Coronavirus Response: As we rebuild, we must avoid sleepwalking into the next crisis

The future we create for our society and our planet will depend on agile, compassionate leadership, argues Eliot Whittington, director of the Corporate Leaders Groups

The world is changing in front of our eyes, as the impact of this global pandemic becomes apparent.

Right now, we don't really know the scale of the changes we face. It could be akin to the 2008 financial crisis that delivered a shock to our systems that continues to shape politics and economics today. Or it might be bigger - setting out a whole new approach from governments, redefining the nature of business and changing the core structure of our financial system.

What is certain is that the spread of Covid-19 has created an unprecedented disruptive moment, as we face not only a public health crisis, but also an economic crisis and a political crisis. We cannot wish this moment away, but instead we need to face up to it and work out together how to protect ourselves and rebuild more resilient systems.

Through the work of the Corporate Leaders Group, we have demonstrated how business can show leadership in response to climate crisis and sought to build positive partnerships with government to support and guide action on that issue. Like everything and everyone else this pandemic will challenge us in how we work and remind us that people and their lives need to come first.

Of course, it remains irresponsible and bad business to ignore the impacts of the climate crisis, just as it is irresponsible and bad business to ignore the impacts of the Covid-19 virus. The pandemic is another reminder that urgent action on climate change is essential, and that as we shape that action we need to think about the human impact of such changes - to follow a just transition in some people's terms.

We need to think about how we can do everything possible to look after people and retain a functioning economy, while also building back with unprecedented levels of resilience that can support people, society and systems in the face of future climate and environmental challenges.

We know from the businesses we work with that climate action is largely well aligned with building new industries, delivering better health outcomes, and more pleasant places to live. These approaches involve creating new jobs and building a more resilient economy. As we rebuild, we must apply these approaches and look to rebuild a stronger economy that works for its people and does not lead us sleepwalking into the next crisis.

We also know that governments are actively wrestling with this. In recent EU Council conclusions the need to ensure that we both cope with the crisis we are immersed in but also keep an eye on the future and the pre-existing goals of delivering a green and prosperous economy emerged clearly.  And despite news that COP26 will be postponed as the UK wrestles with the impact of the virus, it is good to hear it will still be held in Glasgow, reflecting the UK's continued commitment to its net zero target and international action on climate change.

Right now it is difficult to pin down how the next months and years will play out, but the future we create for our society and our planet will depend on agile, compassionate leadership that is ready to engage, debate and discuss with open minds about the best routes through each new challenge as it arises. If we can achieve this there is a very good chance of emerging from the present crisis stronger and more resilient, and ready for the road ahead.

The Lied To's are Susan Levine and Doug Kwartler, two Massachusetts-based singer-songwriters who joined musical forces in 2014. Their most recent cd, The Lesser of Two Evils, received universal praise for its gritty instrumentation, impeccable harmonies and honest songwriting. Rob Liddle on coronavirus in Britain: Boris Johnson's condition improving, death toll over 7000   

British Prime Minister Boris Johnson remains in intensive care with the coronavirus but is improving and sitting up in bed, a senior government minister said Wednesday, as the U.K. recorded its biggest spike in COVID-19 deaths to date.
Johnson, the first world leader diagnosed with the disease, has spent two nights in the ICU at St. Thomas' Hospital in London.
“The latest from the hospital is the prime minister remains in intensive care where his condition is improving,” Sunak said at a news conference. “I can also tell you that he has been sitting up in bed and engaging positively with the clinical team.”
That glimmer of good news came as the number of COVID-19-related deaths in Britain approached the peaks seen in Italy and Spain, the two countries with the greatest number of fatalities.
Britain's confirmed death toll reached 7,097 on Wednesday, an increase of 938 from 24 hours earlier. Italy recorded a high of 969 deaths on March 27 and Spain 950 deaths on April 2.
The figures may not be directly comparable, however. Not all the U.K. deaths reported each day occurred in the preceding 24 hours, and the total only includes deaths in hospitals.
The government's deputy chief scientific adviser, Angela McLean, said that despite the grim death figures, the number of new cases “is not accelerating out of control ... and that is good news."
Johnson, 55, is the most high-profile of more than 60,000 people in Britain who have been confirmed to have the virus.
He was diagnosed on March 26 and still had a cough and fever 10 days later. He was admitted to St. Thomas' Hospital Sunday and moved to the ICU on Monday after his condition deteriorated. Foreign Secretary Dominic Raab is standing in for Johnson while he is hospitalized.
Johnson spokesman James Slack said earlier Wednesday that the prime minister was receiving “standard oxygen treatment” and breathing without any other assistance.
Johnson’s illness has unleashed a wave of sympathy for the prime minister, including from his political opponents. It has also heightened public unease about the government’s response to the outbreak, which faced criticism even with the energetic Johnson at the helm.
Britain was slower than many other European nations to close schools, shut businesses and restrict people’s movements in a bid to curb infections, and the government has struggled to meet its goal of dramatically increasing the number of individuals tested for the virus.
Britain initially restricted testing to patients in hospitals with coronavirus symptoms, but has begun testing health care workers and their families. The government has said even broader testing will be part of the country’s exit strategy from the lockdown, and has promised to test 100,000 people a day by the end of April. The current number is about 14,000 a day.
For most people, the coronavirus causes mild to moderate symptoms such as fever and cough. But for some, especially older adults and the infirm, it can cause pneumonia and death.
After a slow start, the government has urged the private sector to get involved. Drug makers GSK and AstraZeneca say they are setting up a lab at Cambridge University capable of performing 30,000 tests a day by the start of May.
Slack defended the government's response.
“We took our decisions based on the best available medical and scientific advice,” he said. “We believe we acted with the right measures at the right rime.”
In Johnson’s absence, it’s unclear who would decide whether to ease nationwide lockdown measures the British government imposed on March 23 in response to the worldwide pandemic.
The initial three-week period set for the restrictions expires next week, but with cases and deaths still growing, officials say it is too soon to change course.
Mark Drakeford, the first minister of Wales, said it was clear “these restrictions will not end” next week.

Reporters and scholars often focus on violence and victimization: “if it bleeds, it leads.” But unarmed civilians around the world often protect themselves against armed combatants using social processes to reduce the violence perpetrated against them. Oliver Kaplan’s case studies of Columbia – with extensions to Afghanistan, Pakistan, Syria, and the Philippines – demonstrates how, why, and when civilians effectively resist the influence of armed actors and limit violence. In our conversation about his new book Resisting War: How Communities Protect Themselves (Cambridge University Press, 2020), Kaplan describes his interdisciplinary methodology that creatively combines fieldwork, statistics, and scholarship from sociology, psychology, history, and political science. Kaplan insists that civilians are not helpless victims but deployers of covert and overt nonviolence strategies that preserve and cultivate autonomy. He explains how local social organization and cohesion allows civilians to create strategies that help them protect themselves (and human rights more broadly). Kaplan’s book traces the strategies that help civilians enhance their autonomy – particularly the ways in which they affect armed actors’ behavior, capabilities, and ways of thinking. The Data Privacy Battle: Direct Marketing and AdTech Must Act Now   


Ever since the GDPR was introduced, businesses from every industry have had to rethink and reshape their sales and marketing strategies to ensure they are acting ethically and legally. In many ways, customers are now more invested in their privacy rights than ever before, as well as more wary of business behaviour. As a result, the task of driving innovation while complying with regulation grows ever more difficult for those working in the direct marketing and AdTech industries.

In fact, a recent announcement from the Information Commissioner’s Office (ICO) threatens to put a complete stop to direct marketing in its current form. In its new Draft Code for Direct Marketing, the ICO appears to suggest that Legitimate Interests may no longer be available as a lawful basis for processing personal data for direct marketing purposes.

This suggestion by the ICO could have far-reaching ramifications.In fact, many industry professionals are concerned that the radical regulatory measures proposed will have a dramatically negative impact on innovation, and overall customer experience as a result.

In a recent webinar, over 700 senior data innovation and privacy professionals from around the world gathered to discuss these concerns, highlighting four main takeaways:

Contract, consent and anonymisation are no longer able to be relied upon for the processing of personal data under the GDPR. This makes it more difficult for personal data to be processed with complex algorithms, such as those used in the AdTech space for personalised marketing.

In place of contract, consent and anonymisation, companies must be able to consider Legitimate Interests as a lawful basis for processing. This requires new technical controls and measures that protect data when in use.

This is an SOS: These direct marketing approaches are being scrutinised and challenged, which means that innovative data uses are at risk.

Immediate action is required.

The challenge for regulators is that advancements in the technology used for processing data for direct marketing purposes has been moving at an unprecedented speed. In many cases, these technologies have outpaced the measures that enable e-commerce to be carried out in a privacy-respectful and lawful manner.

This, combined with incidents such as the Cambridge Analytica and Facebook data scandals, has seen regulators inevitably become more prone to erring on the side of caution and implementing stricter regulations. Indeed, regulators are frequently sceptical about the availability, or even the existence, of the appropriate technical controls that would be required for processing data legally under Legitimate Interests grounds.

