Governor Polis Updates March 25, 2020 COVID-19

In an effort to continue to provide you with an official update from the Governor’s office, below includes the latest steps we are taking to respond to the Coronavirus threat. The most valuable resource we have is time and we need to do more to slow down the spread of the virus. We appreciate your support in helping to spread these updates to your network.

 Topline Update

As of today we have 1,086 cases, 19 deaths, and 148 hospitalizations out of 8,064 completed tests. 

As you can see, the numbers continue to grow, and at this point, require more drastic action.

Today, the Governor signed a letter to the President asking him to declare a Major Disaster for the State of Colorado to help us deal with the COVID-19 pandemic. A Major Disaster declaration would free up a host of federal resources to assist with Medical Care, Housing, Disaster Management, Unemployment Assistance, Case management, Legal Services, Nutrition, Crisis Counseling, Hazard Mitigation, and other areas.

Furthermore, the Governor has called on the President to grant Colorado Dual Status Commander Authority. This designation will ensure unity of command, allowing regular, federal military units to be controlled by a single commander representing the Governor. This will help to eliminate confusion and conflict, and allow us to streamline the utilization of our military personnel in this response.

*NEW* -  Stay at Home Order

Today, after much deliberation with our team and with public health experts, the Governor announced that we are finalizing a statewide Stay-At-Home order that will begin on Thursday, March 26 at 6:00 a.m. and will last until Saturday, April 11, 2020.

The full order will be released by midnight. In short, what a Stay at Home order means is individuals are only to interact with their household and only leave their houses for essential activities and to take extreme precautions to limit coming in contact with potentially contaminated surfaces. 

Facilities that remain open must take steps to ensure social distancing or face legal consequences. If this order is going to be effective, instructions need to be clear and concise to all Coloradans and we must obey them. Coloradans should not leave their homes except for certain activities including:

  • Obtaining food and other household necessities including medicine, liquor, or cannabis

  • Going to and from work if you are an essential employee

  • Seeking medical care

  • Caring for dependents or pets

  • Caring for a vulnerable person in another location

  • Or participating in outdoor recreation at a legally-mandated safe distance of six feet or more from other parties.

  • Limiting our social interactions is the most effective way to get control of this virus. The projections dictate that more extreme measures must be taken to avoid a colossal breach of our health care system’s capacity. The priority MUST be preventing a catastrophic loss of human life. We all have a responsibility to ourselves, our fellow Coloradans, and our fellow Americans to reduce the spread of this virus. Our goal is to prevent the unnecessary sacrifice of human lives. And it’s going to take all of us.

Grocery Store Guidance

At the state level we are focused on keeping all Coloradans safe, especially essential employees. We know that grocery stores have been very busy these past few weeks, and they will continue to be busy. Yesterday, the Governor sent a letter to grocery executives -- and followed up with Safeway and King Soopers this morning -- asking them to prioritize the health and safety of their workers and help reduce the spread of the virus by:

  • Providing appropriate gloves, masks, face screens, and other personal protective equipment to grocery store workers to the extent possible

  • Consider expanding into grocery delivery services, prioritizing service to those at the highest risk

  • Provide daily designated time periods for higher-risk individuals to shop - I know some stores are already doing that.

  • Establish entrance/access controls to ensure crowds are in compliance with safe social distancing practices like standing six feet away from each other in line

  • To the extent possible, assign those employees with higher health-risks to tasks with lowest exposure risks such as backroom work.

We want to make sure that those essential employees are able to perform their work safely while we manage this crisis. We’re also calling on municipalities to temporarily suspend plastic bag fee ordinances for thirty days because of the potential to spread COVID-19 through the use of reusable grocery bags.

Federal Stimulus Package

As this pandemic continues, we will continue to need the federal government to step up for Coloradans. This package will help workers and small businesses.

The package being negotiated includes $600 per week in additional unemployment benefits and extends the time in which individuals can collect unemployment benefits to 39 weeks. There are also more than $300 billion in loans and grants to small businesses across the country. Individual Americans would receive up to $1,200 per person in direct payments based on income with an additional $500 available per child.

