de un cifrado de extremo a extremo que garantiza la seguridad de la información desde que sale del dispositivo del emisor hasta que llega al del receptor.

That unfortunate honor would go to the city of San Antonio, Texas, which has seen an unbelievable 77,357 arrests related to drunk driving over that time span. When looking at the average number of drunk driving arrests per 100,000 people over this ten year span, Las Vegas, Nevada claims the top spot at 9,284. That's nearly 10%! Rounding out the top five are Austin TX, San Antonio TX, Phoenix AZ and El Paso TX. Three of the top five are in Texas!

According to the data, from 2009-2011, Phoenix, Arizona had the most drunk driving arrests per year, totaling 31,803 in just three years! In fact, from 2009-2013 alone, the city saw 49,246 total drunk driving arrests for an alarming average of 9,849.2 arrests each year. Did your city make this list? Robert Alexander González, PhD, AIA, is the founding Editor of AULA: Architecture & Urbanism in Las Americas, a journal he founded in 1998 while doing doctoral work at UC Berkeley. The journal developed for over 20 years, at time in conjunction with conferences held at several universities. In the late 90s, he served as Places Assistant Editor to Donlyn Lyndon, and with Samina Quraeshi, he was Guest Editor of the first EDRA/Places Awards issue. He has also served on the Editorial Board of the Journal of Architectural Education.

Robert is an architectural historian, architect and a professor of architecture. He is Director of the Texas Tech El Paso Program, located on the US-Mexico border in one of the largest bi-national metropolitan areas in the world. He recently lectured at Dumbarton Oaks, Washington, DC, on an architectural competition he is organizing for a memorial that commemorates victims of racism and US aggression on the US-Mexico border. Robert is the author of Designing Pan-America: U.S. Architectural Visions for the Western Hemisphere. He has written about architectural competitions, the borderlands, Latin American/Latinx architecture, Pan-Americanism, and world’s fairs. His research has been supported by the Ford Foundation, the CCA Montreal, and the Graham Foundation.

Nancy Levinson is the Editor/Executive director of Places Journal. Over the past decade she has led the journal’s transition from print to digital, advanced the editorial mission of public scholarship, and, in collaboration with Princeton University Press, overseen the launch of Places Books. Previously she was founding director of the Phoenix Urban Research Lab at Arizona State University and co-founding editor of Harvard Design Magazine at the Harvard Graduate School of Design.

Amanda Reeser Lawrence is a tenured associate professor in the School of Architecture at Northeastern University where she serves as the Graduate Program Coordinator.

Her published books include: James Stirling: Revisionary Modernist (Yale University Press, 2013); Terms of Appropriation, (Routledge 2017), co-edited with Ana Miljacki; and Agenda: The Official Catalogue of the 2014 Architecture Biennale in Venice, co-edited with Ana Miljacki, Eva Franch I Gilabert, Ashley Schafer.

She has published articles in Log, Perspecta, Future Anterior, Journal of the Society of Architectural Historians, Journal of Architectural Education, CASE, Architectural Theory Review, and ARQ: Architectural Research Quarterly. La última batalla sobre el coronavirus se librará en los tribunales