However, you only need to look at the GDPR itself to see that there is in fact a solution available to help the direct marketing and AdTech industries continue innovating. What’s more is that it does so while also achieving GDPR compliance by protecting consumers’ privacy. The solution is Pseudonymisation, newly defined at the EU level, with a heightened standard relative to past practice. It is repeatedly mentioned as not only a recommended safeguard for protecting data, but is also explicitly linked to express statutory benefits that can enable greater data use.

GDPR-compliant Pseudonymisation embeds privacy policies in data in a use-case-specific, privacy-enhanced way, to satisfy the statutory and contractual requirements that can support privacy-respectful and lawful direct marketing.

Indeed, the use of Pseudonymisation could potentially change the very nature of the relationship between the ICO and the direct marketing and AdTech industries. We believe that the ICO’s new proposed Draft Code for Direct Marketing is really about requiring organisations to prove the existence of technical and organisational safeguards for data subject privacy: safeguards that can ensure demonstrable accountability for companies as well.

Now is the time for the direct marketing and AdTech industries to act: technical and organisational safeguards, such as Pseudonymisation, need to be implemented and used now, to ensure that the industry can demonstrate accountability to regulators. With this kind of approach in place, privacy-respectful and lawful direct marketing could continue to flourish, while supporting and protecting individual privacy rights alongside.

In the 1950's, a highly credible investigator, Norman Dodd, discovered that the tax-exempt foundations e.g. Rockefeller Foundation etc, are really there to make changes in the world, and that the only way they know how to make changes is through war, so their job is really to start wars. 

Since war was the only effective method they knew for making major changes, they would continue to use it until they had other equivalently effective methods. 

Ten years ago, a high-level Rockefeller document described details of other methods for influencing how the world evolves. One scenario suggested in the document was a pandemic. What societal changes do the Rockefellers desire? 

A former Rockefeller family friend, Aaron Russo, blew the whistle on the Rockefellers' plans. He had been told they want everyone chipped for tracking and to buy/sell. 

If they don't like you they will turn off your chip to make it incredibly difficult for you to function in society. 

Conclusion:- The Rockefeller no longer rely on war to make changes in the world, now they have other tools at their disposal, such as pandemics. Their goal is take away our freedoms, then if we want them back we'll be forced to receive vaccines to gain a digital certificate of movement which allows us to be tracked on 5G control grids. 

Over time it will be placed onto a chip, which will be hard to avoid. By then society will be cashless, making life without a chip a struggle, almost impossible.

Chief suspects for causing this pandemic = Rockefeller family and their many proxies.

So, as Bill Gates (who is allied with the Rockefellers) recently admitted on Reddit, the plan is for people to have digital certificates of movement. Germany is calling them antibody certificates. 

It's very easy to see how these digital certificates of movement, initially on your smart phone, will eventually be installed on implanted micro-chips, in case you lose your phone and for your convenience, they will say. 

You won't be allowed in society without one, as they will claim you may spread a virus, for you to be allowed out in public they will force you to have this, which also means receiving the vaccines and whatever ingredients eugenics enthusiasts Gates and the Rockefeller decide to put in them.

Last but not least, the 5G control grid which is being rapidly rolled out is there to track your movement by connecting with the digital certificate/chip, this is why 5G is being prioritized despite there being so much public resistance and unknown health risks. While 4G was similar, it is nowhere near as fast and cannot make as many connections, with 5G they can track us in real time.


The perfect thing about their plan is that they can keep on attacking us with wave after wave of pandemic until we give in. That means to stop them we need high level people in the world to get onboard, deciding enough is enough. 

There needs to be arrests and all their essentially terrorist operations must be shut down once and for all, the Rockefellers and Mr Gates can no longer be tolerated as being above the law.


The idea to deploy "smart monitoring" to enforce the new rules and will develop a special pass system for residents to leave their houses was announced by Moscow authorities on March 30 and caused a widespread negative reaction among the Russian society.

 I have family in Italy and in Canada (I am Canadian and reside in Canada). A good family friend in Italy, an old tough farmer and a good soul, has been locked in his apartment for nearly a month now.

He cannot leave or he risks extreme fines or prison time. He has begun to lose his mind. His only exercise is the stairs in his complex. He counts every single one -- there are 72. He has a daughter who lives 300 meters away. He cannot go live with her; again, he is not allowed to leave his property. I think he will soon break.

This is coming to Canada. Our economy is ruined and I fear that this will go on for a long time. We just received word in Ontario that no new renovation or residential construction project can start. We are allowed to finish current projects if they have been started; however, consider this, from the time a home starts as a hole in the ground to completion can be months.

In the meantime, we are still working away. What is the sense of not allowing new projects to start unless they intend for this crisis to last beyond the scope of what it would take for current construction to complete (months).

This is an absolute disaster. The cute "stay at home" hashtags are giving way now and the mental deterioration is starting to be observable in people. My liberal friends are starting to feel the pinch. Even just the lack of activity is a hard burden to bear. Others who are still receiving their pay checks are apathetic. They won't escape suffering for long.

The social fabric of society has been destroyed; now we have lost our fundamental human right to human intimacy. We are all prisoners and lab rats looking to our experts in this technocracy, wondering what they will do to us next.

My only consolation is God. I know in the end that everything will be alright; however, to not carry a burning hatred for what they are doing and intend for humanity is a hard thing to wrestle.

"Because iniquity will abound, the love of many will grow cold." Don't let this happen to you. Love the innocent and hate the evil being prepared for them. I pray one day to find kindred souls who have the courage to resist with me, because I will never take the mark no matter what.

Anyways, I better get back to work... I don't suspect I will have much longer to do so.

Malaysia’s Grandiose Education Ambitions A Mess – Analysis   

In 2015, Muhyiddin Yassin, then Malaysia’s education minister, midwifed an ambitious Education Blueprint 2015-2025 that laid out a vision to make the country a regional education powerhouse drawing on foreign students from Africa, India, Pakistan, Sri Lanka, the Middle East, Central Asia and China. 

Muhyiddin, now the country’s prime minister, envisioned a foreign and domestic student population of 2.5 million in 2025 in a regional hub similar to the United Kingdom and Australia to cash in on foreign students. But like so many of the country’s past grandiose plans, with only a cursory nod to reform of a system already regarded as hopelessly hostage to religion and saddled with corruption, the rush to build an industry grossly overestimated potential demand in regards to domestic and foreign students. 

Today, Malaysia’s private higher education system is operating well under its capacity and accruing substantial debt now exacerbated by the onset of the Covid-19 coronavirus. Lower-than-estimated foreign student intakes have dismally failed to fill the private university and college capacity void as the country has failed in its bid to shine internationally.

Domestic graduate unemployment has been slowly rising, with the Ministry of Education reporting that 57,000 of 173,000 graduates remained jobless six months after graduation. As an indication of the mismatch of graduate qualifications with workforce needs, of 1.47 million job vacancies, 86.9 percent are for low skilled jobs. Only 4.7 percent of those advertised require any tertiary qualifications. Graduate unemployment was 9.6 percent or 204,000 at the end of 2018.

According to a prominent Malaysian industrialist who asked to remain unnamed, economic opportunities usually generate “me too” responses from corporations in the pursuit of quick profits instead of systematic development of businesses and markets. Thus, lucrative open market-space quickly fills up on the promise of copycat early successes up until that market space becomes overcrowded. This has occurred with palm oil refineries, oleo-chemical plants, rubber glove factories, golf courses and private hospitals. Private universities and colleges are no different, as education was regarded as an easy sector to enter and operate.

That has led to the dire financial situation highlighted by Professor Geoffrey Williams, former deputy vice chancellor on Universiti Tun Razak two years ago that Asia Sentinel reported on April 2. 

The private higher education industry evolved from early tuition centers designed to prepare secondary students for examinations. Eventually, some centers began offering Cambridge O and A level examinations which would entitle entry into UK universities. Some colleges franchised British and US diploma and degree courses locally in Malaysia. These diplomas and degrees were easy to organize and operate, with study packs prepared for students and examinations internally corrected, with few students failing. Local employers and professional bodies recognized it for what it was, a short-term profit-oriented activity. 

The Malaysian government allowed the upgrading of colleges to university colleges and universities at the end of the 1990s to help them position themselves for the foreign student market. During the next decade there was a rush to establish private higher education institutions built on expected exponential market growth. However, a decade later this bubble burst, leading to the closure of around 12 percent of registered private institutions.

Those that have remained strong are ones owned and managed by dedicated educators and those owned by foundations and corporations with a long-term view. These institutions have developed reasonably high educational standards, as have foreign branch campuses. 

Up to now, private higher-education institutions have been stringently controlled by the Ministry of Education under the -Private Higher Education Act of 1996. Through long drawn out procedures, private schools must seek permission to launch courses and get them accredited through the Malaysian Qualifications Agency (MQA), an equally bureaucratic process. Thus, to a great degree the ministry is responsible for allowing the glut in student places. 