Army Corps of Engineers / ICU Beds

Right now, Army Corps of Engineers are assisting with planning and constructing alternative care sites, which are existing facilities that can be converted to provide medical care for non-COVID patients and/or patients who are recovering from COVID-19. This is incredibly important, and they need to be brought online quickly so we can handle the coming surge of cases. At the peak of this crisis, we expect to need thousands of more hospital beds. If we do not flatten the curve, the need for those beds could be all at once. So building this extra care space will be vitally important for our state’s health care system capacity.

Testing Update

The State lab has eliminated its backlog, and tripled its testing capacity. We know that one lab is not going to be enough -- we need every lab in the state at maximum capacity. We’ve conducted 7 mobile testing sites to date. And there are new labs coming online to do testing: CU, CSU, University Hospital, Children’s. And we are in the process of distributing 4500 test kits to Local Public Health agencies for additional testing at community-based testing sites in Fort Collins, Grand Junction, and Colorado Springs.

Urgent Call for More Ventilators

One area that continues to be a challenge is getting our hands on enough ventilators. Right now we’re about 7,000 short of what we will need at the peak. Our latest delivery from the national stockpile included zero ventilators. Our Innovation Response Team is working as hard as they can to identify manufacturers and supply chains, but we need private sector manufacturers in our state to join this cause and help us produce these ventilators that will save the lives of our neighbors, our friends, our parents, grandparents, maybe even ourselves.

We want to continue to encourage those who are able to continue to rise to the challenge in all sorts of ways.

  • Personal Protective Equipment:To donate PPE keep the bare minimum amount of supply you need to conduct essential or life saving functions, and contribute the remainder to our state's COVID19 response. If you have small quantities of supplies to contribute, between 1-25 boxes of personal protective equipment donate these supplies to yourlocal public health department, local community health center, community clinic, or local hospital. We’re all in this together, and we will continue to look for both public and private sector solutions that will allow us to address the public health crisis and the economic crisis at the same time. The most important and responsible thing we can do -- for our state, country, and the lives of those around us -- is to stay home unless it’s absolutely necessary.

YOUR TASKS AND RESPONSIBILITIES

The primary responsibilities of this role, Crop Protection Strategy and Claims Specialist, are to:



  • Manage product claims to ensure equitable settlement with focus on the interest of Bayer Crop Science (BCS) including, but not limited to, development and testing of new tools and processes, distribution of settlements, audits of claims;
  • Manage, verify and report on all BCS product claims and shared risk claims, review for accuracy and compliance with approved policies/procedures, maintain the claims database and provide insightful analysis/reports to management;
  • Lead, coach and mentor sales representatives through clear direction, effective coaching and prioritization on complaint and shared risk policies and tools, including the reasoning behind policies/procedures and proper reimbursement management;
  • Provide support and information to other BCS departments regarding claims including actual spending vs. budgets and forecasts with consensus on any actions required;
  • Follow through on stale dated checks and follow BCS escheatment policies ensuring compliance to policy/procedures;
  • Provide support to the Legal Department in preparation for litigation on disputed claims;

  • Provide analysis for trends on performance, and communicate to Research and Development (R&D) for use pattern refinements;
  • Track product quality issues related to formulation, packaging, equipment, etc., and provide to Supply Chain for resolution;

  • Provide data to Regulatory for Section 6(a)(2) reporting requirements;
  • Develop and update BCS product complaint policies and procedures by partnering with Marketing, Sales, Technical Services, Legal and Controlling to enable Commercial Operations to succeed in the market;
  • Review and consult with Marketing on Shared Risk Program development;
  • Work with third-party vendors to manage development and enhancements to tools and data needs;

  • Manage other outsourced initiatives such as the Sales Support Specialists including, but not limited to, funding, effectiveness and annual training requirements;
  • Orchestrate the prioritization of channel partners through the annual channel stratification process, which assigns prioritization of retailer channel partners for allocation of resources, and incorporate feedback from cross-functional stakeholders results of analysis of market dynamics and country specific strategic objectives;
  • Create, develop and deploy channel stratification process for country organization including selection and implementation of methodology, financial risk analysis, recalibration of channel partner sales representatives key performance indicator (KPI), management of third-party vendors and generation of performance analysis;