Despachos de abogados, asociaciones y gremios se organizan estos días para litigar contra la gestión pública y privada de la emergencia sanitaria, así como reclamar por sus consecuencias. Con los plazos de instrucción en suspenso y la entrada de escritos restringida a los asuntos de más urgencia, los jueces sólo resuelven sobre aquello que implica adoptar medidas cautelares. Será con la vuelta a la normalidad cuando comience, así, la última batalla contra el coronavirus. La puerta de lo penal Uno de los asuntos más delicados está en manos de Fiscalía, que investiga la gestión de la pandemia en residencias de la tercera edad y ha puesto al frente al fiscal del Tribunal Supremo Manuel Dolz. Eso a nivel nacional, pues las fiscalías provinciales de Madrid y Cataluña tienen sus propias diligencias abiertas por las muertes en geriátricos, si bien aún no se han judicializado. Sí está en manos de un juez el caso de un centro en Adrada de Haza (Burgos) por posible responsabilidad penal en la falta de personal y medios para atender a medio centenar de residentes. Por otra parte, el Juzgado de Instrucción 51 de Madrid ha admitido una denuncia por prevaricación y/o lesiones por imprudencia contra el delegado del Gobierno en Madrid, José Manuel Franco, por no prohibir las concentraciones masivas en la región pese al avance del Covid-19. Fiscalía no se ha pronunciado y la decisión, no siendo urgente, queda en un impás en tanto se levanta el estado de alerta, pero la vía penal está ya abierta. El mismo denunciante se ha dirigido contra el presidente del Gobierno, Pedro Sánchez, por los mismos hechos ante el Tribunal Supremo, donde no hay urgencia por resolver si se admite a trámite o se rechaza. Distintos penalistas consultados por ABC cuestionan la viabilidad de la iniciativa por la dificultad de probar que se conocía una alerta específica y fue obviada. Lo Social y lo Contencioso Caso distinto es el de las reclamaciones por las vías de lo Social y lo Contencioso. Las impulsadas se centran en el incumplimiento por parte de los empleadores, en este caso, administraciones públicas, de la Ley de Prevención de Riesgos Laborales. Aquí, cuando concurre petición de medidas cautelares los jueces están resolviendo, si bien no siempre en el mismo sentido. Así, los Juzgados de lo Social 31 y 13 de Madrid han impuesto a la Consejería de Sanidad madrileña y al Ministerio de Justicia y a la Fiscalía General del Estado, respectivamente, que provean de material de protección a su personal en activo. En este último caso, la propia Fiscalía ha recurrido, pues entiende que la juez no tiene competencias y corresponde a la Audiencia Nacional. Precisamente, su Sala de lo Social tiene una petición similar dirigida contra el Ministerio de Justicia elevada por STAJ, el sindicato de trabajadores del ramo, y aún no ha dirimido si es competente para analizarlo, de acuerdo a las fuentes consultadas por este diario. Sí ha hablado el Tribunal Superior de Justicia de Madrid por auto de la Sección Quinta de lo Social: obliga a la Secretaría de Estado de Seguridad a equipar a los policías , como reclamaba el sindicato Jupol, aunque no fija plazo límite para hacerlo. En el lado opuesto, la Sala de lo Contencioso del Tribunal Supremo rechazó una petición similar de los sindicatos de médicos contra el Ministerio de Sanidad porque consideró que no se daban los requisitos para imponer la cautelarísima, que se adopta sin escuchar al denunciado. La Inspección de Trabajo Entretanto, organizaciones de policías y guardias civiles -Sup, Augc, Jupol y Jucil- han acudido a la Inspección de Trabajo para denunciar a la Secretaría de Estado de Seguridad por el impacto de la falta de protección en sus condiciones laborales. Es la vía administrativa y, una vez agotada, permite el salto también a los tribunales. Por su parte, CSIF ha pedido amparo al Defensor del Pueblo para sus funcionarios de prisiones y no descarta acudir igualmente a la justicia. En esto están también diversas plataformas nacidas al abrigo de la crisis. La que dirige el abogado Juan Carlos Navarro en Valencia presta apoyo y orientación, tal y como explica en conversación con ABC. Al igual que la gestionada por el despacho Lex Nova, recopila información y pruebas por si llega el momento de dar el paso, ya sea por un asociado o de forma colectiva. Constan, además, asociaciones de consumidores como Facua, que se centran en los abusos al hilo de la emergencia y van registrando los casos. Con los plazos congelados, la batalla jurídica tendrá que esperar.

Redacción internacional (EFE).- El anuncio sobre una vacuna experimental contra la COVID-19 y el cambio de postura de EE.UU. sobre el confinamiento en el país trajo un poco de esperanza este lunes a América, en donde los casos confirmados de coronavirus superan ya los 180.000.

En medio de la incertidumbre por de la expansión global de la pandemia y pese al aumento de fallecimientos en toda la región, el anuncio de una farmacéutica sobre el inicio en septiembre de pruebas en humanos su vacuna experimental contra el COVID-19 ha sido la noticia positiva, o por lo menos eso evidenció Wall Street.