In a quest to provide more autonomy, the ministry under former education minister Maszlee Malik prepared an internally-produced vision document titled Way Forward for Private Higher Education Institutions: Education as an Industry (2020-2025). Former Prime Minister Mahathir Mohamed, who took over the ministerial role after Maszlee’s departure, promised that the document would be a source of reference for the industry. It was prepared internally through a structured brainstorming session with private institution owners and senior management. 

The actual documents itself covers five specific areas; agile governance, institutional stability, transformed delivery, innovation and teaching excellence and internationalization. What is striking is that there has been no formal situational audit of the industry. The comment that private higher education is recession-proof indicates this. Further, the narratives relating to each section are of a general nature, rather than outlining any specific strategic plan for each section. 

The document is ministry-centric rather than beamed at institutions and students. There is very little about the upward mobility and job security of academic staff, or specific problems and issues facing students. There is very little about how the industry can attract back foreign students. Financial stress facing the industry even before the Covid-19 crisis is ignored. 

The ultimate test of any plan is how it can assist in times of crisis. This one can’t. The coronavirus crisis, which is making a mockery of the proposition that education is recession-proof, will force a rationalization of institutions. The private schools will have to re-invent themselves to survive the other long-term challenges confronting them.

The first option for private institutions is to go all out to produce graduates superior to public-university graduates to convince potential employers to prefer students for available jobs. Most foreign branch campuses, along with a select few private schools, have achieved that. The better the employer reputation, the easier it is for these institutions to recruit students. 

The second option is to provide education that is not directly dependent upon the job market. This means going for the entrepreneurial education space, where graduates seek to become entrepreneurs, following the example of other universities like the exemplary entrepreneurship institution Monterrey Institute of Technology near Puebla in Mexico. This is easier said than done. Truly entrepreneurial students won’t have the patience to sit through three years of classes before engaging in a start-up. Secondly, although students can learn entrepreneurship, teaching the art of entrepreneurship requires a very unstructured class-space. 

In addition, entrepreneurship curricula without a technical base is like teaching only half a course. There must be a heavy technical/vocational aspect to maximize student competence. University Malaysia Kelantan, a publicly-funded school, has been fairly successful with embracing entrepreneurship within the core of its disciplinary pedagogy. Universiti Malaysia Perlis with the bachelor of Technology Entrepreneurship is now very popular, with 85 percent of graduates either finding employment or undertaking start-ups after graduation. 

Education pundits are quickly jumping onto the online teaching model that has sprung up during the Covid-19 crisis. Such ventures are not new and very few have been very successful. Very few Malaysian academics are enthusiastic about online teaching. One lecturer said that “although students are tech savvy, multi-tasking, and prefer lecture recordings, they prefer the peer environment so they can socialize and network.” Online teaching can’t replace that.

Chapter four of the ministry report recommends mergers between some private institutions as a solution to lack of institutional sustainability. However, unless a merger brings a campus closure, where staff are drastically cut, the merged entity will also be just as financially weak as the two institutions were before the merger. 

Pamjit Singh, president of the Malaysia Association of Private Colleges and Universities (MAPCU) argues tar most private institutions, unable to recruit overseas students, are running into cashflow difficulties, especially now with the Movement Control Order (MCO), because of the Covid-19 crisis. Singh calls for a government stimulus package to bail out the industry. 

However, a straight bail-out wouldn’t correct the structural financial practices that have contributed to the current plight. According to Dr Geoffrey Williams study, many schools were technically insolvent long before the Covid-19 crisis. RM 4.7 billion was taken out of private institutions in the form of dividends between 2010 and 2016, equivalent to almost 30 percent of funds paid to the industry in student loans during the same period. In addition, RM672 million went to vice chancellor and CEO salaries and perks during that period. These funds could have been used to manage and steer the respective private schools sustainably while to achieving the required quality. 

Santhara Kumar Ramanaidu, a Parti Keadilan Rakyat MP for Segamat, Johor, and former CEO of Masterskill Education group, said the government could use Petronas, the state-owned energy company or the Tenaga Nasional Bhd state investment fund, to buy up struggling schools under a special purpose vehicle umbrella, or bail out the viable ones via a soft loan regime.

This puzzle appears on the Monday Diversions page in the Saturday, April {date}, 2020 edition of the National Post.


My experience with this puzzle was not unlike that reported by many on Big Dave's Crossword Blog — off to a fast start and then quickly becoming bogged down. I did, however, manage to finish without resorting to electronic help.

On Big Dave's Crossword Blog, there are reports of people having attended the "Proms" or having watched them on television. The term prom[5] (or Prom) is short for promenade concert[5], a British name for a concert of classical music at which a part of the audience stands in an area without seating, for which tickets are sold at a reduced price. The most famous series of such concerts is the annual BBC Promenade Concerts (known as the Proms), instituted by Sir Henry Wood in 1895. Given that the performer at the concert discussed on Big Dave's blog is Barry Mannilow, it would seem that the Proms must have expanded its repertoire!

Abbreviations — Part II

On Friday, I wrote about the use of abbreviations in cryptic crossword puzzles. I thought it might be interesting to have a look at some of the fields from which setters draw the abbreviations in their puzzles. Today, I have chosen the lowly pencil — the crossword solvers indispensable tool (unless you are confident enough to complete the puzzles in ink).

In my archives, I found three abbreviations related to pencils — or to be more precise — to pencil lead (one of which appears in today's puzzle):
  • B[5] is an abbreviation for black, as used in describing grades of pencil lead
  • F[5] is an abbreviation for fine, as used in describing grades of pencil lead
  • H[2,5] is an abbreviation for hard, as used in describing grades of pencil lead

The use of the word "describe(s)" (or "describing") as either a containment indicator or a hidden word indicator is a common cryptic crossword device which relies on describe[1,2,12] being used in the sense of to trace out or delineate ⇒ skaters describing circles on the ice — although the idea would be much clearer were one to rephrase the example as the tracks made by the skaters' blades describing circles on the ice which is what is actually taking place.

Thus, in today's clue, we have F(ine) +  ORTACHE (anagram of ACTOR HE) containing (describing; outlining or forming a container around) PA (old man).

Peter Pan[5] is a 1904 play by Scottish dramatist Sir J. M. Barrie (1860–1937) in which the title character is a boy with magical powers who never grew up.

Correcting the Record
On Big Dave's Crossword Blog, Miffypops describes the play as a drama based on a book by J M Barrie.
In actual fact, it was the other way around — the book was based on the play[7]. Barrie's stage play entitled Peter Pan, or The Boy Who Wouldn't Grow Up premiered in 1904 in London. Barrie later adapted and expanded the play's storyline as a novel, published in 1911 as Peter and Wendy.

Ο ειδικός διαμεσολαβητής του ΟΗΕ σε επιστημονικό του άρθρο με τίτλο «Η Διαμάχη του Ονοματολογικού-Το Μακεδονικό ζήτημα επιλύθηκε;» εκτιμά ότι βγήκαν χαμένοι Αθήνα και Σκόπια από την απροθυμία τους να επιλύσουν το ζήτημα τα προηγούμενα χρόνια

Σχεδόν δύο χρόνια μετά την υπογραφή της Συμφωνίας των Πρεσπών ο Μάθιου Νίμιτς, ο μακροβιότερος απεσταλμένος του γενικού γραμματέα του ΟΗΕ στις συνομιλίες Αθήνας-Σκοπίων εκτιμά ότι το ερώτημα αν οι δύο χώρες έχουν διευθετήσει οριστικά τα διμερή τους θέματα και αν πραγματικά έχει επιλυθεί το Μακεδονικό ζήτημα (που προέκυψε το 1880) θα απαντηθεί από τις μελλοντικές γενιές, προσθέτοντας ότι οι Πρέσπες - είτε θεωρείται μία επιτυχία, είτε όχι - παραμένει ένα πρότζεκτ το οποίο βρίσκεται σε εξέλιξη. 

 Ο Μάθιου Νίμιτς, ο οποίος ασχολήθηκε με το θέμα για περισσότερο από ένα τέταρτο του αιώνα, αρχικά ως εκπρόσωπος των ΗΠΑ υπό τον τότε μεσολαβητή του ΟΗΕ Σάιρους Βανς και στη συνέχεια ως ειδικός απεσταλμένος του γενικού γραμματέα του ΟΗΕ ο ίδιος, σε ένα αποκαλυπτικό και μακροσκελές επιστημονικό άρθρο του με τίτλο «Η Διαμάχη του Ονοματολογικού-Το Μακεδονικό ζήτημα επιλύθηκε;»  το οποίο δημοσιεύτηκε στις 3 Απριλίου από το Cambridge University Press τονίζει ότι και οι δύο χώρες βγήκαν χαμένες από την απροθυμία τους να επιλύσουν το ζήτημα τα προηγούμενα χρόνια.