  • Develop rules, processes and policies for channel stratification approval, in season adjustments, and exceptions;
  • Propose insights-driven recommendations to commercial operations and marketing leadership optimizing opportunity for business growth given country specific strategic objectives and financial resource allocations to finalize channel stratification;
  • Lead cross functional team (IT, Commercial Operations, Marketing, Order to Cash) to ensure effective and timely execution of stratification throughout the business cycle;
  • Develop training material and guidance to enable execution of data driven partner identification and business planning by sales and marketing.

    Required Qualifications:



    • Bachelor of Science or Bachelor of Arts degree preferably in Agriculture, AgriBusiness, Business or a related degree with at least eight years of experience, OR Master of Science degree with at least five years of experience;
    • Have an overall knowledge of agricultural practices, primarily the use of crop protection and seed products, as well as those of competitive companies;
    • Have a complete understanding of relevant regulations and product liability procedures relating to our industry, including Section 6(a)(2) adverse effects reporting and government programs related to farming;
    • Have interpersonal skills to effectively listen, communicate orally and in writing with confidence to accomplish duties with internal and external stakeholders;

    • Advanced computer and presentation skills (proficient in Word, Excel, PowerPoint, and ability to use web-based tools);
    • Ability to manage and analyze complex data sets to identify trends, issues and opportunities, then communicate summaries to management to drive action;
    • Demonstrated excellent organizational, follow up and analytical skills as this role will identify market trends to proactively mitigate risk to the business;
    • Ability to train the sales force, provide insights that are actionable and general ability to deal with all levels of management in Commercial Operations, Marketing, Regulatory, Legal, R&D and other functions as required;

YOUR TASKS AND RESPONSIBILITIES

The primary responsibilities of this role, Crop Protection Strategy and Claims Specialist, are to:



  • Manage product claims to ensure equitable settlement with focus on the interest of Bayer Crop Science (BCS) including, but not limited to, development and testing of new tools and processes, distribution of settlements, audits of claims;
  • Manage, verify and report on all BCS product claims and shared risk claims, review for accuracy and compliance with approved policies/procedures, maintain the claims database and provide insightful analysis/reports to management;
  • Lead, coach and mentor sales representatives through clear direction, effective coaching and prioritization on complaint and shared risk policies and tools, including the reasoning behind policies/procedures and proper reimbursement management;
  • Provide support and information to other BCS departments regarding claims including actual spending vs. budgets and forecasts with consensus on any actions required;
  • Follow through on stale dated checks and follow BCS escheatment policies ensuring compliance to policy/procedures;
  • Provide support to the Legal Department in preparation for litigation on disputed claims;

  • Provide analysis for trends on performance, and communicate to Research and Development (R&D) for use pattern refinements;
  • Track product quality issues related to formulation, packaging, equipment, etc., and provide to Supply Chain for resolution;

  • Provide data to Regulatory for Section 6(a)(2) reporting requirements;
  • Develop and update BCS product complaint policies and procedures by partnering with Marketing, Sales, Technical Services, Legal and Controlling to enable Commercial Operations to succeed in the market;
  • Review and consult with Marketing on Shared Risk Program development;
  • Work with third-party vendors to manage development and enhancements to tools and data needs;

  • Manage other outsourced initiatives such as the Sales Support Specialists including, but not limited to, funding, effectiveness and annual training requirements;
  • Orchestrate the prioritization of channel partners through the annual channel stratification process, which assigns prioritization of retailer channel partners for allocation of resources, and incorporate feedback from cross-functional stakeholders results of analysis of market dynamics and country specific strategic objectives;
  • Create, develop and deploy channel stratification process for country organization including selection and implementation of methodology, financial risk analysis, recalibration of channel partner sales representatives key performance indicator (KPI), management of third-party vendors and generation of performance analysis;

  • Develop rules, processes and policies for channel stratification approval, in season adjustments, and exceptions;
  • Propose insights-driven recommendations to commercial operations and marketing leadership optimizing opportunity for business growth given country specific strategic objectives and financial resource allocations to finalize channel stratification;
  • Lead cross functional team (IT, Commercial Operations, Marketing, Order to Cash) to ensure effective and timely execution of stratification throughout the business cycle;
  • Develop training material and guidance to enable execution of data driven partner identification and business planning by sales and marketing.