De acuerdo al mapa mundial que muestra la evolución en tiempo real de la pandemia, elaborado digitalmente por la Universidad de Johns Hopkins, EE.UU. es el país del mundo con el mayor número de casos confirmados con unos 160.000, mientras que las muertes ya totalizan casi 3.000.

En el mundo ya son 777.282 casos, 37.140 muertes y 164.446 personas recuperadas de la enfermedad. En Latinoamérica, Brasil sigue siendo el que mayor número de casos confirmados registra con 4.579, seguido por Chile (2.449), Ecuador (1.962), México (993), Panamá (989), Perú (950), Argentina (820) y Colombia (798).

Una esperanza para septiembre

La farmacéutica Johnson & Johnson (J&J) anunció este lunes que comenzará en septiembre a probar en humanos su vacuna experimental contra la COVID-19 y que podría estar lista para un uso de emergencia a principios de 2021.

La farmacéutica ha invertido más de 1.000 millones de dólares en asociación con la Autoridad federal para el Desarrollo y la Investigación Biomédica Avanzada, que depende del Departamento de Salud estadounidense, para la ejecución de esta solución que comenzó en enero.

Trump cambia su estrategia

Hasta hace unos días el presidente estadounidense, Donald Trump, había manifestado su intención de "reabrir" EE.UU. el 12 de abril, no obstante este domingo se retractó y amplió hasta el 30 de ese mes las medidas para combatir la crisis del coronavirus, sobre la que auguró que el país empezará a recuperarse a principios junio.

Este cambio de postura puede contribuir a contener el avance de la pandemia en puntos críticos como el estado de Nueva York, que concreta buena parte de los contagiados en el país con cerca 66.000 casos confirmados y 1.200 fallecidos.

El gobernador Andrew Cuomo apuntó que aunque el número de casos sigue subiendo el ritmo al que crecen se está ralentizando y el registro de infectados ha pasado de duplicarse cada dos días a tardar seis jornadas en hacerlo.

Declaraciones contra Bolsonaro

Tres excandidatos presidenciales, un gobernador y los presidentes de seis partidos progresistas y otros líderes de la centroizquierda exigieron la renuncia del gobernante brasileño, Jair Bolsonaro, a quien consideran "incapaz" de enfrentar la crisis provocada por la COVID-19.

Un manifiesto hecho público hoy sostiene que Bolsonaro "no está en condiciones de seguir gobernando" y "enfrentar una crisis que compromete la salud y la economía", pero que es negada en forma sistemática por el propio gobernante, que ha minimizado la pandemia y hasta ha considerado al coronavirus como una “gripecita”.

Asimismo, el presidente argentino, Alberto Fernández, lamentó que su homólogo de Brasil "no entienda la gravedad del problema" del coronavirus y se manifestó por ello muy preocupado ya que "complica" la situación regional.

El "tsunami" del coronavirus está llegando

Ante la gravedad de la situación, las autoridades de Nueva York advirtieron este lunes que el "tsunami" del coronavirus está llegando y que la ciudad espera todavía las "semanas más duras", coincidiendo con la llegada a puerto del buque hospital USNS Comfort de las Fuerzas Armadas con el objetivo de aliviar la presión sobre los hospitales de la ciudad.

"El tsunami está llegando. Lo sabemos, es el momento de reunir suministros y hacer las preparaciones porque ayer fue muy tarde", dijo el gobernador del estado, Andrew Cuomo, en una entrevista en el canal MSNBC.

El USNS Comfort partió este sábado de Norfork (Virginia) y empezará a funcionar este martes con la misión de "atender a los neoyorquinos que no tengan el virus pero que requieran de atención (médica) urgente" para así poder liberar capacidad en los hospitales, según explicó el presidente Trump.

Dificultades entre vulderables

En medio de la crisis de salud pública también han relucido los vacíos del sistema y la inequidad social que existe en el continente, que pone en una situación aún más crítica a la población vulnerable en países como Venezuela o Cuba en donde ni siquiera hay suficiente abasto de productos básicos de aseo.