Η Βόρεια Μακεδονία έχασε την ευκαιρία να ανέβει στο τρένο της Ευρώπης μετά την Κροατία και λίγο αργότερα μετά την ένταξη της Βουλγαρίας και τη Ρουμανίας. Πλέον, όπως αναφέρει, ο βετεράνος διπλωμάτης για τη Βόρεια Μακεδονία η ένταξη στην Ευρωπαϊκή Ένωση είναι ένα ανοιχτό ερώτημα ακόμη και  με την υποστήριξη της Ελλάδας. Αλλά και για την Ελλάδα η μη επίλυση του ζητήματος δεν βοήθησε την Αθήνα να επικεντρωθεί περισσότερο στην προτεραιότητα της ασφάλειας που άκουγε στο όνομα Τουρκία αλλά και στις εσωτερικές μεταρρυθμίσεις που έπρεπε να γίνουν οι οποίες είχαν ως στόχο την μεγαλύτερη ενσωμάτωση της χώρας στην ΕΕ. Σε κάθε περίπτωση, τα Σκόπια θα μπορούσαν γρήγορα να γίνουν ένας σύμμαχος για την Ελλάδα με σωστό χειρισμό.

Όπως αναφέρει στην επιστημονική ανάλυσή του ο έμπειρος διπλωμάτης- το όνομα του οποίου έχει ταυτιστεί με τις διαπραγματεύσεις για το Μακεδονικό- από την μία τα Σκόπια εκτιμούσαν ότι κέρδιζαν χρόνο καθώς ολοένα και περισσότερες χώρες χρησιμοποιούσαν τον όρο «Μακεδονία» όταν αναφέρονταν στην χώρα. Έτσι, καθυστερούσαν να πάρουν το φάρμακο όπως ο ίδιος προέτρεπε στα Σκόπια και να έρθουν σε συμφωνία για το ονοματολογικό, χάνοντας την ευκαιρία να γίνουν μια κανονική χώρα.

Από την άλλη πλευρά, όπως του εξήγησε ο έμπειρος διπλωμάτης και Έλληνας διαπραγματευτής Αδαμάντιος Βασιλάκης, καμία ελληνική κυβέρνηση δεν πρόκειται από μόνη της να λύσει το ζήτημα. Αν το κάνει θα «πέσει» όπως και έγινε, παρατηρεί στην ανάλυσή του ο ειδικός απεσταλμένος. Για την επίτευξη της Συμφωνίας ο Μάθιου Νίμιτς τονίζει ότι βασίστηκε στην Θεωρία της Προοπτικής που διατύπωσαν ο Daniel Kahneman και ο Amos Tversky και για την οποία βραβεύτηκαν με Νόμπελ Οικονομικών το 2002, επαναδιατυπώνοντας το περιεχόμενο της διαπραγμάτευσης. 

Ιδιαίτερη αναφορά κάνει o Μάθιου Νίμιτς για την συμβολή των Νίκου Κοτζιά και Νικολά Ντιμιτρόφ στη διευθέτηση της μακροχρόνιας διένεξης. Πολλά από τα κομμάτια της Συμφωνίας τα έγραψε ο ίδιος ο Νίκος Κοτζιάς αναφέρει χαρακτηριστικά ο ίδιος. Εκτιμά ότι ο Αλέξης Τσίπρας είναι ένας πολιτικός μεγάλου βεληνεκούς ενώ ο Ζάεφ παρά την μιρκή διεθνή εμπειρία που είχε αντιλαμβανόταν πώς θα μεγιστοποιούσε τη θέση της χώρας του.

«Χωρίς την συμβολή τους δεν μπορούσε να γίνει η Συμφωνία» προσθέτει. Σύμφωνα με τον ίδιο αν και γίνονταν διαπραγματεύσεις όλο το προηγούμενο διάστημα αξιοσημείωτες ήταν αυτές ανάμεσα στο Γιώργο Παπανδρέου και τον Νίκολα Γκρουέφσκι. Πηγαίνοντας ακόμη πιο πίσω χαρακτηρίζει τον Ανδρέα Παπανδρέου και τον Κίρο Γκλιγκόροφ ως δύο ειλικρινείς και έξυπνους πολιτικούς οι οποίοι κατάλαβαν ότι βρίσκονταν στο χείλος του γκρεμού και αναγνώρισαν την ανάγκη για μία ειρηνική λύση.

Ο Μάθιου Νίμιτς κάνει ειδική αναφορά στη βοήθεια του Δυτικού παράγοντα, υπογραμμίζοντας ωστόσο ότι παρά τις παρεμβάσεις του απέφυγε να πάρει θέση υπέρ της μίας ή της άλλης πλευράς. Χαρακτηρίζει τέλος ως σκληρή παραχώρηση για τα Σκόπια την συμφωνία εφαρμογής erga omnes της νέας ονομασίας η οποία απαιτούσε εκτενείς συνταγματικές αλλαγές που σχεδόν σκότωσαν την αποδοχή της συμφωνίας των Πρεσπών κατά την διάρκεια επικύρωσής της στα Σκόπια.

Αθήνα και Σκόπια εκτιμούσαν ότι ο χρόνος κυλούσε υπέρ τους

Αναλαμβάνοντας τη θέση του διαμεσολαβητή εν έτει 1994, όταν του ζητήθηκε από τον τότε Aμερικανό Πρόεδρο, Μπιλ Κλίντον, να διαμεσολαβήσει μεταξύ Αθήνας και Σκοπίων ο Μάθιου Νίμιτς τόνισε  ότι μερικές φορές φαινόταν ότι ο ίδιος προσπαθούσε πιο σκληρά από τις δύο πλευρές για την εξεύρεση μιας λύσης: «αυτό δεν ήταν ένα καλό σημάδι» θα πει. 

Μετά την υπογραφή της ενδιάμεσης συμφωνίας το 1995, η στρατηγική στα Σκόπια ήταν να εδραιωθεί στους πολιτικούς και οικονομικούς θεσμούς, να ασχοληθεί με τις διεθνοτικές εντάσεις  στο εσωτερικό και να προωθήσει την ευρεία αναγνώριση διεθνώς του νέου κράτους. 

Χαρακτηριστική ήταν μια από τις πολλές προσωπικές συζητήσεις-που είχε με τον πρέσβη Ιβάν Τοσέφσκι-ο οποίος είχε αναλάβει την διαπραγμάτευση για λογαριασμό της γειτονικής χώρας-στο περιθώριο μιας συνεδρίασης ή στο σπίτι του στα Σκόπια. Εκεί ο Τοσέφσκι πίνοντας ένα ποτήρι κρασί με το Νίμιτς αποκάλυψε το εξής: «Όλο και περισσότερες χώρες φαίνεται να αποδέχονται το συνταγματικό όνομά μας "Δημοκρατία της Μακεδονίας" για διμερή χρήση, κανείς δεν φαίνεται να επιλέγει το "Πρώην Γιουγκοσλαβική Δημοκρατία της Μακεδονίας" σοβαρά. Οι αναφορές καθημερινά και στον Τύπο ως «Μακεδονία» κέρδιζαν ολοένα και περισσότερο χώρο, και η ελληνική κοινή γνώμη σχετικά με το ζήτημα φαίνεται να είναι πιο μετριοπαθής». Κατά την άποψή του αντιπροσώπου τους, ο χρόνος λειτουργούσε υπέρ των Σκοπίων σημειώνει ο Νίμιτς.

Βασιλάκης σε Νίμιτς: Όποια κυβέρνηση συνάψει συμφωνία χωρίς υποστήριξη της αντιπολίτευσης θα πέσει

Αλλά και από την ελληνική πλευρά υπήρξε παρόμοια έλλειψη ενδιαφέροντος να κλείσει το θέμα άμεσα σύμφωνα με τον κ. Νίμιτς. Οποιοσδήποτε συμβιβασμός θα ήταν μη δημοφιλής και, όπως του εξήγησε ο Έλληνας διαπραγματευτής, ο Πρέσβης Αδαμάντιος Βασιλάκης, καμία ελληνική κυβέρνηση δεν θα συνάψει συμφωνία που δεν υποστηρίζεται από τους ηγέτες του αντιπολιτευόμενου κόμματος. Οποιαδήποτε κυβέρνηση προχωρούσε μόνη της θα έχανε τις εκλογές εκτιμούσε ο κ. Βασιλάκης και όπως αποδείχθηκε, είχε δίκιο γι 'αυτό, παρατηρεί εκ των υστέρων ο Μάθιου Νίμιτς στην ανάλυσή του. 

Μία συμφωνία αποδεκτή από την Ελλάδα θα απαιτούσε από το βόρειο γείτονα να αλλάξει το όνομά του έναντι όλων, να απαλείψει όλες τις αλυτρωτικές αναφορές και φιλοδοξίες αλλά και να παράσχει διαβεβαιώσεις όσον αφορά την ιστορική και πολιτιστική κληρονομιά.