    • Bachelor of Science or Bachelor of Arts degree preferably in Agriculture, AgriBusiness, Business or a related degree with at least eight years of experience, OR Master of Science degree with at least five years of experience;
    • Have an overall knowledge of agricultural practices, primarily the use of crop protection and seed products, as well as those of competitive companies;
    • Have a complete understanding of relevant regulations and product liability procedures relating to our industry, including Section 6(a)(2) adverse effects reporting and government programs related to farming;
    • Have interpersonal skills to effectively listen, communicate orally and in writing with confidence to accomplish duties with internal and external stakeholders;

Colorado Springs Mayor John Suthers said Thursday that, while he hopes citizens will continue to comply voluntarily with Gov. Jared Polis’ stay-at-home order, citizens who violate the order may be subject to “criminal prosecution.”

At a press conference Thursday afternoon, Suthers said the city will issue “an escalating system of warnings, but if somebody refuses to comply, they will be subject to criminal prosecution.”
Suthers, El Paso County Commissioner Mark Waller and medical experts from UCHealth and Penrose-St. Francis Health Services urged people to comply with the order to stay home, issued by the governor yesterday.

YOUR TASKS AND RESPONSIBILITIES

The primary responsibilities of this role, Crop Protection Strategy and Claims Specialist, are to:



  • Manage product claims to ensure equitable settlement with focus on the interest of Bayer Crop Science (BCS) including, but not limited to, development and testing of new tools and processes, distribution of settlements, audits of claims;
  • Manage, verify and report on all BCS product claims and shared risk claims, review for accuracy and compliance with approved policies/procedures, maintain the claims database and provide insightful analysis/reports to management;
  • Lead, coach and mentor sales representatives through clear direction, effective coaching and prioritization on complaint and shared risk policies and tools, including the reasoning behind policies/procedures and proper reimbursement management;
  • Provide support and information to other BCS departments regarding claims including actual spending vs. budgets and forecasts with consensus on any actions required;
  • Follow through on stale dated checks and follow BCS escheatment policies ensuring compliance to policy/procedures;
  • Provide support to the Legal Department in preparation for litigation on disputed claims;

  • Provide analysis for trends on performance, and communicate to Research and Development (R&D) for use pattern refinements;
  • Track product quality issues related to formulation, packaging, equipment, etc., and provide to Supply Chain for resolution;

  • Provide data to Regulatory for Section 6(a)(2) reporting requirements;
  • Develop and update BCS product complaint policies and procedures by partnering with Marketing, Sales, Technical Services, Legal and Controlling to enable Commercial Operations to succeed in the market;
  • Review and consult with Marketing on Shared Risk Program development;

    Required Qualifications:



    • Bachelor of Science or Bachelor of Arts degree preferably in Agriculture, AgriBusiness, Business or a related degree with at least eight years of experience, OR Master of Science degree with at least five years of experience;
    • Have an overall knowledge of agricultural practices, primarily the use of crop protection and seed products, as well as those of competitive companies;
    • Have a complete understanding of relevant regulations and product liability procedures relating to our industry, including Section 6(a)(2) adverse effects reporting and government programs related to farming;
    • Have interpersonal skills to effectively listen, communicate orally and in writing with confidence to accomplish duties with internal and external stakeholders;

    • Advanced computer and presentation skills (proficient in Word, Excel, PowerPoint, and ability to use web-based tools);
    • Ability to manage and analyze complex data sets to identify trends, issues and opportunities, then communicate summaries to management to drive action;
    • Demonstrated excellent organizational, follow up and analytical skills as this role will identify market trends to proactively mitigate risk to the business;
    • Ability to train the sales force, provide insights that are actionable and general ability to deal with all levels of management in Commercial Operations, Marketing, Regulatory, Legal, R&D and other functions as required;

    • Proven ability to multi-task in a rapid-paced and matrixed environment;
    • Availability to travel.