La organización ecologista Greenpeace también denunció que más de 350.000 chilenos de zonas rurales sufren "constantes cortes de suministro de agua" que les impide lavarse las manos con frecuencia y les deja expuestos al contagio por COVID-19, por lo que exigió al Gobierno que les garantice los recursos hídricos.

Por otra parte, miles de salvadoreños salieron este lunes a las calles en plena cuarentena domiciliar obligatoria en busca de un bono de 300 dólares para la alimentación anunciado por el presidente del país, Nayib Bukele, para más del 75 % de los hogares, según pudo constatar Efe.

La noche del viernes, el mandatario salvadoreño anunció el lanzamiento de un sitio web en el que los ciudadanos debían ingresar el número de su documento de identidad para saber si eran beneficiarios del bono, pero el mismo colapsó por la cantidad de ingresos.

Viajes a casa

Con las fronteras de la mayoría de países cerradas, limitaciones a los vuelos y a los transportes marítimos el regreso a casa para miles de personas se ha convertido en toda una travesía.

Bolivia descartó la posibilidad de abrir su frontera con Chile para repatriar a unos 150 bolivianos que buscan regresar a su país, al argumentar que no existen condiciones para que cumplan la cuarentena.

Por su parte, Ecuador anunció que se suspenderán los vuelos humanitarios mientras dure la cuarentena de los ecuatorianos que ya han llegado al país, cerca de 700 según la Cancillería.

Un total de 435 europeos, en su mayoría franceses, abordaron un avión para salir de Guatemala hacia el aeropuerto Charles de Gaulle en París, apoyados por su embajada.

Además, hoy se conoció que el paso anoche por el Canal de Panamá del crucero Zandaam, donde se detectaron casos de COVID-19 y se registraron 4 muertos, fue "excepcional", dijo el administrador de la vía acuática, Ricaurte Vásquez, quien matizó que la norma vigente "es que buque que llegue con signos de coronavirus no debe transitar”.

Resilencia

El golpe del coronavirus ha sido contundente en las finanzas de las empresas y hoy justamente los grandes almacenes Macy's de Estados Unidos anunciaron que despedirán a partir de esta semana a la "mayoría" de sus 130.000 empleados y mantendrán solo el personal necesario "para las operaciones básicas".

En esta misma jornada el Fondo Monetario Internacional (FMI) advirtió que "una profunda recesión en Europa es ya inevitable" en 2020 debido a la pandemia, ya que cada mes de cuarentena económica resta un 3 % del PIB anual.

Pese a este panorama el principal mercado de referencia de América, Wall Street, se ha mostrado resiliente y cerró la primera sesión de la semana con ganancias moderadas luego de que su principal indicador, el Dow Jones, subiera un 3,19 % tras una reacción positiva de los inversores a los esfuerzos de autoridades y empresas para combatir la COVID-19.

En Latinoamérica, Perú ha decidido en una medida sin precedentes abrir la caja donde guardaba los ahorros fiscales de las últimas décadas para contener la pandemia de la COVID-19. Perú, además, invertirá 12 % de su producto interno bruto para afrontar el impacto económico de la pandemia. TAGS:undefined

La bolsa abre con tendencia al alza

Tras el paso atrás de ayer, la bolsa ha abierto la sesión con tendencia alza con un ascenso inicial de en torno al 1,5%. El lunes el Ibex se dejó un porcentaje similar, en una jornada en la que el resto de plazas europeas vivieron una sesión positiva y Wall Street se naotó un avance del 3,5%.

Pedro Sánchez, ante la abrumadora realidad

Pedro Sánchez prometió hacer lo que haga falta para vencer al virus y su herencia económica, optando por echarse España a los hombros con la declaración del estado de alarma. El paso de los días ha precisado el significado real de aquella proclama:  hacer lo que se pueda. No es lo mismo, aunque se persiga con determinación la improbable coincidencia de resultados. La realidad ha quedado certificada con el decreto del permiso retribuido recuperable para las actividades no esenciales durante las jornadas laborales que restan hasta después de los festivos de Semana Santa. Es la variante del cierre total propia de un estado que cedió hace mucho tiempo a la Unión Europea el principal atributo de la soberanía, la capacidad de amonedar.