Σύμφωνα με τον Μάθιου Νίμιτς η Ελλάδα εκτιμούσε ότι μπορούσε να περιμένει επειδή είχε ισχυρότερη θέση, ήταν μέλος της ΕΕ και του ΝΑΤΟ με την δυνατότητα βέτο και στις δύο οργανισμούς. Στα επιχειρήματα της ελληνικής πλευράς συνυπολογίζονταν και το γεγονός ότι η Ελλάδα είχε ισχυρότερη οικονομία και πιο στενές σχέσεις με την Ουάσινγκτον και με τους συνιδρυτές της στην Ε.Ε.  απ΄ ότι είχε το νεοσυσταθέν κράτος στο βορρά. Κατά την άποψη του κ. Βασιλάκη ο χρόνος ήταν ξεκάθαρος στην πλευρά των Αθηνών παρατηρεί ο κ. Νίμιτς.

Τι έχασαν Αθήνα και Σκόπια 

Η πραγματικότητα, ωστόσο, ήταν διαφορετική, σύμφωνα με τον Μάθιου Νίμιτς. Λόγω της καθυστέρησης πέραν των δύο δεκαετιών, τα Σκόπια έχασαν την ευκαιρία να προσχωρήσουν στην ΕΕ μαζί με την Κροατία ή λίγο μετά την Κροατία - όχι πολύ καιρό μετά την είσοδο δύο μεγαλύτερων βαλκανικών κρατών, της Βουλγαρίας και της Ρουμανίας - και πήραν το ρίσκο ότι το παράθυρο της Ευρωπαϊκής διεύρυνσης θα μπορούσε να κλείσει στο μέλλον. Ήταν σαφές ότι τα Σκόπια θα έπρεπε να συμβιβαστούν στο ζήτημα του ονόματος σύμφωνα με τον κ. Νίμιτις. Όπως αποκαλύπτει ο ίδιος είχε προτρέψει τους γείτονες να πάρουν το φάρμακο και να ξεμπερδέψουν προκειμένου να γίνουν όσο το δυνατόν γρηγορότερα μια κανονική χώρα. 

Από την άλλη πλευρά, ο  ειδικός διαπραγματευτής εκτιμά ότι για τους Έλληνες θα συνέφερε να διευθετήσουν άμεσα αυτήν την δυσάρεστη διαμάχη: αφενός γιατί η προτεραιότητα της ελληνικής ασφάλειας συνδέονταν με την Τουρκία. Αφετέρου οι οικονομικές προτεραιότητες περιλάμβαναν εσωτερικές μεταρρυθμίσεις και μεγαλύτερη ενσωμάτωση στην ΕΕ.  «Για την επίτευξη αυτών των στόχων θα βοηθούσε η επίλυση των διαφορών με τον μικρό βόρειο γείτονά με τον  οποίο, σε κάθε περίπτωση, θα μπορούσε γρήγορα να γίνει ένας σύμμαχος για την Ελλάδα με σωστό χειρισμό» προσθέτει ο Αμερικανός διπλωμάτης.

Όπως υποστηρίζει ο κ. Νίμιτς αυτοί οι φόβοι επιβεβαιώθηκαν στην πράξη: η Ευρωπαϊκή Ένωση του 2020 βρίσκεται σε μια βαθιά διαφορετική θέση σε σχέση με τη διεύρυνση γενικά και ειδικότερα με τα Δυτικά Βαλκάνια, παρά την επεκτατική στάση της η οποία κυριάρχησε πριν από 20 χρόνια. Ο σημαντικός στόχος της ένταξης στην ΕΕ για τη Δημοκρατία της Βόρειας Μακεδονίας είναι πλέον ένα ανοιχτό ερώτημα ακόμη και με την πλήρη ελληνική υποστήριξη μετά τη συμφωνία Πρεσπών.


Η θεωρία επίλυσης του προβλήματος

Χρησιμοποιώντας τη Θεωρία της Προοπτικής που διατύπωσαν ο Ντάνιελ Κάνεμαν και ο Άμος Τβέρσκι και για την οποία βραβεύτηκαν με Νόμπελ Οικονομικών το 2002 ο Μάθιου Νίμιτς κατάφερε να επαναπροσδιορίσει το ονοματολογικό ζήτημα, η επίλυση του οποίου ταλαιπωρούσε επί δεκαετίες τις δύο χώρες. 

Η Θεωρία της Προοπτικής είναι μια θεωρία συμπεριφορικής χρηματοοικονομικής που ορίζει ότι τα κέρδη και οι απώλειες εκτιμώνται διαφορετικά. Έτσι, αν κάποιος έχει την ευκαιρία να διαλέξει ανάμεσα σε δύο ισοπίθανα ενδεχόμενα, το ένα εκφρασμένο με όρους πιθανού κέρδους και το άλλο εκφρασμένο με όρους πιθανής απώλειας, αυτός θα διαλέξει την πρώτη. Πιο απλά, οι άνθρωποι τείνουν να απεχθάνονται την απώλεια περισσότερο από ότι απολαμβάνουν ένα ισόποσο κέρδος. (Για παράδειγμα, η πλειοψηφία των ατόμων θα λυπόταν πολύ περισσότερο αν έχαναν 40 ευρώ από ότι αν κέρδιζαν 40 ευρώ, ιδίως σε βάθος χρόνου). Και στην διπλωματική σκακιέρα όπως είπε ο κ. Νίμιτς «όλοι αγωνιζόμαστε πολύ πιο σκληρά για να προστατεύσουμε αυτό που έχουμε ήδη από το να κερδίσουμε κάτι ακόμη».

Πώς συμφώνησαν τα Σκόπια-Οι καυτοί διάλογοι και τα επιχειρήματα Νίμιτς

Προκειμένου να επιτευχθεί μία λύση ο έμπειρος διπλωμάτης επιχείρησε να επαναπροσδιορίσει και να αναμορφώσει σε συνεργασία με τις δύο πλευρές το ζήτημα του ονόματος. 

«Ας μιλήσουμε για τη γεωγραφία, όχι για την ταυτότητα. Στα ψηφίσματά του, το Συμβούλιο Ασφαλείας του ΟΗΕ δεν προσπαθούσε να αλλάξει την ταυτότητα του λαού σας. Στο πλαίσιο αυτό χαλαρώστε από τους φόβους που έχετε ότι η μακεδονική ταυτότητα θα χαθεί. Ωστόσο, το όνομα ενός κράτους θα πρέπει να αντανακλά μία γεωγραφική πραγματικότητα. Έτσι, ας μιλήσουμε όλοι για τη γεωγραφία. Η Μακεδονία είναι μια γεωγραφική έννοια και είναι μια μεγάλη περιοχή. Μπορούμε να συμφωνήσουμε σε αυτό;»  είπε ο Μάθιου Νίμιτς απευθυνόμενος στην πλευρά των Σκοπίων.

«Αυτή η μεγάλη περιοχή ήταν για αιώνες υπό οθωμανική κυριαρχία. Και αυτή διαιρέθηκε το 1912-1913 κατά τη διάρκεια των Βαλκανικών Πολέμων», συμφώνησαν τα Σκόπια». Με τον Μάθιου Νίμιτς να κάνει ένα βήμα παραπέρα: «Και πρέπει να παραδεχτείτε ότι ενώ το έδαφός σας είναι μέρος αυτής της περιοχής της Μακεδονίας, είναι μόνο ένα τμήμα. Έτσι, ας είμαστε ακριβείς σε αυτό: είναι ένα μικρό κομμάτι, περίπου το 38%,» επιχειρηματολόγησε ο Νίμιτς, «ένα γεγονός το οποίο παραδέχτηκαν απρόθυμα τα Σκόπια». 

«Έτσι, δεν απέχει τόσο πολύ αν εισάγετε μια τροποποίηση στο όνομά σας (γεωγραφικό προσδιορισμό) για να αντικατοπτρίσετε με μεγαλύτερη ακρίβεια τη γεωγραφική πραγματικότητα. Σκεφθείτε να διατηρήσετε το όνομά σας Δημοκρατία της Μακεδονίας αλλά να προσθέστε έναν αξιοπρεπή γεωγραφικό προσδιορισμό» ήταν το επιχείρημα-πρόταση Νίμιτς που άνοιξε το δρόμο της επίλυσης.

Πώς συμφώνησε η Αθήνα-Οι καυτοί διάλογοι και τα επιχειρήματα Νίμιτς

Η ίδια ακριβώς διαδικασία ακολουθήθηκε και για την Αθήνα. «Ας μιλήσουμε για τη γεωγραφία, όχι για την ταυτότητα. Κανείς δεν προσπαθεί να πάρει την μακεδονική ταυτότητά σας. Όλοι γνωρίζουμε ότι ο Φίλιππος και ο Αλέξανδρος ήταν μέρος του ελληνικού κόσμου και η μακεδονική κληρονομιά είναι ελληνική. Όλος ο κόσμος το ξέρει. Μην φοβάστε ότι η ταυτότητά σας θα χαθεί. Και οι άνθρωποι που ζουν στη βόρεια Ελλάδα αποκαλούν τους εαυτούς τους Μακεδόνες.