Primary Purpose and Function The Installation Technician II will perform installations of electronic control systems which may include door access control, CCTV, intrusion detection, low voltage communication and fire alarm systems including cable management, electronic locks, point sensors, signaling devices and associated hardware. As an Install Tech II, this person will be expected to perform at a highly efficient level. Essential Functions and Responsibilities Be able to work independently or as a member of a team. Run electrical wiring in a crawl spaces; related activities to include drilling, trenching, and aerial runs. Responsible for the connection of control panels, application requirements, wire concealment and security software installation. Complete all wiring, connections, and equipment installations ensuring that systems are complete and operational according to contract requirements. Troubleshoot new system installations to ensure that they are functioning properly and that they meet local, county, state, and/or federal codes and any licensing and/or insurance requirements. Manage and supervise 1-2 Tech I's on a job as assigned by Ops Manager Complete miscellaneous tasks as assigned such as job-site clean-up Overnight travel may be required on an as-need basis. Intelligence, Information and Services (IIS) is currently seeking a talented Principal Systems Engineer to join our system Engineering team in Colorado Springs, Colorado on the COBRA DANE program.

The COBRA DANE radar sensor is a ground-based, computer-driven, L-band phased array radar located at Eareckson Air Station (AS) (EAS) on Shemya, Alaska (AK). Its primary mission is Ground-Based Midcourse Defense (MD) with a secondary mission of Space Situational Awareness (SSA). Operational control for the COBRA DANE radar sensor is under the United States Strategic Command and supported by Air Force Space Command. This Program will deliver world class Operations, Maintenance and Support (OM&S) and Depot and Sustainment (D&S) for the COBRA DANE (CD) phased array radar. IISs experience in support of COBRA DANE and other large/sophisticated high power radar systems provides the high technological capability, foundation, and infrastructure required, along with the corporate resources to deliver continuous successful COBRA DANE mission performance.

As the Principal System Engineer, you will serve as a technical point of contact with the program office, the customer and other external entities related to assigned projects. Working with the Program Engineer, HW Lead and the SE lead, the Principle System Engineer helps set the technical direction for assigned projects based on his or her technical experience in the relevant domain.

A strong ground based radar background is required. A firm understanding of Missile Defense requirements and testing is strongly desired.

Clearance Requirements: Must be a US Citizens with a current/active Secret clearance with the ability to obtain and maintain a Top Secret clearance with SCI access

  • Familiarity and experience with Ground Based Radar systems
  • Experience with relevant engineering experience working on a government contract.

            • Provides referrals to contracted facilities, behavioral health, community agencies and organizations.
            • Assist participant in making housing choices. Will proactively work to partner with participant and/or caregivers to advocate participant in maintaining appropriate housing and assist participant to function at most independent community level possible. Coordinates as needed hospital discharges in communication with attending medical and multi discipline PACE team members.
            • Initiates referrals to external resources with community agencies such as Adult Protective Services, Housing Authority, and/or Colorado Springs Police Department

Facilitates referrals to provider for palliative care, or nursing home placement as appropriate. Assists participants and caregivers to complete MDPOA, Proxy, and DNR directives as needed. Provide supervision to student interns in MSW internship collaborations between their respective universities and RM PACE. Assist in training of new Social Workers-Cm by providing shadowing experiences and information that is team specific.


              • Attends and actively participates in a variety of organizational meetings related to participant care or daily operations, including but not limited to: daily IDT Meeting, Quality Assurance Committee, and various in-services. Acts as a back up to the Social Work Manager for the interdisciplinary team (IDT) meetings, as needed.
              • Maintains appropriate documentation in participants medical records including assessments, change of status; temporary or permanent placements; hospital discharges; participant staffing's; home visits; disenrollment's and other significant events.