Ωραία - αυτό δεν θα αλλάξει ποτέ…..Ας μιλήσουμε για τη γεωγραφία. Όλοι συμφωνούμε ότι η Μακεδονία είναι μία γεωγραφική έννοια και ότι η οθωμανική Μακεδονική περιοχή χωρίστηκε το 1912-1913. Η Ελλάδα κέρδισε μακράν το μεγαλύτερο μέρος, αλλά πρέπει να παραδεχτείτε ότι ήταν μόνο το μισό αυτού του εδάφους», το οποίο παραδέχθηκαν  απρόθυμα" .

Και ο βόρειος γείτονάς σας ήταν γεωγραφικά ένα μέρος αυτής της διαίρεσης της οθωμανικής Μακεδονικής επικράτειας ", το οποίο και πάλι με απροθυμία παραδέχθηκαν θα πει ο Νιμιτς και θα προσθέσει: «Ας υποθέσουμε ότι μπορούμε να συμφωνήσουμε ότι το όνομα Δημοκρατία της Μακεδονίας είναι υπερβολικά εκτεταμένο για να είναι κατάλληλο από γεωγραφική άποψη, δεν θα μπορούμε να εξετάσουμε το ενδεχόμενο να υιοθετήσουμε μια ονομασία που ξεκαθαρίζει την γεωγραφική διαφορά μεταξύ της ελληνικής Μακεδονίας και του βόρειου γείτονα;"


Οι Μακεδόνες, η Ατλάντα και η Γεωργία του Καυκάσου 

Ένα παράδειγμα που χρησιμοποίησε ο διαπραγματευτής με τις δύο πλευρές για να βοηθήσει στην επεξεργασία αυτών των διατυπώσεων ήταν η «Γεωργία». Τόσο η χώρα της Γεωργίας το έθνος στον Καύκασο, όσο και η πολιτεία Τζόρτζια (Γεωργία) στη νότια πλευρά των Ηνωμένων Πολιτειών, έχουν το ίδιο όνομα και επίθετο.

Αν κάποιος πει, «είμαι από τη Γεωργία» ή «είμαι ένας Γεωργιανός, "είναι ασαφές αν κάποιος είναι από την Τιφλίδα ή από την Ατλάντα.  Απαιτείται ένα πλαίσιο».Το ίδιο υποστήριξε για το "Μακεδονικό" ζήτημα ο Αμερικανός διπλωμάτης.

«Μπορούμε να χρησιμοποιήσουμε την ίδια αγγλική λέξη (Macedonians) αλλά την ίδια στιγμή να εξηγούμε τα διαφορετικά πλαίσια. Ο Έλληνας διαπραγματευτής απάντησε: «Πολύ ωραίο, κ. Νίμιτς, αλλά οι δύο Γεωργιανοί βρίσκονται σε διαφορετικές ηπείρους και σε καμία περίπτωση δεν πολέμησαν ο ένας εναντίον του άλλου στους Βαλκανικούς Πολέμους».

Τα 5 ονόματα που έπεσαν στο τραπέζι στον τελικό γύρο διαπραγματεύσεων 

Στις 17 Ιανουαρίου του 2018, σύμφωνα με τον Μάθιου Νίμιτς, ξεκίνησε ο τελικός και επιτυχημένος γύρος διαπραγματεύσεων. Οι δύο πλευρές κλήθηκαν να εξετάσουν πέντε ονόματα: North Macedonia, Upper Macedonia, Macedonia-Skopje, Vardar Macedonia (ο ποταμός διαπερνά τη χώρα), και της Nova Macedonia (που προτάθηκε από τον Σάιρους Βανς το 1993 και απορρίφθηκε και από τις δύο πλευρές τότε). Γιατί διαφωνούσε ο Νίμιτς με το erga omnes και πως πείστηκε

Μαζί με τη συμφωνία για το όνομα, τέθηκε και το ζήτημα του πεδίου εφαρμογής του. «Ως μεσολαβητής, είχα προτείνει εδώ και πολλά χρόνια ότι κάθε νέο όνομα θα πρέπει να χρησιμοποιείται διεθνώς και ότι η συνταγματική ονομασία Δημοκρατία της Μακεδονίας να εξακολουθεί να χρησιμοποιείται εσωτερικά» παραδέχεται ο βετεράνος διπλωμάτης. Πολλά έθνη έχουν ένα τέτοιο σύστημα διπλών ονομάτων: Φινλανδία / Σουόμι, Ιρλανδία / Έιρε, Αλβανία / Shqipëria; η ίδια η Ελλάδα χρησιμοποιεί το Greece διεθνώς, αλλά εσωτερικά πολλές φορές το «Hellas»(και μερικές φορές την «Ελληνική Δημοκρατία», ως τρίτο όνομα). Το σύστημα διπλού ονόματος θα έχει πλεονεκτήματα όσον αφορά τη δημόσια αποδοχή του στα Σκόπια, και επίσης δεν θα απαιτούσε πιθανώς μια συνταγματική τροποποίηση, που ήταν μια δύσκολη διαδικασία. Ωστόσο, οι Έλληνες ήταν ανένδοτοι ότι το όνομα έπρεπε να εφαρμοστεί erga omnes, ένα όνομα για όλες τις χρήσεις. 

Όπως εξηγεί ο Μάθιου Νίμιτς ο ίδιος μετατοπίστηκε για τρεις λόγους: πρώτον, οι Έλληνες δεν θα υποχωρούσαν στο erga omnes. Δεύτερον, έχοντας δύο ονόματα θα οδηγούσε σε χρόνιες διαμάχες για το πότε η χρήση τους θα γινόταν στο εσωτερικό και πότε διεθνώς. Τρίτον, δεδομένης της φιλοδοξίας των Σκοπίων να ενταχθούν στην Ευρωπαϊκή Ένωση, ήταν προφανές ότι εντός ΕΕ δεν υπάρχει πραγματική διάκριση για το τι εφαρμόζεται σε εθνικό και τι σε ευρωπαϊκό επίπεδο (π.χ. άδειες οδήγησης, ιατρικά αρχεία, πτυχία πανεπιστημίων  διπλώματα κ.α.).Αυτή ήταν μια σκληρή παραχώρηση για τα Σκόπια, αλλά τελικά συμφώνησε με την erga omnes εφαρμογή της νέας ονομασίας, η οποία απαιτούσε εκτενείς συνταγματικές αλλαγές που σχεδόν σκότωσαν την αποδοχή της συμφωνίας Πρεσπών κατά την διάρκεια επικύρωσής της.

Τα ανταλλάγματα 

Τα Σκόπια αποδέχθηκαν μία σύνθετη ονομασία που θα περιλαμβάνει επιθετικό προσδιορισμό, δεχόμενη ουσιαστικά ένα διαφορετικό όνομα από το αυτό που αναγράφονταν στο σύνταγμα τους και συμφώνησαν σε erga omnes εφαρμογή. 
Τι πήραν σε αντάλλαγμα τα Σκόπια; H Αθήνα συμφώνησε να αποσύρει ουσιαστικά το βέτο στις αιτήσεις των Σκοπίων για να ενταχθούν στην Ευρωπαϊκή Ένωση και το ΝΑΤΟ και υποστήριξε ενεργά την είσοδό τους. Ίσως ακόμα πιο σημαντικό ως στόχος των διαπραγματευτών των Σκοπίων ήταν η καθολική  αποδοχή της ταυτότητας του λαού τους, και αυτό σήμαινε ότι κανείς δεν θα αμφισβητούσε,- συμπεριλαμβανομένης και της Ελλάδας - ότι ήταν Μακεδόνες και ότι η γλώσσα τους ήταν μακεδονική. Τα Σκόπια ικανοποιήθηκαν για αυτό το κρίσιμο ζήτημα, αλλά για την επίλυσή αυτού του θέματος  χρειάστηκαν να γίνουν πάρα πολλές διαπραγματεύσεις.

Ο Κοτζιάς συνέταξε προσωπικά πολλές από τις διατάξεις της συμφωνίας

Ειδική μνεία για την συμβολή στη διευθέτηση της διένεξης μεταξύ της Ελλάδας και της Βόρειας Μακεδονίας κάνει ο Μάθιου Νίμιτς στην πολυσέλλιδη ανάλυσή του στον Νίκο Κοτζιά και στον Νικόλα Ντιμιτρόφ. Σύμφωνα με τον ίδιο η  διαπραγμάτευση της Συμφωνίας των Πρεσπών βρισκόταν σε ικανά χέρια δύο λαμπρών Υπουργών Εξωτερικών οι οποίοι έκαναν και τις τελικές διαπραγματεύσεις. Όπως εξηγεί ο κ. Νίμιτς ο Κοτζιάς είχε ένα μακροπρόθεσμο όραμα ότι η Ελλάδα πρέπει να διαδραματίσει πιο σημαντικό ρόλο στην νοτιοανατολική Ευρώπη. Η επίλυση της διαφωνίας του ονόματος με τον βόρειο γείτονα της Ελλάδας μαζί με την επίλυση ορισμένων ανοιχτών θεμάτων με την Αλβανία ήταν ένα ουσιαστικό βήμα στην προσπάθεια της Ελλάδας να αποκτήσει αυτόν τον ρόλο.
Έτσι, ήταν σημαντικό στην ατζέντα του Κοτζιά η επίλυση του θέματος. «Ο ίδιος συνέταξε προσωπικά πολλές από τις διατάξεις της συμφωνίας και διατύπωσε με πάθος την ελληνική θέση».  Από την άλλη ο υπουργός Εξωτερικών Νικόλα Ντιμιτρόφ γνώριζε το θέμα της ονομασίας καθώς ήταν ο εκπρόσωπος των Σκοπίων στις προηγούμενες συνομιλίες. Ειδικά για τον Νικολά Ντιμιτρόφ αναφέρει ότι ήταν αποφασισμένος να οδηγήσει τη χώρα του στον ευρωατλαντικό κόσμο. 
«Και οι δύο διπλωμάτες πέτυχαν τον πιο σημαντικό τους στόχο και επικεντρώθηκαν σε αυτό που θα μπορούσαν να κερδίσουν και όχι σε αυτό που φαινομενικά είχε χαθεί». 


Τσίπρας-Ζάεφ: Δεν λογάριασαν το πολιτικό κόστος  

Για άλλη μία φορά ο Μάθιου Νίμιτς υπογραμμίζει στην πολυσέλιδη ανάλυσή του την συνεισφορά των Τσίπρα-Ζάεφ για την επίτευξη της Συμφωνίας. Όπως τονίζει και οι πρωθυπουργοί  διαπίστωσαν-ο καθένας για τους δικού του λόγους-ότι ήρθε η ώρα να επιλυθεί αυτή η διαμάχη, βάζοντας την πολιτική τους αξιοπιστία σε κίνδυνο για να επιτευχθεί αυτό το αποτέλεσμα.
«Και οι δύο πρωθυπουργοί αντιπροσωπεύουν μια νέα γενιά ηγετών στα Βαλκάνια». Σύμφωνα με τον κ. Νίμιτς ο Τσίπρας ήταν αποφασισμένος να επιλύσει ένα από τα μεγάλα περιφερειακά προβλήματα της χώρας του «Ο Τσίπρας πέτυχε και, παρά την ήττα του στις επόμενες εκλογές, απέδειξε ότι ήταν ένας Ευρωπαίος ηγέτης μεγάλου βεληνεκούς»
Αναφερόμενος στον Ζόραν Ζάεφ τονίζει ότι παρά την μικρή διεθνή του εμπειρία, απέδειξε ξανά και ξανά ότι κατάλαβε τα ζητήματα, πόσο μακριά θα πήγαινε και πώς θα μεγιστοποιούσε τη θέση της χώρας του»
Σύμφωνα με τον κ. Νίμιτς η προσωπική σχέση που ανέπτυξαν οι δύο πρωθυπουργοί επέτρεψε την απευθείας επίλυση ζητημάτων σε αρκετές περιπτώσεις όταν οι διαπραγματεύσεις έμοιαζαν ακινητοποιημένες. Προσθέτει επίσης ότι η συμβολή των δύο πρωθυπουργών δεν περιορίστηκε στη λήψη μόνο των τελικών αποφάσεων αλλά ανέλαβαν να φέρουν σε πέρας και την διαδικασία επικύρωσης της Συμφωνίας στο εσωτερικό των δύο χωρών. «Κατά τη γνώμη πολλών, αυτοί οι δύο νεαροί ηγέτες των Βαλκανίων έδωσαν ένα παράδειγμα μακροπρόθεσμου οράματος, δύσκολης λήψης αποφάσεων υπό πίεση και αποδείχτηκαν θαρραλέοι, χαρακτηριστικά που δεν φαίνεται να διαθέτουν πολλοί διεθνείς ηγέτες στην εποχή μας».

Τέλος, σύμφωνα με τον κ. Νίμιτς η διεθνής κοινότητα ήθελε μία λύση φοβούμενη την αστάθεια στα Δυτικά Βαλκάνια. Διπλωμάτες
από τις ΗΠΑ, τη Γερμανία, και την ΕΕ έκαναν παρεμβάσεις με θετικούς τρόπους κατά καιρούς, όπως και άλλες ενδιαφερόμενες χώρες, συμπεριλαμβανομένου του Ηνωμένου Βασιλείου, της Αυστρίας, της Σλοβενίας και των Σκανδιναβικών κρατών. 

«Τα τρίτα μέρη δεν ήθελαν να επιλέξουν πλευρά, αλλά ενθάρρυναν σημαντικά  για μία λύση, μερικές φορές παρέχοντας κίνητρα ή ασκώντας ήπια πίεση» . Ενεργή ήταν και η συμμετοχή της Ευρωπαϊκής Επιτροπής για την προώθηση της ένταξης του νέου κράτους στην Ευρωπαϊκή Ένωση, ιδιαίτερα κατά τα τελευταία έτη διαπραγματεύσεων, όταν ο Επίτροπος Γιοχάνες Χαν διαδραμάτισε ιδιαίτερα σημαντικό ρόλο. Μια άλλη εποικοδομητική δύναμη που προώθησε τις εξελίξεις ήταν η Αλβανική μειονότητα στη χώρα. Τα πολιτικά τους κόμματα ενώθηκαν για να επιλύσουν αυτό το ζήτημα, και η αλβανική ηγεσία έπαιξε σημαντικό ρόλο στο παρασκήνιο, ενθαρρύνοντας τη λογική του συμβιβασμού.

‘Amazing’ Math Bridge Extended Beyond Fermat’s Last Theorem

When Andrew Wiles proved Fermat’s Last Theorem in the early 1990s, his proof was hailed as a monumental step forward not just for mathematicians but for all of humanity. The theorem is simplicity itself — it posits that xn + yn = zn has no positive whole-number solutions when n is greater than 2. Yet this simple claim tantalized legions of would-be provers for more than 350 years, ever since the French mathematician Pierre de Fermat jotted it down in 1637 in the margin of a copy of Diophantus’ Arithmetica. Fermat, notoriously, wrote that he had discovered “a truly marvelous proof, which this margin is too narrow to contain.” For centuries, professional mathematicians and amateur enthusiasts sought Fermat’s proof — or any proof at all.

The proof Wiles finally came up with (helped by Richard Taylor) was something Fermat would never have dreamed up. It tackled the theorem indirectly, by means of an enormous bridge that mathematicians had conjectured should exist between two distant continents, so to speak, in the mathematical world. Wiles’ proof of Fermat’s Last Theorem boiled down to establishing this bridge between just two little plots of land on the two continents. The proof, which was full of deep new ideas, set off a cascade of further results about the two sides of this bridge.

From this perspective, Wiles’ awe-inspiring proof solved just a minuscule piece of a much larger puzzle. His proof was “one of the best things in 20th-century mathematics,” said Toby Gee of Imperial College London. Yet “it was still only a tiny corner” of the conjectured bridge, known as the Langlands correspondence.

The full bridge would offer mathematicians the hope of illuminating vast swaths of mathematics by passing concepts back and forth across it. Many problems, including Fermat’s Last Theorem, seem difficult on one side of the bridge, only to transform into easier problems when shifted to the other side.

After Wiles came up with his proof, other mathematicians eagerly extended his bridge to slightly larger portions of the two continents. But then they hit a wall. There are two natural next directions for extending the bridge further, but for both, the Taylor-Wiles method faced what seemed like an insuperable barrier.

“People wanted to do this for a long time,” said Ana Caraiani of Imperial College London. But “we pretty much didn’t think it was possible.”

Now, two papers — representing the culmination of the efforts of more than a dozen mathematicians — have overcome this barrier, essentially solving both problems. Eventually, these findings may help mathematicians prove Fermat’s Last Theorem for some number systems beyond the positive whole numbers.

They are “pivotal results,” said Matthew Emerton of the University of Chicago. “There are some fundamental number-theoretic phenomena that are being revealed, and we’re just starting to understand what they are.”

Needle in a Vacuum

One side of the Langlands bridge focuses on some of the least complicated equations you can write down: “Diophantine” equations, which are combinations of variables, exponents and coefficients, such as y = x2 + 6x + 8, or x3 + y3 = z3. For millennia, mathematicians have tried to figure out which combinations of whole numbers satisfy a given Diophantine equation. They’re motivated primarily by how simple and natural this question is, although some of their work has recently had unforeseen applications in areas such as cryptography.

Since the time of the ancient Greeks, mathematicians have known how to find the whole-number solutions to Diophantine equations that have just two variables and no exponents higher than 2. But searching for whole-number solutions is anything but straightforward with equations that have larger exponents, starting with elliptic curves. These are equations that have y2 on the left and a combination of terms whose highest power is 3, like x3 + 4x + 7, on the right. They’re a “massively harder problem” than equations with lower exponents, Gee said.

On the other side of the bridge live objects called automorphic forms, which are akin to highly symmetric colorings of certain tilings. In the cases Wiles studied, the tiling might be something along the lines of M.C. Escher’s famous tessellations of a disk with fish or angels and devils that get smaller near the boundary. In the broader Langlands universe, the tiling might instead fill a three-dimensional ball or some other higher-dimensional space.

These two types of mathematical objects have completely different flavors. Yet in the middle of the 20th century, mathematicians started uncovering deep relationships between them, and by the early 1970s, Robert Langlands of the Institute for Advanced Study had conjectured that Diophantine equations and automorphic forms match up in a very specific manner.

Namely, for both Diophantine equations and automorphic forms, there’s a natural way to generate an infinite sequence of numbers. For a Diophantine equation, you can count how many solutions the equation has in each clock-style arithmetic system (for example, in the usual 12-hour clock, 10 + 4 = 2). And for the kind of automorphic form that appears in the Langlands correspondence, you can compute an infinite list of numbers analogous to quantum energy levels.

If you include only the clock arithmetics that have a prime number of hours, Langlands conjectured that these two number sequences match up in an astonishingly broad array of circumstances. In other words, given an automorphic form, its energy levels govern the clock sequence of some Diophantine equation, and vice versa.

This connection is “weirder than telepathy,” Emerton said. “How these two sides communicate with each other … for me it seems incredible and amazing, even though I have been studying it for over 20 years.”

In the 1950s and 1960s, mathematicians figured out the beginnings of this bridge in one direction: how to go from certain automorphic forms to elliptic curves with coefficients that are rational numbers (ratios of whole numbers). Then in the 1990s, Wiles, with contributions from Taylor, figured out the opposite direction for a certain family of elliptic curves. Their result gave an instant proof of Fermat’s Last Theorem, since mathematicians had already shown that if Fermat’s Last Theorem were false, at least one of those elliptic curves would not have a matching automorphic form.

Fermat’s Last Theorem was far from the only discovery to emerge from the construction of this bridge. Mathematicians have used it, for instance, to prove the Sato-Tate conjecture, a decades-old problem about the statistical distribution of the number of clock solutions to an elliptic curve, as well as a conjecture about the energy levels of automorphic forms that originated with the legendary early 20th-century mathematician Srinivasa Ramanujan.

After Wiles and Taylor published their findings, it became clear that their method still had some juice. Soon mathematicians figured out how to extend the method to all elliptic curves with rational coefficients. More recently, mathematicians figured out how to cover coefficients that include simple irrational numbers, such as 3 + .

In the cases where the obstruction crops up, the automorphic forms live on higher-dimensional tilings than the two-dimensional Escher-style tilings Wiles studied. In these higher-dimensional worlds, automorphic forms are inconveniently rare. But on the plus side, higher-dimensional tilings often have a much richer structure than two-dimensional tilings do. Calegari and Geraghty’s insight was to tap into this rich structure to make up for the shortage of automorphic forms.

More specifically, whenever you have an automorphic form, you can use its “coloring” of the tiling as a sort of measuring tool that can calculate the average color on any chunk of the tiling you choose. In the two-dimensional setting, automorphic forms are essentially the only such measuring tools available. But for higher-dimensional tilings, new measuring tools crop up called torsion classes, which assign to each chunk of the tiling not an average color but a number from a clock arithmetic. There’s an abundance of these torsion classes.

For some Diophantine equations, Calegari and Geraghty proposed, it might be possible to find the matching automorphic form by approximating it not with other automorphic forms but with torsion classes. “The insight they had was fantastic,” Caraiani said.

Calegari and Geraghty provided the blueprint for a much broader bridge from Diophantine equations to automorphic forms than the one Wiles and Taylor built. Yet their idea was far from a complete bridge. For it to work, mathematicians would first have to prove three major conjectures. It was, Calegari said, as if his paper with Geraghty explained how you could get to the moon — provided someone would obligingly whip up a spaceship, rocket fuel and spacesuits. The three conjectures “were completely beyond us,” Calegari said.

In particular, Calegari and Geraghty’s method required that there already be a bridge going in the other direction, from automorphic forms to the Diophantine equations side. And that bridge would have to transport not just automorphic forms but also torsion classes. “I think a lot of people thought this was a hopeless problem when Calegari and Geraghty first outlined their program,” said Taylor, who is now at Stanford University.

Yet less than a year after Calegari and Geraghty posted their paper online, Peter Scholze — a mathematician at the University of Bonn who went on to win the Fields Medal, mathematics’ highest honor — astonished number theorists by figuring out how to go from torsion classes to the Diophantine equations side in the case of elliptic curves whose coefficients are simple complex numbers such as 3 + 2i or 4 − i. “He’s done a lot of exciting things, but that’s perhaps his most exciting achievement,” Taylor said.

Scholze had proved the first of Calegari and Geraghty’s three conjectures. And a pair of subsequent papers by Scholze and Caraiani came close to proving the second conjecture, which involves showing that Scholze’s bridge has the right properties.

It started to feel as if the program was within reach, so in the fall of 2016, to try to make further progress, Caraiani and Taylor organized what Calegari called a “secret” workshop at the Institute for Advanced Study. “We took over the lecture room — no one else was allowed in,” Calegari said.

After a couple of days of expository talks, the workshop participants started realizing how to both polish off the second conjecture and sidestep the third conjecture. “Maybe within a day of having actually stated all the problems, they were all solved,” said Gee, another participant.

The participants spent the rest of the week elaborating various aspects of the proof, and over the next two years they wrote up their findings into a 10-author paper — an almost unheard-of number of authors for a number theory paper. Their paper essentially establishes the Langlands bridge for elliptic curves with coefficients drawn from any number system made up of rational numbers plus simple irrational and complex numbers.

In the fall of 2016, Ana Caraiani and Richard Taylor convened a “secret” workshop at the Institute for Advanced Study in 2016 that quickly resolved two outstanding problems and led to a major 10-author paper.

“The plan in advance [of the workshop] was just to see how close one could get to proving things,” Gee said. “I don’t think anyone really expected to prove the result.”

Extending the Bridge

Meanwhile, a parallel story was unfolding for extending the bridge beyond elliptic curves. Calegari and Gee had been working with George Boxer (now at the École Normale Supérieure in Lyon, France) to tackle the case where the highest exponent in the Diophantine equation is 5 or 6 (instead of 3 or 4, the cases that were already known). But the three mathematicians were stuck on a key part of their argument.

Then, the very weekend after the “secret” workshop, Vincent Pilloni of the École Normale Supérieure put out a paper that showed how to circumvent that very obstacle. “We have to stop what we’re doing now and work with Pilloni!” the other three researchers immediately told each other, according to Calegari.

Within a few weeks, the four mathematicians had solved this problem too, though it took a couple of years and nearly 300 pages for them to fully flesh out their ideas. Their paper and the 10-author paper were both posted online in late December 2018, within four days of each other.

“I think they’re pretty huge,” Emerton said of the two papers. Those papers and the preceding building blocks are all “state of the art,” he said.

While these two papers essentially prove that the mysterious telepathy between Diophantine equations and automorphic forms carries over to these new settings, there’s one caveat: They don’t quite build a perfect bridge between the two sides. Instead, both papers establish “potential automorphy.” This means that each Diophantine equation has a matching automorphic form, but we don’t know for sure that the automorphic form lives in the patch of its continent that mathematicians would expect. But potential automorphy is enough for many applications — for instance, the Sato-Tate conjecture about the statistics of clock solutions to Diophantine equations, which the 10-author paper succeeded in proving in much broader contexts than before.

And mathematicians are already starting to figure out how to improve on these potential automorphy results. In October, for instance, three mathematicians — Patrick Allen of the University of Illinois, Urbana-Champaign, Chandrashekhar Khare of the University of California, Los Angeles and Jack Thorne of the University of Cambridge — proved that a substantial proportion of the elliptic curves studied in the 10-author paper do have bridges that land in exactly the right place.

Bridges with this higher level of precision may eventually allow mathematicians to prove a host of new theorems, including a century-old generalization of Fermat’s Last Theorem. This conjectures that the equation at the heart of the theorem continues to have no solutions even when x, y and z are drawn not just from whole numbers but from combinations of whole numbers and the imaginary number i.

The two papers carrying out the Calegari-Geraghty program form an important proof of principle, said Michael Harris of Columbia University. They’re “a demonstration that the method does have wide scope,” he said.

While the new papers connect much wider regions of the two Langlands continents than before, they still leave vast territories uncharted. On the Diophantine equations side, there are still all the equations with exponents higher than 6, as well as equations with more than two variables. On the other side are automorphic forms that live on more complicated symmetric spaces than the ones that have been studied so far.

“These papers, right now, are kind of the pinnacle of achievement,” Emerton said. But “at some point, they will just be looked back at as one more step on the way.”

Langlands himself never considered torsion when he thought about automorphic forms, so one challenge for mathematicians is to come up with a unifying vision of these different threads. “The envelope is being expanded,” Taylor said. “We’ve to some degree left the path laid out by Langlands, and we don’t quite know where we’re going.”
